Global Cyber and digital systems Risk and Resilience Report 2026: Baseline Edition, The State of the World’s Cyber and Digital Systems.
The first annual edition of the cyber and digital systems report. It fixes the 2026 reference state of the world’s cyber and digital systems, and the model, voice and positions, against which the 2027 edition will be read.

01 · Status
Status and boundaries.
This edition governs nothing and confers no certification. It records where the global evidence stood at the 2026 baseline. Every value resolves to its source or to its stated method; where neither exists, the edition says so instead of filling the gap.

04 · GCRI reading
How GCRI reads this edition.
The evidence supports reading the digital layer as the coupling layer of the WEFH+B system. Connection is spreading, crime follows it, and concentration is the structural risk. Evidence is strongest for connectivity and for US and EU incident data, and weakest for utility incidents and for losses outside the United States.

Reports is the Consortium’s quarterly publication, written by six desks. This page sits with the GCRI Systems Evidence desk. Sent to the wrong desk, it is forwarded, not refused.
