Context and Purpose<\/strong><\/h4>\n

Today\u2019s global risk-financing architecture was not built for compounding climate, infrastructure, and macro-financial shocks. Programs and instruments are often:<\/p>\n

    \n
  • Fragmented across uncoordinated facilities and pilots<\/li>\n
  • Slow and discretionary, dependent on negotiations and political calls<\/li>\n
  • Misaligned with evidence, poorly tied to real risk signals and service standards<\/li>\n<\/ul>\n

    The Global Risks Alliance (GRA)<\/strong> is being established as the Nexus Ecosystem\u2019s global risk-finance and execution architecture<\/strong>. Its purpose is to build and steward the capital rail<\/strong> for modern risk governance\u2014programs, term sheets, contracts, and servicing models that can be priced, bound, and settled on clear rules and clocks<\/strong> by governments, markets, and critical-infrastructure operators. The Founding Council<\/strong> is the primary strategic and market leadership community<\/strong> of GRA. It defines the ambition, structures, and partnerships that will anchor a new era of disaster risk finance and resilience capital<\/strong>. The Board<\/strong> will be drawn from, and accountable to, this Council. As a Founding Council Member<\/strong>, you will help set the institutional, market, and fiduciary foundation<\/strong> for GRA.<\/p>\n

    Role Purpose<\/strong><\/h4>\n
      \n
    • Shape GRA\u2019s mission, program architecture, and capital-market strategy<\/strong><\/li>\n
    • Define and uphold standards of financial integrity, transparency, and execution discipline<\/strong><\/li>\n
    • Anchor a global coalition<\/strong> of sovereigns, DFIs\/MDBs, insurers, asset owners, banks, and utilities committed to Nexus-aligned risk and resilience finance<\/li>\n
    • Guide what GRA focuses on and how it works<\/strong><\/li>\n
    • Help design shelves, products, and servicing norms<\/strong> that will outlast them<\/li>\n
    • Act as connectors<\/strong> between GRA and leading treasuries, regulators, financial institutions, and operators<\/li>\n
    • Council Members in good standing may later be nominated or elected to the GRA Board<\/strong>.<\/li>\n<\/ul>\n

      Key Responsibilities<\/strong><\/h4>\n

      As a Founding Council Member of GRA, you will focus on:<\/p>\n

        \n
      • Mission and roadmap:<\/strong> Co-shaping GRA\u2019s mission and initial 3\u20135 year roadmap for sovereign, sub-sovereign, and sectoral risk-finance programs.<\/li>\n
      • Program and shelf design:<\/strong> Reviewing and advising on the structure of core facilities (e.g., contingent credit, parametric programs, resilience bonds) so they are bankable, scalable, and consistent with public-finance constraints.<\/li>\n
      • Rules and clocks:<\/strong> Helping define clear, practical rules for pricing, triggers, payout timelines, servicing standards, and priority-of-payments that counterparties can reliably operate under.<\/li>\n
      • Regulatory and legal fit:<\/strong> Stress-testing programs against debt-management, budget, regulatory, and fiduciary realities in different jurisdictions.<\/li>\n
      • Alignment with Nexus stack:<\/strong> Ensuring GRA programs are visibly anchored to GCRI evidence<\/strong>, GRF standards<\/strong>, and NSF protocol and conformance<\/strong>.<\/li>\n
      • Market and partner access:<\/strong> Opening doors to key ministries, DFIs\/MDBs, insurers, asset owners, banks, and utilities that should sit on or around GRA programs.<\/li>\n
      • Issue and investor perspective:<\/strong> Bringing issuer, investor, and supervisor perspectives into design discussions so facilities can actually place risk and attract capital.<\/li>\n
      • Participation and stewardship:<\/strong> Joining as a paid Founding Council Member<\/strong>, attending Council sessions\/working groups, and actively helping to recruit and onboard high-caliber peers and institutions into the GRA Council.<\/li>\n<\/ul>\n

        Candidate Profile<\/strong><\/h4>\n

        We are seeking frontier leaders in risk finance, capital markets, and public finance<\/strong>, typically with 15+ years<\/strong> in one or more of:<\/p>\n

          \n
        • Sovereign and sub-sovereign finance<\/strong> \u2013 ministers or deputies, treasury\/DMO leadership, senior sovereign risk or fiscal strategy roles.<\/li>\n
        • Capital markets and structured finance<\/strong> \u2013 senior roles in investment banking, asset management, structured products, or capital-markets divisions.<\/li>\n
        • Insurance, reinsurance, and risk transfer<\/strong> \u2013 leadership roles in (re)insurers, brokers, specialty and catastrophe lines, or ILS platforms.<\/li>\n
        • Development and climate finance<\/strong> \u2013 senior roles in DFIs\/MDBs, climate funds, or philanthropic vehicles focused on resilience and disaster risk finance.<\/li>\n
        • Infrastructure and utility finance<\/strong> \u2013 leadership in financing and risk management for energy, water, transport, logistics, or digital infrastructure.<\/li>\n
        • You should have a demonstrable track record of building or transforming financial programs, platforms, or institutions<\/strong>, not only participating in them.<\/li>\n<\/ul>\n

          Capabilities and Mindset<\/strong><\/p>\n

          • Strategic and systems thinker<\/strong>, linking risk intelligence, capital markets, public finance, and real-economy outcomes.<\/li>\n
          • Architecture builder<\/strong>, motivated to design program governance, term sheets, and servicing frameworks others will rely on.<\/li>\n
          • Public-interest and fiduciary orientation<\/strong>, balancing risk-transfer and return with equity, sustainability, and long-term resilience.<\/li>\n
          • Cross-domain convener<\/strong>, able to move ministers, regulators, investors, and operators from diagnosis to executable programs.<\/li>\n
          • Long-term perspective<\/strong>, seeing GRA as a multi-year, system-level architecture build.<\/li>\n<\/ul>\n

            Eligibility, Membership, and Independence<\/strong><\/p>\n

              \n
            • Holds a full-time primary role<\/strong> and can commit sustained Council-level time.<\/li>\n
            • Commits to join as a paid Founding Council Member<\/strong> and to remain in good standing<\/strong> (dues, engagement, disclosures).<\/li>\n
            • Meets integrity, independence, and professional standards<\/strong> consistent with the GRA Charter & Bylaws.<\/li>\n
            • Willing to disclose relevant interests<\/strong> and abide by conflict-of-interest, conduct, and recusal policies.<\/li>\n
