Context and Purpose<\/h3>\n

National de-risking fails at scale when capital cannot move with confidence: disclosures are inconsistent, evidence is not audit-ready, claims are unclear, and products are not comparable across jurisdictions. This produces friction, higher pricing, longer diligence cycles, and a trust gap between governments, markets, operators, and communities.<\/p>\n

The Global Risks Forum (GRF) is the standards, recognition, and public-legitimacy pillar of the Nexus governance system. GRF\u2019s Capital Platform is the frontier stage that makes risk and readiness finance-usable without becoming financial execution<\/strong>: it convenes the capital ecosystem to align on disclosure standards, claims discipline, comparability, and \u201ccapital-readiness\u201d templates that compress diligence\u2014while preserving strict neutrality and a strict non-execution boundary.<\/p>\n

The Capital Platform Lead \/ Host is accountable for end-to-end programming and growth of the Capital Platform: setting vision, curating and hosting convenings, building institutional partnerships, producing open capital-readiness assets, and expanding participation\u2014while preserving strict non-execution boundaries (no underwriting, no placement, no solicitation, no deal facilitation, no custody, no investment advice, no implied endorsements).<\/p>\n

Key Responsibilities<\/h3>\n

  • Set the platform\u2019s multi-year vision and annual program as a frontier global stage for capital-readiness in national de-risking\u2014built on standards, comparability, and integrity.<\/li>\n
  • Define signature programming (flagship forum + quarterly capital-readiness clinics) aligned to GRF standards and recognition cycles.<\/li>\n
  • Establish platform norms: strict non-execution boundaries, claims discipline, handling posture, and safe publication rules.<\/li>\n
  • Curate and host capital forums, disclosure roundtables, comparability workshops, insurer\/reinsurer dialogues, investor briefings, and rating\/assurance sessions\u2014neutral and whole-of-society.<\/li>\n
  • Convene stakeholders across banks, insurers\/reinsurers, asset managers, pension funds, DFIs, philanthropies, exchanges, risk modelers, auditors, and public authorities\u2014without bloc dominance.<\/li>\n
  • Ensure convenings produce decision-ready outputs: templates, guidance, bounded recommendations, and public-safe summaries.<\/li>\n
  • Produce an \u201copen capital-readiness stack\u201d that supports national de-risking, such as:<\/li>\n
  • disclosure and claims templates aligned to GRF recognition states and evidence quality levels\n

    • comparability and reporting guidance (what must be disclosed, how uncertainty is represented)<\/li>\n
    • standard term-sheet libraries and facility design patterns (governance-only; non-solicitation)<\/li>\n
    • guidance for diligence compression and audit readiness (without product endorsement)<\/li>\n
    • correction and supersession guidance for disclosures and public claims<\/li>\n<\/ul>\n<\/li>\n
    • Ensure outputs are versioned, traceable, and correctionable; prohibit silent edits and \u201cmarketing drift.\u201d<\/li>\n
    • Build and manage an institutional partnership pipeline across finance institutions, industry associations, accounting\/audit bodies, exchanges, and standards groups\u2014governance-only and non-exclusive.<\/li>\n
    • Recruit and steward contributor pools: disclosure experts, risk officers, actuaries, structurers, and legal\/assurance reviewers\u2014balanced and conflict-checked.<\/li>\n
    • Coordinate cross-platform work with Policy, Research, and Diplomacy platforms where capital-readiness intersects with sovereignty, legitimacy, and evidence.<\/li>\n
    • Enforce clear prohibitions: no underwriting, no broking\/placement, no capital raising, no investor solicitation, no suitability advice, no deal facilitation, no privileged pipeline.<\/li>\n
    • Maintain procurement and issuer neutrality: the platform must not become a channel to favor any institution, product, jurisdiction, or sponsor.<\/li>\n
    • Maintain COI\/recusal discipline for finance participants (especially where commercial interests exist); enforce concentration and influence caps.<\/li>\n
    • Maintain handling discipline: public-safe publication posture, controlled sessions for sensitive market-moving or jurisdiction-specific discussions.<\/li>\n
    • Provide structured inputs into GRF instruments: improvements to disclosure\/claims rules, clarifications needed for comparability, and learnings from disputes or misuse.<\/li>\n
    • Coordinate with Standards & Recognition, Legal & Instruments, Communications Integrity, and Records\/Register to ensure outputs are claims-safe and record-valid.<\/li>\n
    • Sponsor quarterly learning loops: what disclosures failed, what misrepresentation patterns emerged, and what standards must evolve.<\/li>\n<\/ul>\n

      Compensation, Remuneration, and Expenses<\/h3>\n

      • Governance authority is not paid.<\/strong> No compensation is linked to recognition outcomes, enforcement actions, dispute results, funding outcomes, deal flow, or influence. No success fees.<\/li>\n
      • Operational workload may be compensated (where permitted).<\/strong> Platform programming and production may be compensated only as time-bounded, deliverable-based operational services, independently approved, auditable, and never tied to capital outcomes or recognition outcomes.<\/li>\n
