We, the undersigned institutions, experts, and stakeholders committed to systemic resilience, responsible innovation, and sustainable risk governance, respectfully submit this appeal for the formal recognition and institutional support of the National Working Group for Uruguay (NWG-Uruguay) and the Nexus Ecosystem (NE), developed by the Global Centre for Risk and Innovation (GCRI).
Uruguay today faces interconnected systemic risks:
Climate variability leading to both droughts and floods, agricultural system vulnerabilities, coastal zone degradation, demographic shifts, and pressures on energy transition and digital transformation infrastructure.
These risks reflect the systemic challenges highlighted in the Pact for the Future and necessitate immediate, anticipatory, and innovation-enabled national action.
Despite Uruguay’s leadership in renewable energy deployment and sustainable development initiatives, resilience gaps remain in disaster risk foresight, anticipatory governance systems, and digital innovation integration for risk-informed national development.
The National Working Group for Uruguay (NWG-Uruguay) provides an operational framework to:

Embed systemic disaster risk foresight, early warning integration, and anticipatory governance into national and community-level resilience strategies;

Strengthen risk intelligence, scenario simulation, and multi-hazard governance, aligned with the Emergency Platform operational principles;

Mobilize distributed national expertise across public administration, scientific communities, innovation hubs, rural networks, indigenous actors, and diaspora communities;

Institutionalize intergenerational safeguarding practices consistent with the Declaration on Future Generations.
NWG-Uruguay's operational foundation is the Nexus Ecosystem (NE) — a sovereign, open, and interoperable digital public goods platform that:

Provides real-time disaster modeling, policy simulation tools, innovation ecosystem mapping, and sustainability performance monitoring;

Embeds responsible data governance, AI ethics, geospatial intelligence, and transparent decision support systems, aligned with the Global Digital Compact;
-
Supports the evolution of resilience and sustainability metrics beyond GDP to measure well-being, ecological integrity, innovation readiness, and systemic stability.
Together, NWG-Uruguay and NE enable Uruguay to translate the aspirations of the Pact for the Future into practical, inclusive, and future-ready national systems for resilience, innovation, and sustainable prosperity.
Accordingly, we respectfully request:

Formal Recognition of NWG-Uruguay as a critical national platform for operationalizing systemic disaster risk reduction, anticipatory innovation governance, and intergenerational resilience under the Pact for the Future;

Institutional and Financial Support, enabling NWG-Uruguay to scale its operations through multilateral resilience funds, anticipatory governance initiatives, and digital cooperation platforms;

Recognition of the Nexus Ecosystem (NE) as a sovereign-grade digital public good critical to Uruguay’s national disaster risk intelligence, treaty simulation capabilities, and sustainable innovation acceleration;

Framework Integration, ensuring systematic inclusion of NWG-Uruguay and NE outputs into global risk dashboards, resilience monitoring platforms, and Pact for the Future policy simulation architectures.
The risks facing Uruguay are complex, systemic, and accelerating.
NWG-Uruguay and the Nexus Ecosystem offer an immediate, scalable, and sovereign infrastructure to embed foresight, innovation, and inclusive governance at the core of Uruguay’s national resilience architecture.
In full alignment with the Charter of the United Nations and the transformational ambitions articulated in the Pact for the Future, we submit this appeal and reaffirm our commitment to collaborative action, systemic foresight, responsible innovation, and risk-informed national development.
