We, the undersigned institutions, experts, and stakeholders committed to systemic foresight, responsible innovation, and sustainable resilience governance, respectfully submit this appeal for the formal recognition and institutional support of the National Working Group for North Macedonia (NWG–North Macedonia) and the Nexus Ecosystem (NE), developed by the Global Centre for Risk and Innovation (GCRI).
North Macedonia today faces complex and interconnected systemic risks:
Climate-driven droughts, floods, and extreme weather events, seismic vulnerability, rural-urban development divides, energy transition challenges, biodiversity pressures, and emerging digital governance needs.
These systemic vulnerabilities align with the foresight challenges articulated in the Pact for the Future, necessitating sovereign, anticipatory, and innovation-centered resilience strategies.
While North Macedonia is advancing efforts in disaster preparedness, sustainability transitions, and digital modernization, critical opportunities remain to strengthen systemic foresight infrastructures, anticipatory governance systems, and sovereign digital public goods ecosystems.
The National Working Group for North Macedonia (NWG–North Macedonia) addresses these needs by:

Embedding systemic foresight, disaster risk governance, and anticipatory policy innovation into national, regional, and municipal resilience strategies;

Strengthening early warning systems, dynamic risk scenario simulations, and systemic foresight infrastructures aligned with the operational mandates of the Emergency Platform;

Mobilizing capacities from ministries, scientific institutions, rural and urban development agencies, innovation hubs, and diaspora communities;
-
Institutionalizing long-term sustainability and intergenerational foresight frameworks aligned with the Declaration on Future Generations.
NWG–North Macedonia’s operational foundation is the Nexus Ecosystem (NE) — a sovereign, cloud-agnostic, open digital public goods platform that:

Provides disaster risk modeling, anticipatory policy simulation environments, innovation ecosystem foresight dashboards, and resilience governance monitoring tools;

Embeds responsible digital governance frameworks, cybersecurity resilience standards, sovereign data protections, and AI ethics protocols aligned with the Global Digital Compact;

Supports the development of holistic resilience, sustainability, and well-being indicators aligned with the Beyond GDP Initiative, reinforcing North Macedonia’s leadership in systemic foresight and sustainable development.
Together, NWG–North Macedonia and the Nexus Ecosystem provide the country with sovereign, scalable, and future-ready infrastructures to operationalize systemic foresight, innovation ecosystems, and resilient governance leadership.
Accordingly, we respectfully request:

Formal Recognition of NWG–North Macedonia as a national and international platform advancing systemic disaster risk foresight, anticipatory governance innovation, sovereign digital resilience, and sustainable development leadership under the Pact for the Future;

Institutional and Financial Support, enabling NWG–North Macedonia’s full integration into multilateral resilience financing frameworks, anticipatory governance hubs, and sovereign digital public goods programs;

Recognition of the Nexus Ecosystem (NE) as a sovereign digital public good critical for North Macedonia’s disaster risk intelligence platforms, anticipatory policy simulation environments, innovation ecosystem mapping, and sustainable governance monitoring frameworks;

Framework Integration, ensuring systematic inclusion of NWG–North Macedonia and NE outputs into global disaster risk dashboards, anticipatory governance hubs, innovation ecosystems, and Pact for the Future foresight monitoring mechanisms.
The systemic resilience challenges facing North Macedonia and the broader Balkan region demand sovereign, anticipatory, and digitally resilient infrastructures.
NWG–North Macedonia and the Nexus Ecosystem offer a transformational, scalable, and future-ready pathway for systemic foresight, responsible innovation, and resilient governance leadership.
In full alignment with the Charter of the United Nations and the transformational goals articulated in the Pact for the Future, we submit this appeal and reaffirm our commitment to collaborative action, systemic foresight leadership, responsible innovation, and sustainable development for North Macedonia and global partners.
