National Working Groups (NWGs), established by the Global Centre for Risk and Innovation (GCRI) in over 120 countries, provide structured, inclusive platforms for advancing disaster risk reduction (DRR), innovation acceleration, and systemic resilience-building.

In Switzerland, the NWG strengthens national and international resilience by:

  • Localizing disaster risk foresight frameworks and operationalizing Switzerland’s leadership priorities in line with the Pact for the Future;
  • Enabling anticipatory governance, early warning systems, and innovation-driven resilience frameworks to address Switzerland’s exposure to climate change impacts (e.g., glacier loss), biodiversity decline, financial system resilience challenges, and urban and rural systemic vulnerabilities;
  • Uniting government institutions, scientific and academic centers, financial sector innovators, civil society, indigenous and local knowledge systems, and global diaspora expertise into an integrated resilience and policy innovation ecosystem;
  • Serving as a nexus of policy, research, and innovation to advance systemic foresight, disaster risk governance, and sustainable innovation leadership at national and international levels.

The Nexus Ecosystem (NE), developed by GCRI, underpins NWG operations by providing a sovereign-grade, open, and interoperable digital public goods infrastructure.
NE empowers Switzerland to integrate disaster risk intelligence, anticipatory governance models, policy simulation platforms, and sustainability performance infrastructures across sectors.

Together, NWG-Switzerland and NE form critical sovereign infrastructures for systemic risk governance, anticipatory policy leadership, responsible digital innovation, and intergenerational resilience.

We call upon the Government of Switzerland, United Nations agencies, multilateral institutions, and international partners to formally recognize, support, and resource NWG-Switzerland and the Nexus Ecosystem as essential platforms for resilience leadership, sustainable foresight governance, and responsible digital public goods development.

Excellencies,

We, the undersigned institutions, experts, and stakeholders dedicated to systemic foresight, responsible innovation, and sustainable risk governance, respectfully submit this appeal for the formal recognition and institutional support of the National Working Group for Switzerland (NWG-Switzerland) and the Nexus Ecosystem (NE), developed by the Global Centre for Risk and Innovation (GCRI).

Switzerland today faces systemic and accelerating risks:
Climate-driven glacier retreat, hydrological system shifts, heatwave risks, biodiversity loss, urban and rural resilience challenges, and financial system vulnerability to global shocks.
These systemic risks align with the critical global challenges identified in the Pact for the Future, demanding foresight-driven, anticipatory, and digitally sovereign governance responses.

While Switzerland has established global leadership in disaster risk reduction, sustainable development, financial stability, and innovation ecosystems, opportunities exist to deepen anticipatory governance infrastructures, foresight-based resilience planning, and sovereign digital public goods ecosystems.

The National Working Group for Switzerland (NWG-Switzerland) addresses these opportunities by:

  • Embedding systemic risk foresight, anticipatory policy innovation, and resilient governance models across national, cantonal, and local governance frameworks;

  • Strengthening real-time risk intelligence platforms, dynamic policy simulation environments, and anticipatory decision-making systems aligned with the operational mandates of the Emergency Platform;

  • Mobilizing national and global expertise across governmental agencies, financial institutions, scientific research centers, innovation ecosystems, indigenous knowledge networks, and diaspora communities;

  • Institutionalizing long-term stewardship frameworks for intergenerational equity and systemic sustainability aligned with the Declaration on Future Generations.

NWG-Switzerland’s operational foundation is the Nexus Ecosystem (NE) — a sovereign, open, interoperable, and globally integrable digital public goods platform that:

  • Provides disaster risk modeling, anticipatory policy simulation, innovation ecosystem mapping, and resilience monitoring architectures;

  • Embeds responsible digital governance frameworks, AI ethics principles, cybersecurity protections, and sovereign data standards consistent with the Global Digital Compact;

  • Supports the advancement of resilience, innovation, and holistic well-being metrics aligned with the Beyond GDP Initiative, positioning Switzerland at the forefront of new development paradigms.

Together, NWG-Switzerland and NE enable Switzerland to operationalize systemic resilience, sustainable innovation ecosystems, and anticipatory global foresight governance.

Accordingly, we respectfully request:

  1. Formal Recognition of NWG-Switzerland as a national and global resilience platform advancing systemic disaster risk foresight, anticipatory innovation governance, and sustainable intergenerational development aligned with the Pact for the Future;

  2. Institutional and Financial Support, enabling NWG-Switzerland’s integration into multilateral resilience funding frameworks, anticipatory foresight governance systems, and global digital public goods initiatives;

  3. Recognition of the Nexus Ecosystem (NE) as a sovereign digital public good essential for Switzerland’s disaster risk intelligence, policy simulation governance, innovation foresight, and resilience monitoring ecosystems;

  4. Framework Integration, ensuring systematic inclusion of NWG-Switzerland and NE outputs into global disaster risk dashboards, anticipatory governance platforms, policy innovation hubs, and Pact for the Future foresight systems.

The systemic risks confronting Switzerland and the wider international community require sovereign, anticipatory, and digitally sovereign resilience infrastructures.
NWG-Switzerland and the Nexus Ecosystem offer a transformational pathway to foster systemic foresight, sustainable innovation, and resilient governance leadership for Switzerland and global partners.

In full alignment with the Charter of the United Nations and the transformational objectives articulated in the Pact for the Future, we submit this appeal and reaffirm our collective commitment to collaborative action, systemic resilience-building, responsible innovation, and future generations protection.
