Context and Purpose<\/h4>\n

Compounding climate, systemic, technological, and socio-economic risks are outpacing the institutions and tools designed to govern them. The failure is not the absence of initiatives\u2014it is the absence of a shared, trusted governance language for what is verified, what is comparable, what is safe to rely on, and what must be corrected<\/strong> across public authorities, science and research, industry and operators, finance, civil society\/media, and community and Indigenous leadership.<\/p>\n

The Global Risks Forum (GRF) is the standards, assurance, and public legitimacy pillar of the Nexus governance system. GRF stewards the system-wide governance language and public record for: recognition states, conformance levels, evidence quality levels, claim rules, dispute clocks, and due-process discipline\u2014so that decisions and artifacts across the ecosystem are audit-ready, correctionable, and safe for lawful reliance<\/strong> without collapsing governance into execution.<\/p>\n

The President \/ Chief Steward is GRF\u2019s apex convening and accountability role. The mandate is to chair a whole-of-society diplomatic forum; steward coherence and legitimacy across the councils; enforce due process, neutrality, and protected participation; uphold claims discipline; and ensure that GRF actions \u201ccount\u201d only when properly recorded, distributable, and correctionable. This is governance leadership\u2014not execution. It does not underwrite, place, broker, custody, operate markets, select vendors, steer procurement, provide regulated services, or imply endorsement of any executor, product, or country position.<\/p>\n

Key Responsibilities<\/h4>\n

  • Chair the GRF council system and its leadership rhythm: annual agenda, quarterly cycles, special sessions, and cross-council integration.<\/li>\n
  • Maintain disciplined whole-of-society convening across sovereign\/public authorities, research, operators, finance, civil society\/media, and community\/Indigenous governance\u2014without dominance by any bloc.<\/li>\n
  • Resolve systemic conflicts and deadlocks where legitimacy, safety, neutrality, interoperability, and timeliness collide.<\/li>\n
  • Steward the GRF assurance language and recognition system: profiles, conformance levels, evidence quality levels, claim rules, and recognition states that remain coherent, comparable, and usable across regions and sectors.<\/li>\n
  • Ensure validity-by-record for GRF actions: authority chain, quorum\/votes, recusals, rationale, decisions, and distribution\/publishing completion.<\/li>\n
  • Require correction and supersession traceability for standards and recognition outcomes; prohibit silent edits, quiet reversals, and undisclosed \u201cre-badging.\u201d<\/li>\n
  • Uphold due process and procedural fairness: clear notice, opportunity to respond, reasoned decisions, time-bound dispute clocks, and appeal routing for recognition and claims disputes.<\/li>\n
  • Sponsor the enforcement ladder for misrepresentation, badge misuse, conflicts breaches, and integrity failures\u2014consistent, documented, and non-arbitrary.<\/li>\n
  • Ensure protected participation is credible: safe channels, anti-retaliation posture, and remedy pathways that can actually change outcomes.<\/li>\n
  • Enforce strict non-execution and neutrality boundaries: no pay-to-recognize dynamics, no procurement steering, no vendor preference, no political alignment tests, and no implied regulatory approvals.<\/li>\n
  • Maintain competition-safe convening and anti-capture controls: influence caps, concentration limits, disclosure requirements, and recusal discipline.<\/li>\n
  • Ensure communications integrity: recognition and conformance are scoped and bounded, and never marketed as endorsement, underwriting, investment advice, procurement approval, or regulatory clearance.<\/li>\n
  • Maintain handling and publication discipline: controlled sessions where needed, least-privilege distribution, and public-safe disclosure posture consistent with safety, sovereignty, and legitimacy.<\/li>\n
  • Sponsor quarterly learning and improvement cycles: what failed, what was corrected, what disputes revealed, and what standards\/processes must evolve.<\/li>\n
  • Treat membership growth and seat completion as core leadership outcomes: expand legitimate representation, improve global coverage, and strengthen participation quality while preserving independence.<\/li>\n<\/ul>\n

    Compensation, Remuneration, and Expenses<\/h4>\n

    This role is designed to be trust-maximizing and capture-resistant.<\/p>\n

    • Governance authority is not paid.<\/strong> Compensation is never linked to votes, recognition outcomes, enforcement actions, dispute results, standards outcomes, market outcomes, or influence. No success fees. No pay-to-recognize.<\/li>\n
    • Operational workload may be compensated (where permitted).<\/strong> If build-year operational leadership is required (cycle operations, dispute administration oversight, publication discipline, convening delivery), compensation may be provided only for clearly defined operational services\u2014scoped, time-bounded, deliverable-based, independently approved, and auditable, with conflict safeguards.<\/li>\n
    • Expenses may be reimbursed.<\/strong> Reasonable, documented, pre-approved out-of-pocket expenses required for the role (e.g., essential convening travel) may be reimbursed in accordance with policy and handling requirements.<\/li>\n
    • Standing and independence apply.<\/strong> Continued service depends on remaining in good standing, meeting disclosure obligations, and maintaining independence consistent with GRF integrity requirements.<\/li>\n<\/ul>\n
