Context and Purpose<\/h4>\n

Whole-of-society cooperation depends on a shared language of trust: what has been tested, what is comparable, what can be claimed, what is safe to rely on, and what must be corrected. Without disciplined standards and recognition, the ecosystem collapses into inconsistent badges, performative certification, and disputes that cannot close.<\/p>\n

The Global Risks Forum (GRF) stewards the standards-and-recognition pillar of the Nexus governance system. GRF maintains the assurance language\u2014recognition states, conformance levels, evidence quality levels, claim rules, dispute clocks, and correction\/supersession discipline\u2014so outputs across constituencies and regions are auditable, correctionable, and safe for lawful reliance.<\/p>\n

The Standards & Recognition Committee Chair leads the committee responsible for maintaining and evolving this assurance language: deciding what recognition states mean, what conformance and evidence levels require, what claims are permitted, and how corrections and disputes are handled\u2014while enforcing neutrality and strict non-execution boundaries.<\/p>\n

This is governance\u2014not execution. The role does not accredit vendors for procurement, approve products, provide regulated services, or imply endorsement.<\/p>\n

Key Responsibilities<\/h4>\n

  • Chair the committee cadence: agenda discipline, quarterly recognition cycle deliverables, working group routing, and closure quality.<\/li>\n
  • Maintain the integrity of the assurance language: recognition states, conformance levels, evidence quality levels, claim rules, and their consistent meaning across regions and sectors.<\/li>\n
  • Ensure recognition is evidence-grounded and record-valid: decisions must trace to documented requirements, proper process, and official records.<\/li>\n
  • Approve and maintain standards profiles and recognition criteria: what must be true, what evidence is required, how quality is measured, and how exceptions are handled.<\/li>\n
  • Maintain claims discipline: define allowable claims by level\/state; mandate disclaimers; prohibit implied endorsement, regulatory clearance language, or performance guarantees.<\/li>\n
  • Maintain correction and supersession rules: versioning discipline, change logs, effective dates, and deprecation schedules; prohibit silent edits and quiet re-badging.<\/li>\n
  • Oversee alignment with dispute and remedy pathways: ensure disputes about standards meaning, recognition outcomes, or claims misuse can be resolved through time-bound, fair processes.<\/li>\n
  • Coordinate with Integration, Protocol\/Interoperability, and Records\/Register functions to ensure standards are coherent, implementable, and correctly recorded\/published.<\/li>\n
  • Ensure handling and publication posture is safe: public-safe summaries, restricted annexes where needed, and disciplined controlled sessions for sensitive matters.<\/li>\n
  • Enforce neutrality and anti-capture controls: prevent pay-to-recognize dynamics, sponsor influence, bloc dominance, and preferential access; ensure recusal and COI discipline is applied.<\/li>\n
  • Support membership growth and seat completion by strengthening clarity and usability: standards that participants can actually adopt and defend.<\/li>\n
  • Sponsor quarterly learning cycles: adoption friction, disputes, corrections, and improvements to profiles and recognition criteria.<\/li>\n<\/ul>\n

    Compensation, Remuneration, and Expenses<\/h4>\n
      \n
    • Governance authority is not paid.<\/strong> Compensation is never linked to recognition outcomes, enforcement actions, dispute results, standards outcomes, market outcomes, or influence.<\/li>\n
    • Operational workload may be compensated (where permitted).<\/strong> If build-year operational work is required (profile drafting operations, cycle delivery, guidance production), any compensation must be scoped, deliverable-based, independently approved, auditable, and never linked to recognition outcomes or dispute outcomes.<\/li>\n
    • Expenses may be reimbursed<\/strong> where documented, pre-approved, and policy-compliant.<\/li>\n
    • Continued service depends on remaining in good standing and meeting disclosure and integrity obligations.<\/li>\n<\/ul>\n

        • Governance chairing of high-scrutiny committees with contested outcomes.<\/li>\n
        • Risk, resilience, integrity, and trust infrastructure programs requiring neutrality and public legitimacy.<\/li>\n
        • Cross-domain leadership where science, operations, finance constraints, and civil accountability must cohere.<\/li>\n<\/ul>\n

          Capabilities and Mindset<\/h4>\n

          • Claims discipline: precise about scope, limitations, and disclaimers.<\/li>\n
          • Neutral convenor: resists capture, avoids preferential access, enforces recusal discipline.<\/li>\n
          • Correction-positive: updates meaning transparently when errors or ambiguity are identified.<\/li>\n
          • Strong writing: produces profiles and recognition criteria that are clear, measurable, and adoptable.<\/li>\n
          • Long-term steward: treats standards as living instruments with disciplined evolution, not one-off publications.<\/li>\n<\/ul>\n

            Eligibility, Membership, and Independence<\/h4>\n

            • Holds a primary role outside the committee chair seat and can sustain the expected cadence and surge periods.<\/li>\n
            • Willing to fully disclose relevant interests and comply with conflict-of-interest and recusal requirements.<\/li>\n
            • Not placed in a situation where service creates unmanageable conflicts or compromises neutrality.<\/li>\n
