The failure is not the absence of initiatives\u2014it is the absence of a shared, trusted governance language for <strong data-start=\"888\" data-end=\"981\">what is verified, what is comparable, what is safe to rely on, and what must be corrected<\/strong> across public authorities, science and research, industry and operators, finance, civil society\/media, and community and Indigenous leadership.<\/p>\n<p data-start=\"1127\" data-end=\"1603\">The Global Risks Forum (GRF) is the standards, assurance, and public legitimacy pillar of the Nexus governance system. GRF stewards the system-wide governance language and public record for: recognition states, conformance levels, evidence quality levels, claim rules, dispute clocks, and due-process discipline\u2014so that decisions and artifacts across the ecosystem are <strong data-start=\"1496\" data-end=\"1557\">audit-ready, correctionable, and safe for lawful reliance<\/strong> without collapsing governance into execution.<\/p>\n<p data-start=\"1605\" data-end=\"2227\">The President \/ Chief Steward is GRF\u2019s apex convening and accountability role. The mandate is to chair a whole-of-society diplomatic forum; steward coherence and legitimacy across the councils; enforce due process, neutrality, and protected participation; uphold claims discipline; and ensure that GRF actions \u201ccount\u201d only when properly recorded, distributable, and correctionable. This is governance leadership\u2014not execution.
