Without measurement, governance becomes performative. Without learning loops, errors repeat and legitimacy decays.<\/p>\n<p data-start=\"1048\" data-end=\"1513\">The Global Risks Forum (GRF) stewards the standards-and-recognition pillar of the Nexus governance system: recognition states, conformance levels, evidence quality levels, claim rules, dispute clocks, and due-process discipline. GRF must be able to measure its own governance performance\u2014cycle time, procedural integrity, correction quality, participation legitimacy, and enforcement consistency\u2014without turning measurement into surveillance or compromising safety.<\/p>\n<p data-start=\"1515\" data-end=\"1852\">The MEL Lead is accountable for GRF\u2019s performance and learning system: defining metrics, producing quarterly reporting packs (public-safe + restricted), running retrospectives, and converting lessons into instrument changes, process improvements, and training\u2014so GRF improves over time and can demonstrate trustworthiness under scrutiny.<\/p>\n<p data-start=\"1854\" data-end=\"2062\">This is governance\u2014not execution. The role does not evaluate countries, grade governments, or run program performance audits for external parties. It measures GRF\u2019s governance system performance and learning.<\/p>\n<h4 data-start=\"2064\" data-end=\"2091\">Key Responsibilities<\/h4>\n<ul>\n<li data-start=\"2094\" data-end=\"2309\">Define and maintain GRF\u2019s governance KPI framework: cycle time, closure quality, dispute SLA performance, correction timeliness, enforcement consistency, participation health, and concentration\/capture indicators.<\/li>\n<li data-start=\"2312\" data-end=\"2463\">Produce quarterly MEL packs: public-safe report plus restricted operational annex (where required), with trend tracking and clear corrective actions.<\/li>\n<li data-start=\"2466\" data-end=\"2580\">Maintain measurement integrity: clear definitions, consistent collection, and avoidance of misleading precision.<\/li>\n<li data-start=\"2584\" data-end=\"2754\">Run quarterly learning loops: retrospectives after recognition cycles, dispute clusters, and major enforcement events; identify root causes and recurring failure modes.<\/li>\n<li data-start=\"2757\" data-end=\"2914\">Convert lessons into improvements: propose instrument revisions, SOP changes, training updates, and tooling improvements; track adoption and effectiveness.<\/li>\n<li data-start=\"2917\" data-end=\"3040\">Maintain a \u201ccorrections ledger\u201d for governance: what was corrected, why, what changed, and how the correction propagated.<\/li>\n<li data-start=\"3044\" data-end=\"3207\">Monitor representation legitimacy and participation health: seat completion, attendance, contribution quality, geographic\/constituency balance, and fatigue risk.<\/li>\n<li data-start=\"3210\" data-end=\"3346\">Monitor integrity risk indicators: sponsor concentration, COI hotspots, recusal rates, enforcement delays, and claims misuse patterns.<\/li>\n<li data-start=\"3349\" data-end=\"3495\">Support membership growth by identifying where the participation model is failing and proposing fixes that preserve neutrality and independence.<\/li>\n<li data-start=\"3499\" data-end=\"3669\">Coordinate with Secretariat, Records\/Register, COI\/Ethics, Safeguards, and Communications Integrity functions to ensure measurement is consistent, safe, and actionable.<\/li>\n<li data-start=\"3672\" data-end=\"3829\">Ensure safe publication posture for metrics: avoid exposing sensitive participants, creating perverse incentives, or revealing exploitable vulnerabilities.<\/li>\n<li data-start=\"3832\" data-end=\"4000\">Maintain \u201cstop-the-line\u201d escalation triggers when governance performance falls below minimum
