National Working Groups (NWGs), established by the Global Centre for Risk and Innovation (GCRI) in over 120 countries, provide structured, inclusive platforms for advancing disaster risk reduction (DRR), innovation acceleration, and systemic resilience-building.

In Oman, the NWG strengthens national resilience by:

  • Localizing disaster risk foresight frameworks and operationalizing Oman’s green transition, water security, and sustainable development strategies aligned with the Pact for the Future;
  • Enabling early warning systems, anticipatory governance, and innovation-driven systemic resilience to address vulnerabilities linked to cyclones, extreme heat, coastal risks, biodiversity loss, and energy transition demands;
  • Uniting ministries, scientific institutions, private sector innovators, indigenous knowledge systems, civil society organizations, and diaspora communities into a national resilience and policy innovation ecosystem;
  • Serving as a nexus of policy, research, and innovation to foster systemic foresight, disaster risk governance, green growth, and sustainable innovation.

The Nexus Ecosystem (NE), developed by GCRI, underpins NWG operations by providing a sovereign-grade, open, and interoperable digital public goods infrastructure.
NE empowers Oman to deploy real-time disaster risk modeling platforms, anticipatory policy simulation environments, innovation ecosystem mapping tools, and resilience monitoring dashboards.

Together, NWG–Oman and NE form sovereign critical infrastructures for disaster risk governance, systemic foresight, responsible innovation, and sustainable development.

We call upon the Government of Oman, United Nations agencies, multilateral development banks, and global partners to formally recognize, support, and resource NWG–Oman and the Nexus Ecosystem as essential infrastructures for systemic resilience, innovation acceleration, and sustainable development.

Excellencies,

We, the undersigned institutions, experts, and stakeholders committed to systemic foresight, responsible innovation, and sustainable governance leadership, respectfully submit this appeal for the formal recognition and institutional support of the National Working Group for Oman (NWG–Oman) and the Nexus Ecosystem (NE), developed by the Global Centre for Risk and Innovation (GCRI).

Oman today faces systemic resilience challenges:
Climate change-driven extreme heat, water scarcity, and coastal risks, cyclone and flood hazards, biodiversity pressures, energy transition imperatives, and digital infrastructure and cybersecurity gaps.
These systemic risks align with the foresight challenges identified in the Pact for the Future, requiring sovereign, anticipatory, and innovation-centered resilience strategies.

While Oman leads in green economy initiatives, water security planning, and digital transformation in the Gulf region, further opportunities exist to strengthen systemic foresight infrastructures, anticipatory governance architectures, and sovereign digital public goods ecosystems.

The National Working Group for Oman (NWG–Oman) addresses these needs by:

  • Embedding systemic foresight, disaster risk governance, and anticipatory policy innovation into national, urban, and coastal development frameworks;

  • Strengthening early warning systems, dynamic risk scenario simulations, and systemic resilience governance aligned with the operational mandates of the Emergency Platform;

  • Mobilizing distributed expertise across ministries, scientific and innovation institutions, private sector leaders, indigenous knowledge systems, and diaspora communities;

  • Institutionalizing intergenerational sustainability and systemic resilience governance frameworks aligned with the Declaration on Future Generations.

NWG–Oman’s operational foundation is the Nexus Ecosystem (NE) — a sovereign, cloud-agnostic, open digital public goods platform that:

  • Provides disaster risk modeling, anticipatory policy simulation infrastructures, innovation ecosystem foresight dashboards, and sustainability governance monitoring tools;

  • Embeds responsible digital governance principles, cybersecurity resilience standards, sovereign data protections, and AI ethics frameworks aligned with the Global Digital Compact;

  • Supports the development of holistic resilience, sustainability, and inclusive development indicators aligned with the Beyond GDP Initiative, reinforcing Oman’s leadership in systemic foresight and sustainable development.

Together, NWG–Oman and the Nexus Ecosystem provide Oman with sovereign, scalable, and future-ready infrastructures to operationalize systemic foresight, sustainable innovation ecosystems, and resilient governance futures.

Accordingly, we respectfully request:

  1. Formal Recognition of NWG–Oman as a national and international platform advancing systemic disaster risk foresight, anticipatory governance innovation, sovereign digital resilience, and sustainable development leadership under the Pact for the Future;

  2. Institutional and Financial Support, enabling NWG–Oman’s full integration into multilateral resilience financing frameworks, anticipatory governance hubs, and sovereign digital public goods programs;

  3. Recognition of the Nexus Ecosystem (NE) as a sovereign digital public good critical for Oman’s disaster risk intelligence infrastructures, anticipatory policy simulation systems, innovation ecosystem foresight platforms, and sustainable governance dashboards;

  4. Framework Integration, ensuring systematic inclusion of NWG–Oman and NE outputs into global disaster risk dashboards, anticipatory governance hubs, innovation ecosystems, and Pact for the Future foresight monitoring frameworks.

The systemic resilience and sustainability challenges facing Oman and the broader Gulf region require sovereign, anticipatory, and digitally sovereign infrastructures.
NWG–Oman and the Nexus Ecosystem offer a transformational, scalable, and future-ready pathway for systemic foresight, sustainable innovation, and resilient governance leadership.

In full alignment with the Charter of the United Nations and the transformational ambitions articulated in the Pact for the Future, we submit this appeal and reaffirm our commitment to collaborative action, systemic foresight leadership, responsible digital innovation, and sustainable governance for Oman and global partners.
