Context and Purpose<\/h4>\n

A governance system becomes real only when it is hosted: when a credible institution commits infrastructure, people, controls, and continuity to run the work safely. Without strong host leadership, systems drift into informal operations, security gaps, unclear handling, and vendor-dependence\u2014undermining legitimacy and auditability.<\/p>\n

The Host Institution Lead is the steward of institutional hosting readiness and the primary interface between the council governance system and the designated host institution(s). The role ensures that hosting arrangements are credible, defensible, and continuously compliant: facilities, handling posture, operational controls, access governance, continuity plans, and institutional responsibilities are clear and verifiable. This is a governance role\u2014not execution<\/strong>. The Host Institution Lead does not underwrite, place, broker, custody, operate markets, steer procurement, select vendors, or imply endorsement. The role\u2019s purpose is to make the host environment safe and fit-for-purpose for governance, evidence stewardship, and program readiness.<\/p>\n

Key Responsibilities<\/h4>\n

  • Lead host onboarding and readiness assessment: institutional mandate alignment, governance compatibility, operating capabilities, staffing, facilities, and security posture.<\/li>\n
  • Establish clear hosting roles and responsibilities: what the host provides, what the council provides, and what must remain outside the host perimeter.<\/li>\n
  • Ensure the host can support the required cadence (meetings, controlled sessions, evidence workflows, publication posture) without operational fragility.<\/li>\n
  • Implement and maintain handling posture at the host: controlled rooms, access controls, least-privilege distribution, secure collaboration tooling, and disciplined recording\/posting rules.<\/li>\n
  • Ensure host personnel and systems meet confidentiality, handling, and training requirements.<\/li>\n
  • Coordinate \u201csafe publication\u201d posture: what can be released, what must be redacted, what must be withheld.<\/li>\n
  • Ensure host operations support traceability: clear logs for access, distribution, and controlled sessions; consistent retention and archival practices aligned to governance requirements.<\/li>\n
  • Coordinate with Records\/Register functions to ensure artifacts are captured, stored, versioned, and retrievable.<\/li>\n
  • Maintain audit readiness: evidence of controls, training, incident logs, and corrective actions.<\/li>\n
  • Ensure baseline operational resilience: continuity plans, incident response readiness, backup staffing, and minimal dependency risk.<\/li>\n
  • Identify and mitigate single points of failure (people, vendors, facilities, connectivity, tooling).<\/li>\n
  • Coordinate with Security\/Handling and Secretariat functions for drills and operational readiness checks.<\/li>\n
  • Ensure host arrangements do not create vendor lock-in, procurement steering, or implied endorsements.<\/li>\n
  • Ensure the host\u2019s procurement and vendor relationships do not compromise neutrality, competition hygiene, or council credibility.<\/li>\n
  • Keep governance requirements vendor-neutral: specify controls and outcomes, not products.<\/li>\n
  • Serve as trusted liaison between the host institution, councils, and key stakeholders.<\/li>\n
  • Build a durable hosting model: training, succession planning, local capacity, and institutional memory.<\/li>\n
  • Support expansion from one host to a network of hosts where required, without fragmenting standards or controls.<\/li>\n<\/ul>\n

    Compensation, Remuneration, and Expenses<\/h4>\n

    • Governance authority is not paid.<\/strong> Compensation is never linked to votes, approvals, recognition decisions, enforcement actions, or outcomes. No success fees and no pay-to-influence dynamics.<\/li>\n
    • Operational workload may be compensated (where permitted).<\/strong> Because host readiness can involve substantial build-year operational workload (onboarding, control implementation, audit readiness, continuity checks), compensation may be provided only for defined operational services\u2014scoped, deliverable-based, independently approved, and auditable.<\/li>\n
    • Expenses may be reimbursed.<\/strong> Reasonable, documented, pre-approved out-of-pocket expenses required for the role may be reimbursed in accordance with policy and handling requirements.<\/li>\n
    • Standing and independence apply.<\/strong> Continued service depends on good standing, disclosure compliance, and independence consistent with integrity requirements.<\/li>\n<\/ul>\n
