National Working Groups (NWGs), established by the Global Centre for Risk and Innovation (GCRI) in over 120 countries, provide structured, inclusive platforms for advancing disaster risk reduction (DRR), innovation acceleration, and systemic resilience-building.

In Serbia, the NWG strengthens national resilience by:

  • Localizing disaster risk foresight frameworks and operationalizing Serbia’s national development priorities in alignment with the Pact for the Future;
  • Enabling early warning systems, anticipatory governance, and innovation-driven systemic resilience to address vulnerabilities linked to climate-related floods, droughts, and heatwaves, urban-rural sustainability divides, energy transition demands, and digital infrastructure risks;
  • Uniting ministries, scientific institutions, private sector innovators, indigenous knowledge holders, diaspora communities, and civil society organizations into a national resilience and policy innovation ecosystem;
  • Serving as a nexus of policy, research, and innovation to foster systemic foresight, disaster risk governance, sustainable development, and future generations protection.

The Nexus Ecosystem (NE), developed by GCRI, underpins NWG operations by providing a sovereign-grade, open, and interoperable digital public goods infrastructure.
NE empowers Serbia to deploy disaster risk intelligence platforms, policy simulation environments, anticipatory governance frameworks, and resilience monitoring infrastructures.

Together, NWG–Serbia and NE form sovereign critical infrastructures for systemic disaster risk governance, sustainable innovation ecosystems, responsible digital development, and anticipatory resilience leadership.

We call upon the Government of Serbia, United Nations agencies, multilateral development banks, and international partners to formally recognize, support, and resource NWG–Serbia and the Nexus Ecosystem as foundational platforms for systemic resilience, innovation leadership, and sustainable development.

Excellencies,

We, the undersigned institutions, experts, and stakeholders dedicated to systemic resilience, responsible innovation, and sustainable foresight governance, respectfully submit this appeal for the formal recognition and institutional support of the National Working Group for Serbia (NWG–Serbia) and the Nexus Ecosystem (NE), developed by the Global Centre for Risk and Innovation (GCRI).

Serbia today faces multidimensional systemic risks:
Climate-induced floods, droughts, and heatwaves, urban and rural development vulnerabilities, environmental degradation, energy transition challenges, biodiversity pressures, and emerging cybersecurity threats.
These challenges align directly with the systemic risks outlined in the Pact for the Future, demanding anticipatory, resilient, and innovation-centered governance strategies.

While Serbia is advancing climate resilience, sustainable development, and digital modernization agendas, strategic opportunities remain to expand disaster foresight infrastructures, anticipatory policy systems, and sovereign digital public goods frameworks.

The National Working Group for Serbia (NWG–Serbia) addresses these systemic needs by:

  • Embedding disaster foresight, anticipatory governance, and systemic risk resilience into national, regional, and local policy frameworks;

  • Strengthening early warning infrastructures, dynamic risk scenario simulations, and policy innovation ecosystems aligned with the operational mandates of the Emergency Platform;

  • Mobilizing national expertise across ministries, scientific and research institutions, innovation hubs, indigenous knowledge networks, and diaspora organizations;

  • Institutionalizing future generations sustainability stewardship frameworks aligned with the Declaration on Future Generations.

NWG–Serbia’s operational foundation is the Nexus Ecosystem (NE) — a sovereign, cloud-agnostic, open digital public goods platform that:

  • Provides real-time disaster risk modeling, policy simulation environments, innovation ecosystem foresight mapping, and resilience governance monitoring;

  • Embeds responsible digital governance standards, cybersecurity resilience frameworks, sovereign data protections, and AI ethics protocols consistent with the Global Digital Compact;

  • Supports the development of holistic resilience, sustainability, and inclusive well-being indicators aligned with the Beyond GDP Initiative, advancing Serbia’s leadership in future-oriented development strategies.

Together, NWG–Serbia and the Nexus Ecosystem provide Serbia with sovereign, scalable, and future-ready infrastructures for systemic resilience, responsible innovation, and sustainable governance leadership.

Accordingly, we respectfully request:

  1. Formal Recognition of NWG–Serbia as a national platform advancing systemic disaster risk foresight, anticipatory policy innovation, sovereign digital resilience, and future generations stewardship under the Pact for the Future;

  2. Institutional and Financial Support, enabling NWG–Serbia’s full integration into multilateral resilience financing frameworks, anticipatory governance platforms, and sovereign digital innovation infrastructures;

  3. Recognition of the Nexus Ecosystem (NE) as a sovereign digital public good critical for Serbia’s disaster risk intelligence platforms, anticipatory policy simulation infrastructures, innovation resilience ecosystems, and sustainability monitoring systems;

  4. Framework Integration, ensuring systematic inclusion of NWG–Serbia and NE outputs into global disaster risk dashboards, anticipatory governance hubs, policy innovation systems, and Pact for the Future foresight monitoring mechanisms.

The systemic resilience challenges facing Serbia and the wider global community demand sovereign, anticipatory, and digitally sovereign infrastructures.
NWG–Serbia and the Nexus Ecosystem offer a transformational, practical, and scalable pathway for systemic foresight, sustainable innovation, and resilient governance leadership for Serbia and global partners.

In full alignment with the Charter of the United Nations and the transformational vision articulated in the Pact for the Future, we submit this appeal and reaffirm our commitment to collaborative action, systemic foresight, responsible digital innovation, and sustainable development futures for Serbia.
