National Working Groups (NWGs), established by the Global Centre for Risk and Innovation (GCRI) in over 120 countries, provide structured, inclusive platforms for advancing disaster risk reduction (DRR), innovation acceleration, and systemic resilience-building.

In Qatar, the NWG strengthens national resilience by:

  • Localizing global disaster risk foresight frameworks and operationalizing Qatar’s sustainability and innovation priorities in alignment with the Pact for the Future;
  • Enabling early warning systems, anticipatory governance, and innovation-driven systemic resilience to address vulnerabilities linked to climate stress, water security, food system vulnerabilities, energy transition imperatives, and urban resilience challenges;
  • Uniting ministries, scientific institutions, private sector leaders, indigenous knowledge networks, innovation hubs, and diaspora communities into a national resilience and policy innovation ecosystem;
  • Serving as a nexus of policy, research, and innovation to strengthen disaster risk governance, sustainable development, and systemic foresight.

The Nexus Ecosystem (NE), developed by GCRI, underpins NWG operations by providing a sovereign-grade, open, and interoperable digital public goods infrastructure.
NE empowers Qatar to deploy disaster risk modeling platforms, anticipatory policy simulation environments, innovation ecosystem foresight tools, and sustainability governance architectures.

Together, NWG–Qatar and NE form sovereign critical infrastructures for disaster risk governance, digital sovereignty, sustainable innovation, and future generations protection.

We call upon the Government of Qatar, United Nations agencies, multilateral institutions, and global partners to formally recognize, support, and resource NWG–Qatar and the Nexus Ecosystem as strategic infrastructures for systemic resilience, innovation, and sustainable futures.

Excellencies,

We, the undersigned institutions, experts, and stakeholders committed to systemic foresight, responsible innovation, and sustainable governance leadership, respectfully submit this appeal for the formal recognition and institutional support of the National Working Group for Qatar (NWG–Qatar) and the Nexus Ecosystem (NE), developed by the Global Centre for Risk and Innovation (GCRI).

Qatar today faces interconnected systemic risks and strategic opportunities:
Climate-induced extreme heat and water scarcity, energy transition challenges, food security vulnerabilities, biodiversity pressures, urban resilience demands, and digital sovereignty imperatives.
These realities are directly aligned with the foresight imperatives outlined in the Pact for the Future, requiring sovereign, anticipatory, and innovation-centered resilience strategies.

While Qatar leads in sustainable development initiatives such as the Qatar National Vision 2030 and is investing heavily in green transition and digital economy infrastructures, further opportunities exist to embed disaster foresight systems, anticipatory governance frameworks, and sovereign digital public goods ecosystems at scale.

The National Working Group for Qatar (NWG–Qatar) addresses these systemic needs by:

  • Embedding systemic foresight, disaster risk governance, and anticipatory policy innovation across national, urban, and economic resilience frameworks;

  • Strengthening early warning systems, scenario simulation environments, and anticipatory governance aligned with the operational mandates of the Emergency Platform;

  • Mobilizing distributed capacities from ministries, scientific institutions, private sector innovators, indigenous knowledge holders, and diaspora communities;

  • Institutionalizing sustainability foresight frameworks for future generations protection aligned with the Declaration on Future Generations.

NWG–Qatar’s operational foundation is the Nexus Ecosystem (NE) — a sovereign, open, cloud-agnostic digital public goods platform that:

  • Provides disaster risk intelligence, anticipatory policy simulation tools, innovation ecosystem foresight mapping, and sustainability governance monitoring systems;

  • Embeds responsible digital governance principles, cybersecurity resilience architectures, AI ethics frameworks, and sovereign data governance standards aligned with the Global Digital Compact;

  • Supports the development of systemic resilience, sustainable innovation metrics, and inclusive development indicators aligned with the Beyond GDP Initiative, reinforcing Qatar’s leadership in future-ready governance.

Together, NWG–Qatar and the Nexus Ecosystem provide Qatar with sovereign, scalable, and future-ready infrastructures to operationalize systemic foresight, digital sovereignty, innovation ecosystems, and sustainable governance.

Accordingly, we respectfully request:

  1. Formal Recognition of NWG–Qatar as a national and international platform advancing systemic disaster risk foresight, anticipatory governance innovation, sovereign digital resilience, and sustainable development leadership under the Pact for the Future;

  2. Institutional and Financial Support, enabling NWG–Qatar’s full integration into multilateral resilience financing platforms, anticipatory governance systems, and sovereign digital innovation programs;

  3. Recognition of the Nexus Ecosystem (NE) as a sovereign digital public good essential for Qatar’s disaster risk intelligence, policy simulation platforms, innovation resilience monitoring, and sustainable development governance systems;

  4. Framework Integration, ensuring systematic inclusion of NWG–Qatar and NE outputs into global disaster risk dashboards, anticipatory governance platforms, innovation ecosystems, and Pact for the Future monitoring architectures.

The systemic resilience challenges and opportunities facing Qatar and the global community demand sovereign, anticipatory, and digitally resilient infrastructures.
NWG–Qatar and the Nexus Ecosystem offer a transformational, scalable, and future-ready pathway for systemic foresight leadership, responsible innovation ecosystems, and resilient governance futures.

In full alignment with the Charter of the United Nations and the transformational ambitions articulated in the Pact for the Future, we submit this appeal and reaffirm our commitment to collaborative action, systemic foresight leadership, responsible innovation, and sustainable governance for Qatar and global partners.
