The most common failure mode of standards institutions is \u201cpaper standards\u201d that cannot be implemented consistently, cannot be tested, and drift into incompatible local variants. The result is fragmentation, reliance risk, and degraded legitimacy.<\/p>\n<p data-start=\"1132\" data-end=\"1430\">The Global Risks Forum (GRF) stewards standards, assurance rules, and recognition states. For those to matter in real deployments, they must be aligned to protocol and conformance logic: clear profiles, testable requirements, stable identifiers, compatibility rules, and predictable change control.<\/p>\n<p data-start=\"1432\" data-end=\"1946\">The Protocol Authority & Interoperability Steward ensures GRF\u2019s standards and recognition language remain interoperable and implementable: profiles map cleanly to conformance tests; changes follow disciplined compatibility rules; and recognition claims are grounded in verifiable conformance. The role maintains the boundary: GRF sets the \u201cwhat\u201d (standards\/claims); protocol authority enforces the \u201chow\u201d (conformance mechanics). This role ensures alignment without collapsing separation or becoming an implementer.<\/p>\n<p data-start=\"1948\" data-end=\"2087\">This is governance\u2014not execution.
