Excellencies,

We, the undersigned institutions, experts, and stakeholders dedicated to systemic foresight, responsible innovation, and sustainable resilience governance, respectfully submit this appeal for the formal recognition and institutional support of the National Working Group for Romania (NWG–Romania) and the Nexus Ecosystem (NE), developed by the Global Centre for Risk and Innovation (GCRI).

Romania today faces emerging systemic risks:
Climate-induced floods, droughts, and heatwaves, biodiversity degradation, urban and rural development divides, energy system transition needs, food and water security pressures, and digital infrastructure resilience challenges.
These systemic vulnerabilities mirror the global foresight challenges outlined in the Pact for the Future, necessitating sovereign, anticipatory, and innovation-driven resilience strategies.

While Romania continues advancing key climate, innovation, and digital economy initiatives, strategic opportunities exist to enhance disaster foresight infrastructures, anticipatory policy innovation systems, and sovereign digital public goods ecosystems across sectors.

The National Working Group for Romania (NWG–Romania) addresses these needs by:

• Embedding systemic foresight, disaster risk reduction, and anticipatory policy innovation into national, regional, and local strategies;

• Strengthening early warning systems, dynamic policy simulation environments, and foresight-based governance aligned with the operational mandates of the Emergency Platform;

• Mobilizing national expertise across ministries, scientific research institutions, private sector actors, indigenous knowledge systems, and diaspora communities;

• Institutionalizing intergenerational sustainability protection frameworks aligned with the Declaration on Future Generations.

NWG–Romania’s operational foundation is the Nexus Ecosystem (NE) — a sovereign, cloud-agnostic, open digital public goods platform that:

• Provides disaster risk modeling, policy simulation capabilities, innovation ecosystem foresight mapping, and sustainability performance monitoring tools;

• Embeds responsible digital governance principles, cybersecurity resilience frameworks, sovereign data protections, and AI ethics protocols aligned with the Global Digital Compact;

• Supports the evolution of resilience, well-being, and sustainable development indicators aligned with the Beyond GDP Initiative, reinforcing Romania’s leadership in holistic and future-ready governance frameworks.

Together, NWG–Romania and the Nexus Ecosystem provide Romania with sovereign, scalable, and future-ready infrastructures to operationalize systemic foresight, responsible innovation ecosystems, and resilient governance leadership.

Accordingly, we respectfully request:

1. Formal Recognition of NWG–Romania as a national and international platform advancing systemic disaster risk foresight, anticipatory governance innovation, sovereign digital resilience, and sustainable development under the Pact for the Future;

2. Institutional and Financial Support, enabling NWG–Romania’s full integration into multilateral resilience financing frameworks, anticipatory governance systems, and sovereign digital public goods initiatives;

3. Recognition of the Nexus Ecosystem (NE) as a sovereign digital public good critical for Romania’s disaster risk intelligence platforms, anticipatory policy simulation environments, innovation ecosystem mapping, and sustainable development monitoring frameworks;

4. Framework Integration, ensuring systematic inclusion of NWG–Romania and NE outputs into global disaster risk dashboards, anticipatory governance networks, policy innovation ecosystems, and Pact for the Future foresight monitoring systems.

The systemic resilience challenges facing Romania and the broader European region require sovereign, anticipatory, and digitally resilient infrastructures.
NWG–Romania and the Nexus Ecosystem offer a transformational, scalable, and future-oriented pathway for systemic foresight leadership, responsible innovation, and resilient governance futures.

In full alignment with the Charter of the United Nations and the transformational vision articulated in the Pact for the Future, we submit this appeal and reaffirm our commitment to collaborative action, systemic foresight, responsible innovation, and sustainable governance leadership for Romania.
