In a financial services context, these failures become not only ethical failures but also <strong data-start=\"1010\" data-end=\"1083\">conduct risk, reputational risk, litigation risk, and program failure<\/strong>\u2014blocking adoption and undermining long-term capital formation.<\/p>\n<p data-start=\"1148\" data-end=\"1561\">The GRA Community & Indigenous Council Chair (CIC Chair) is the equity, legitimacy, and safeguards anchor for GRA\u2019s finance-facing governance. The role ensures that standards, diligence artifacts, monitoring packs, and disclosure posture embed do-no-harm requirements, protected participation, and credible grievance\/remedy pathways\u2014so finance usability does not come at the cost of rights, safety, or legitimacy.<\/p>\n<p data-start=\"1563\" data-end=\"1751\">This is governance\u2014not execution.
