    Context and Purpose<\/strong><\/h4>\n

    Risk is now the operating constraint of growth. Climate volatility, infrastructure fragility, cyber and outage cascades, health shocks, supply-chain disruptions, misinformation, and state fragility are increasingly coupled. Yet decisions still fail for the same reason: the work cannot be relied upon fast enough. Evidence is fragmented, methods change silently, accountability is unclear, and corrections arrive late\u2014if they arrive at all. Capital, policy, and operations are ready to move, but they move only where risk is legible, governed, and defensible. GCRI exists to remove the capability bottleneck<\/strong> by building and maintaining the frontier public-good operating system for risk management.<\/p>\n

    The Chair of the Board \u2014 Council Chairs (Helix Councils)<\/strong> is for leaders who want to build the institutional backbone the next decade requires<\/strong>. This role sets the governance standard for the GCRI federation: it convenes high-trust leadership across society, integrates technical work into decision-grade outputs, runs disputes and corrections on a clock, and ensures GCRI\u2019s methods and releases remain trustworthy under pressure.<\/p>\n

    This is governance\u2014not execution.<\/strong> GCRI does not underwrite, lend, broker, custody, operate markets, procure, select vendors, endorse products, issue ratings, provide regulated advice, or make regulatory determinations. GCRI builds the public-good methods, evidence, and operating discipline<\/strong> that others may rely on within clear limits.<\/p>\n

    Council System and Chair Seats (Helix Councils)<\/strong><\/h4>\n

    GCRI is structured around five helix councils<\/strong> to ensure all-of-society legitimacy and technical credibility. Founding Chairs may be appointed at global, regional, or national<\/strong> levels depending on portfolio needs.<\/p>\n

    1. State & Public Authorities Council (SPC):<\/strong> sovereign constraints, lawful-basis posture, public accountability, disclosure\/handling limits<\/li>\n
    2. Industry & Operators Council (IOC):<\/strong> operational realism, critical systems readiness, implementation feasibility, reliability discipline<\/li>\n
    3. Academia & Research Council (ARC):<\/strong> reproducibility, methods quality, benchmarks, research-to-readiness conversion<\/li>\n
    4. Civil Society & Media Council (CMC):<\/strong> transparency, communications integrity, misinformation resilience, public trust<\/li>\n
    5. Communities & Indigenous Council (CIC):<\/strong> legitimacy, do-no-harm safeguards, local knowledge, protected participation and remedy<\/li>\n<\/ol>\n

      Chairs may establish standing committees<\/strong> under their council mandate (e.g., sector committees\u2014energy\/water\/health\/food\/finance; methods committees; data\/AI governance committees; publication and handling committees; incident committees; regional committees) to scale participation and output quality.<\/p>\n

      Mandate of the Council Chairs<\/strong><\/h4>\n

      The Chair is accountable for one outcome: GCRI produces decision-grade public-good outputs that others can rely on\u2014on time, under scrutiny, without capture. <\/strong>This role ensures GCRI operates as a federated competence-cell model<\/strong>: capability is deployed inside host institutions and national programs (not one-size-fits-all), with consistent governance, release discipline, and correctionability across the federation.<\/p>\n

      • Establish and chair the Council Chairs forum<\/strong> and the cross-council operating rhythm.<\/li>\n
      • Design a scalable committee architecture<\/strong> aligned to GCRI\u2019s platform stack (data\/infra, evidence packs, methods\/models\/AI governance, secure release, training\/credentialing, safeguards, publications).<\/li>\n
      • Recruit, seat, and retain high-integrity members; ensure seat completion<\/strong>, credible diversity of viewpoints, and balanced representation across regions and risk contexts.<\/li>\n
      • Enforce member-in-good-standing<\/strong> rules: fit-and-proper standing, disclosures, participation expectations, and influence caps.<\/li>\n
      • Run monthly virtual council chair sessions<\/strong> focused on method and profile review: priorities, accuracy, publishability, and correction readiness.<\/li>\n
      • Prepare for quarterly governance sessions<\/strong>: decisions ready, corrections logged, disputes pre-processed, distribution posture clear.<\/li>\n
      • Lead council-chair contributions into the annual General Assembly (Switzerland)<\/strong> where the federation finalizes major releases, recognition actions, and the next-year roadmap.<\/li>\n
      • Oversee the council system\u2019s role in reviewing and improving the national portfolio readiness outputs<\/strong> published each quarter as Nexus Reports<\/strong>.<\/li>\n
      • Ensure every output is decision-ready: scope, permitted claims, evidence basis, reliance limits, what must remain protected, and how correction works.<\/li>\n
      • Enforce no silent revisions<\/strong>: versioned updates, redistribution discipline, and closure records.<\/li>\n<\/ul>\n

          Compensation, Remuneration, and Expenses<\/strong><\/h4>\n

          This is a founding leadership position designed to maximize trust, independence, and credibility.<\/p>\n

          • Governance authority is not paid.<\/strong> The Chair is not compensated for votes, approvals, standards outcomes, recognition decisions, enforcement actions, sponsorship outcomes, or market outcomes. No success fees. No pay-to-approve.<\/strong><\/li>\n
          • Operational workload may be compensated (where permitted).<\/strong> If build-year operational work is required beyond chairing\u2014such as producing council playbooks, committee frameworks, training modules, release templates, or publication standards\u2014compensation may be provided only for clearly defined operational deliverables: scoped, time-bounded, independently approved, auditable, and subject to conflict safeguards.<\/li>\n
          • Expenses may be reimbursed.<\/strong> Reasonable, documented, pre-approved out-of-pocket expenses required for the role may be reimbursed per policy and handling requirements.<\/li>\n
