National Working Groups (NWGs), established by the Global Centre for Risk and Innovation (GCRI) in over 120 countries, provide structured, inclusive platforms for advancing disaster risk reduction (DRR), innovation acceleration, and systemic resilience-building.

In Rwanda, the NWG strengthens national resilience by:

  • Localizing disaster risk foresight frameworks and operationalizing Rwanda’s strategic priorities in alignment with the Pact for the Future;
  • Enabling early warning systems, anticipatory governance, and innovation-driven systemic resilience to address Rwanda’s vulnerabilities to climate impacts, food and water security pressures, urbanization risks, and energy transition demands;
  • Uniting ministries, scientific research institutions, private sector innovators, civil society organizations, diaspora communities, and indigenous knowledge networks into a cohesive resilience and policy innovation ecosystem;
  • Serving as a nexus of policy, research, and innovation to advance systemic foresight, disaster risk governance, and sustainable development leadership.

The Nexus Ecosystem (NE), developed by GCRI, underpins NWG operations by providing a sovereign-grade, open, and interoperable digital public goods infrastructure.
NE empowers Rwanda to deploy real-time disaster risk intelligence systems, anticipatory policy simulation platforms, innovation ecosystem foresight tools, and sustainable governance monitoring architectures.

Together, NWG–Rwanda and NE form sovereign critical infrastructures for disaster risk governance, systemic resilience, responsible digital innovation, and future generations stewardship.

We call upon the Government of Rwanda, United Nations agencies, multilateral development banks, and international partners to formally recognize, support, and resource NWG–Rwanda and the Nexus Ecosystem as strategic platforms for systemic foresight, sustainable governance, and resilient development.

Excellencies,

We, the undersigned institutions, experts, and stakeholders committed to systemic resilience, responsible innovation, and sustainable foresight governance, respectfully submit this appeal for the formal recognition and institutional support of the National Working Group for Rwanda (NWG–Rwanda) and the Nexus Ecosystem (NE), developed by the Global Centre for Risk and Innovation (GCRI).

Rwanda today faces interconnected systemic risks:
Climate-induced floods, droughts, and soil erosion, food and water insecurity, biodiversity pressures, urban and rural development challenges, energy system transitions, and digital governance vulnerabilities.
These systemic risks align directly with the challenges and opportunities articulated in the Pact for the Future, demanding sovereign, anticipatory, and innovation-driven resilience strategies.

While Rwanda has demonstrated global leadership in climate action, sustainable development, digital economy growth, and green transition pathways, there remain strategic opportunities to strengthen systemic foresight infrastructures, anticipatory governance mechanisms, and sovereign digital public goods ecosystems.

The National Working Group for Rwanda (NWG–Rwanda) addresses these strategic needs by:

  • Embedding systemic foresight, disaster risk governance, and anticipatory policy innovation across national, regional, and local development strategies;

  • Strengthening early warning systems, dynamic scenario simulation environments, and systemic foresight capacities aligned with the operational principles of the Emergency Platform;

  • Mobilizing national expertise across ministries, research institutions, private sector innovators, indigenous knowledge networks, and diaspora communities;

  • Institutionalizing intergenerational sustainability stewardship frameworks aligned with the Declaration on Future Generations.

NWG–Rwanda’s operational foundation is the Nexus Ecosystem (NE) — a sovereign, cloud-agnostic, open-access digital public goods platform that:

  • Provides disaster risk modeling, policy simulation environments, innovation ecosystem mapping, and resilience performance monitoring tools;

  • Embeds responsible digital governance standards, cybersecurity resilience systems, sovereign data protections, and AI ethics frameworks consistent with the Global Digital Compact;

  • Supports the development of holistic resilience, sustainability, and inclusive development indicators aligned with the Beyond GDP Initiative, enhancing Rwanda’s leadership in systemic foresight and sustainable governance.

Together, NWG–Rwanda and the Nexus Ecosystem provide Rwanda with sovereign, scalable, and future-ready infrastructures for systemic resilience-building, anticipatory governance, and sustainable innovation leadership.

Accordingly, we respectfully request:

  1. Formal Recognition of NWG–Rwanda as a national and international platform advancing systemic disaster risk foresight, anticipatory policy innovation, sovereign digital resilience, and intergenerational sustainability leadership under the Pact for the Future;

  2. Institutional and Financial Support, enabling NWG–Rwanda’s full integration into multilateral resilience financing frameworks, anticipatory governance initiatives, and sovereign digital infrastructure programs;

  3. Recognition of the Nexus Ecosystem (NE) as a sovereign digital public good critical for Rwanda’s disaster risk intelligence systems, anticipatory policy simulation environments, innovation ecosystem resilience monitoring, and sustainable development governance;

  4. Framework Integration, ensuring systematic inclusion of NWG–Rwanda and NE outputs into global disaster risk dashboards, anticipatory governance platforms, innovation ecosystems, and Pact for the Future foresight monitoring systems.

The systemic resilience and sustainability challenges facing Rwanda require sovereign, anticipatory, and digitally sovereign solutions.
NWG–Rwanda and the Nexus Ecosystem offer a transformational, scalable, and future-ready pathway for systemic foresight leadership, sustainable innovation, and resilient governance for Rwanda and global partners.

In full alignment with the Charter of the United Nations and the transformational mandates articulated in the Pact for the Future, we submit this appeal and reaffirm our commitment to collaborative action, systemic foresight, responsible digital innovation, and sustainable future-building for Rwanda.
