Context and Purpose<\/h4>\n

Whole-of-society standards and recognition only works if independence is real. Without disciplined conflict management, governance becomes vulnerable to capture: pay-to-influence dynamics, vendor steering, bloc dominance, and \u201crecognition laundering\u201d where credibility is traded for money, politics, or access. In high-scrutiny institutions, the most damaging failures are not technical\u2014they are ethical: undisclosed interests, inconsistent recusal practice, and opaque influence.<\/p>\n

The Global Risks Forum (GRF) stewards standards, assurance rules, and recognition states that others may rely upon. That makes COI and ethics controls non-negotiable: clear disclosures, predictable recusals, concentration caps, and enforceable consequences for misrepresentation or ethical breach.<\/p>\n

The COI & Ethics Officer is accountable for GRF\u2019s independence posture: managing disclosures, determining recusal requirements, operating conflict reviews for sensitive dockets, enforcing ethics expectations, and preventing capture or undue influence. This is governance\u2014not execution. The role does not provide legal advice to parties or adjudicate external disputes; it ensures GRF\u2019s internal integrity controls are credible, documented, and consistently applied.<\/p>\n

Key Responsibilities<\/h4>\n
    \n
  • Operate GRF disclosure system: intake, periodic refresh, completeness checks, and role-appropriate depth (including financial, professional, advisory, and affiliation interests).<\/li>\n
  • Define and enforce recusal requirements: docket-specific conflict assessment, documented recusal decisions, and participation controls.<\/li>\n
  • Maintain clear standards for independence and acceptable overlap: what is permitted, what requires mitigation, and what is disqualifying for specific roles.<\/li>\n
  • Prevent capture and undue influence: enforce concentration and influence caps, limit sponsor\/funder dominance, and prohibit \u201cbadge-for-money\u201d or pay-to-recognize dynamics.<\/li>\n
  • Ensure competition-safe convening posture: prevent collusion risk, improper coordination, and closed-door influence pathways.<\/li>\n
  • Coordinate with membership, chairs, and secretariat functions to ensure seating and leadership assignments respect independence constraints.<\/li>\n
  • Run ethics reviews for high-sensitivity dockets: misrepresentation allegations, badge misuse, disputed recognition claims, and contested standards changes.<\/li>\n
  • Ensure ethics and COI outcomes are record-valid: rationale, applied rules, mitigation measures, and any restrictions or conditions are documented.<\/li>\n
  • Coordinate with enforcement ladders and due-process mechanisms to ensure fairness, notice, and opportunity to respond.<\/li>\n
  • Maintain ethics training and onboarding requirements: clear behavior expectations, gift\/hospitality rules (as applicable), communications integrity, and anti-retaliation posture for ethical reporting.<\/li>\n
  • Maintain protected channels for ethics concerns in coordination with safeguards\/remedy functions; ensure non-retaliation posture is credible.<\/li>\n
  • Produce periodic integrity posture reporting (public-safe + restricted): disclosure completion, recusal rates, conflict hotspots, and systemic improvements.<\/li>\n<\/ul>\n

    Compensation, Remuneration, and Expenses<\/h4>\n

    This role is designed to be trust-maximizing and capture-resistant.<\/p>\n

      \n
    • Governance authority is not paid.<\/strong> Compensation is never linked to votes, recognition outcomes, enforcement actions, dispute results, standards outcomes, market outcomes, or influence. No success fees. No pay-to-recognize.<\/li>\n
    • Operational workload may be compensated (where permitted).<\/strong> Ethics\/COI administration can involve operational work (disclosure reviews, training, recusal tracking). Where compensation is provided, it must be scoped, time-bounded, deliverable-based, independently approved, and auditable\u2014and never linked to recognition outcomes or enforcement decisions.<\/li>\n
    • Expenses may be reimbursed.<\/strong> Reasonable, documented, pre-approved out-of-pocket expenses required for the role may be reimbursed in accordance with policy.<\/li>\n
    • Standing and independence apply.<\/strong> Continued service depends on remaining in good standing, meeting disclosure obligations, and maintaining strict neutrality and confidentiality.<\/li>\n<\/ul>\n

        • Competition\/antitrust hygiene and influence-control frameworks in multi-party convenings.<\/li>\n
        • Conduct risk, governance risk, or institutional integrity program leadership.<\/li>\n<\/ul>\n
