National Working Groups (NWGs), established by the Global Centre for Risk and Innovation (GCRI) in over 120 countries, provide structured, inclusive platforms for advancing disaster risk reduction (DRR), innovation acceleration, and systemic resilience-building.

In the United Kingdom, the NWG strengthens national resilience by:

  • Localizing disaster risk foresight frameworks to operationalize the priorities of the Pact for the Future;
  • Enabling early warning systems, anticipatory governance, and risk-informed innovation critical to addressing the UK's exposure to climate volatility, cybersecurity threats, infrastructure stress, energy transition challenges, and regional socio-economic disparities;
  • Uniting government bodies, scientific institutions, indigenous communities, private sector innovators, diaspora communities, and civic actors into a national ecosystem for resilience and innovation;
  • Serving as a nexus of policy, research, and innovation to advance responsible technology governance, systemic foresight, and sustainable development.

The Nexus Ecosystem (NE), developed by GCRI, underpins NWG operations by providing a sovereign-grade, open, and interoperable digital public goods infrastructure.
NE enables the UK to deploy advanced disaster risk modeling, policy simulation environments, anticipatory action planning, and transparent, resilient digital transformation pathways.

Together, NWG-UK and NE form critical national infrastructures for disaster risk governance, responsible digital cooperation, and intergenerational resilience.

We call upon the Government of the United Kingdom, United Nations agencies, multilateral development banks, and international partners to formally recognize, support, and resource NWG-UK and the Nexus Ecosystem as foundational components of the UK's strategy for sustainable resilience, innovation leadership, and digital sovereignty.

Excellencies,

We, the undersigned institutions, experts, and stakeholders committed to systemic resilience, responsible innovation, and sustainable digital governance, respectfully submit this appeal for the formal recognition and institutional support of the National Working Group for the United Kingdom (NWG-UK) and the Nexus Ecosystem (NE), developed by the Global Centre for Risk and Innovation (GCRI).

The United Kingdom today confronts deeply interconnected systemic risks:
Climate change impacts, critical infrastructure vulnerabilities, cybersecurity and digital sovereignty challenges, energy system pressures, and growing regional disparities.
These risks mirror the systemic threats articulated in the Pact for the Future and necessitate an urgent shift towards foresight-driven, anticipatory, and resilience-centered governance.

While the UK remains a global leader in innovation, research, and sustainable development, a strategic integration gap persists in harmonizing risk foresight, policy innovation, and systemic resilience-building across sectors and regions.

The National Working Group for the United Kingdom (NWG-UK) addresses this gap by:

  • Embedding anticipatory risk foresight, disaster resilience planning, and innovation governance across national, regional, and local policy frameworks;

  • Strengthening early warning systems, scenario simulations, and policy innovation models aligned with the Emergency Platform principles;

  • Mobilizing distributed capacities across government departments, universities, indigenous leadership structures, technology hubs, diaspora communities, and civil society;

  • Institutionalizing intergenerational stewardship and systemic foresight strategies aligned with the Declaration on Future Generations.

The operational foundation of NWG-UK is the Nexus Ecosystem (NE) — a sovereign, cloud-agnostic, and open-access digital public goods platform that:

  • Provides real-time disaster risk modeling, policy simulation capabilities, innovation ecosystem mapping, and sustainability monitoring tools;

  • Advances responsible digital governance principles in accordance with the Global Digital Compact, embedding transparency, AI ethics, cybersecurity resilience, and inclusive innovation;

  • Supports the development of resilience metrics aligned with the Beyond GDP Initiative, integrating well-being, systemic risk absorption capacity, and innovation-readiness assessments.

Together, NWG-UK and NE enable the United Kingdom to operationalize the transformational commitments of the Pact for the Future within its national and international governance frameworks.

Accordingly, we respectfully request:

  1. Formal Recognition of NWG-UK as a critical national infrastructure supporting systemic disaster risk governance, anticipatory innovation systems, responsible digital governance, and intergenerational resilience under the Pact for the Future;

  2. Institutional and Financial Support, facilitating NWG-UK’s access to resilience financing, digital public goods infrastructure programs, and multilateral partnerships;

  3. Recognition of the Nexus Ecosystem (NE) as a sovereign digital public good critical to the United Kingdom’s national risk intelligence, policy simulation, anticipatory governance, and innovation ecosystem development;

  4. Framework Integration, ensuring that NWG-UK and NE outputs are systematically incorporated into global resilience dashboards, early warning systems, policy innovation platforms, and Pact for the Future monitoring infrastructures.

The systemic risks facing the United Kingdom and the global community require integrated, anticipatory, and digitally sovereign solutions.
NWG-UK and the Nexus Ecosystem provide an immediate, scalable pathway for embedding resilience, foresight, and responsible innovation into the core of the UK’s national policy and governance systems.

In full alignment with the Charter of the United Nations and the transformational mandates of the Pact for the Future, we submit this appeal and reaffirm our commitment to collaborative action, responsible research and innovation, and inclusive systemic risk governance.
