National Working Groups (NWGs), established by the Global Centre for Risk and Innovation (GCRI) in over 120 countries, provide structured, inclusive platforms for advancing disaster risk reduction (DRR), innovation acceleration, and systemic resilience-building.

In the Philippines, the NWG strengthens national resilience by:

  • Localizing global disaster risk foresight frameworks and operationalizing national resilience and sustainability strategies aligned with the Pact for the Future;
  • Enabling early warning systems, anticipatory governance, and innovation-driven systemic resilience to address vulnerabilities linked to frequent typhoons, sea-level rise, flooding, earthquake and tsunami risks, food and water security vulnerabilities, and urban resilience challenges;
  • Uniting ministries, scientific institutions, indigenous knowledge systems, private sector innovators, civil society organizations, and diaspora communities into a national resilience and policy innovation ecosystem;
  • Serving as a nexus of policy, research, and innovation to strengthen disaster risk governance, systemic foresight, and sustainable development leadership.

The Nexus Ecosystem (NE), developed by GCRI, underpins NWG operations by providing a sovereign-grade, open, and interoperable digital public goods infrastructure.
NE empowers the Philippines to deploy disaster risk intelligence platforms, anticipatory policy simulation environments, innovation ecosystem foresight tools, and sustainability monitoring systems.

Together, NWG–Philippines and NE form sovereign critical infrastructures for disaster risk governance, systemic foresight, responsible innovation, and future generations protection.

We call upon the Government of the Philippines, United Nations agencies, multilateral institutions, and global partners to formally recognize, support, and resource NWG–Philippines and the Nexus Ecosystem as vital infrastructures for systemic resilience, innovation leadership, and sustainable futures.

Excellencies,

We, the undersigned institutions, experts, and stakeholders dedicated to systemic foresight, responsible innovation, and sustainable governance, respectfully submit this appeal for the formal recognition and institutional support of the National Working Group for the Philippines (NWG–Philippines) and the Nexus Ecosystem (NE), developed by the Global Centre for Risk and Innovation (GCRI).

The Philippines faces profound and interconnected systemic risks:
Climate-driven typhoons, flooding, and sea-level rise, earthquake and tsunami exposure, biodiversity degradation, food and water security vulnerabilities, urban-rural development disparities, and emerging digital governance needs.
These systemic risks directly align with the foresight priorities articulated in the Pact for the Future, requiring sovereign, anticipatory, and innovation-centered resilience strategies.

While the Philippines continues advancing global leadership in disaster preparedness, sustainable development, and climate diplomacy, critical opportunities remain to strengthen systemic foresight infrastructures, anticipatory governance capacities, and sovereign digital public goods ecosystems.

The National Working Group for the Philippines (NWG–Philippines) addresses these strategic needs by:

  • Embedding disaster foresight, systemic risk governance, and anticipatory innovation into national, regional, and community frameworks;

  • Strengthening early warning systems, dynamic scenario simulations, and anticipatory governance architectures aligned with the operational mandates of the Emergency Platform;

  • Mobilizing expertise from ministries, scientific research institutions, indigenous communities, private sector innovation hubs, and diaspora networks;

  • Institutionalizing future generations sustainability frameworks aligned with the Declaration on Future Generations.

NWG–Philippines’ operational foundation is the Nexus Ecosystem (NE) — a sovereign, open, cloud-agnostic digital public goods platform that:

  • Provides disaster risk modeling, anticipatory policy simulation infrastructures, innovation ecosystem foresight dashboards, and sustainability resilience monitoring systems;

  • Embeds responsible digital governance principles, cybersecurity resilience frameworks, sovereign data protections, and AI ethics standards aligned with the Global Digital Compact;

  • Supports the evolution of holistic resilience, well-being, and sustainability indicators aligned with the Beyond GDP Initiative, reinforcing the Philippines’ leadership in systemic sustainable development.

Together, NWG–Philippines and the Nexus Ecosystem provide the Philippines with sovereign, scalable, and future-ready infrastructures to operationalize systemic foresight, innovation ecosystems, and resilient governance leadership.

Accordingly, we respectfully request:

  1. Formal Recognition of NWG–Philippines as a national and international platform advancing systemic disaster risk foresight, anticipatory policy innovation, sovereign digital resilience, and sustainable development leadership under the Pact for the Future;

  2. Institutional and Financial Support, enabling NWG–Philippines’ full integration into multilateral resilience financing frameworks, anticipatory governance programs, and sovereign digital public goods initiatives;

  3. Recognition of the Nexus Ecosystem (NE) as a sovereign digital public good essential for the Philippines’ disaster risk intelligence platforms, anticipatory policy simulation systems, innovation resilience platforms, and sustainable governance monitoring;

  4. Framework Integration, ensuring systematic inclusion of NWG–Philippines and NE outputs into global disaster risk dashboards, anticipatory governance hubs, innovation ecosystems, and Pact for the Future foresight monitoring frameworks.

The systemic resilience challenges confronting the Philippines and Small Island and Archipelagic Developing States globally demand sovereign, anticipatory, and digitally sovereign infrastructures.
NWG–Philippines and the Nexus Ecosystem offer a transformational, scalable, and future-ready pathway for systemic foresight leadership, responsible innovation ecosystems, and resilient governance futures.

In full alignment with the Charter of the United Nations and the transformational objectives articulated in the Pact for the Future, we submit this appeal and reaffirm our commitment to collaborative action, systemic foresight, responsible innovation, and sustainable governance leadership for the Philippines.
