National Working Groups (NWGs), established by the Global Centre for Risk and Innovation (GCRI) in over 120 countries, provide structured, inclusive platforms for advancing disaster risk reduction (DRR), innovation acceleration, and systemic resilience-building.

In Pakistan, the NWG strengthens national resilience by:

  • Localizing global disaster risk foresight frameworks and operationalizing Pakistan’s climate adaptation and sustainable development strategies aligned with the Pact for the Future;
  • Enabling early warning systems, anticipatory governance, and innovation-driven systemic resilience to address vulnerabilities linked to glacial melt, floods, droughts, food and water insecurity, rapid urbanization, and energy transition challenges;
  • Uniting ministries, research institutions, private sector innovators, indigenous knowledge holders, civil society organizations, and diaspora communities into a national resilience and policy innovation ecosystem;
  • Serving as a nexus of policy, research, and innovation to foster systemic foresight, sustainable urban-rural development, disaster risk governance, and digital transformation leadership.

The Nexus Ecosystem (NE), developed by GCRI, underpins NWG operations by providing a sovereign-grade, open, and interoperable digital public goods infrastructure.
NE empowers Pakistan to deploy disaster risk modeling platforms, anticipatory policy simulation environments, innovation ecosystem foresight tools, and sustainable development governance systems.

Together, NWG–Pakistan and NE form sovereign critical infrastructures for disaster risk governance, systemic foresight, responsible digital innovation, and sustainable development leadership.

We call upon the Government of Pakistan, United Nations agencies, multilateral development banks, and global partners to formally recognize, support, and resource NWG–Pakistan and the Nexus Ecosystem as essential infrastructures for systemic resilience, sustainable innovation, and anticipatory governance.

Excellencies,

We, the undersigned institutions, experts, and stakeholders committed to systemic foresight, responsible innovation, and sustainable resilience governance, respectfully submit this appeal for the formal recognition and institutional support of the National Working Group for Pakistan (NWG–Pakistan) and the Nexus Ecosystem (NE), developed by the Global Centre for Risk and Innovation (GCRI).

Pakistan today faces interconnected systemic risks:
Glacial melt-induced flooding, extreme heat and droughts, food and water insecurity, urbanization-driven vulnerabilities, energy transition challenges, and emerging digital infrastructure needs.
These systemic vulnerabilities are directly aligned with the foresight challenges outlined in the Pact for the Future, requiring sovereign, anticipatory, and innovation-driven resilience strategies.

While Pakistan is advancing key national strategies in climate adaptation, disaster risk management, water security, and digital transformation, critical opportunities exist to strengthen systemic foresight infrastructures, anticipatory governance systems, and sovereign digital public goods ecosystems.

The National Working Group for Pakistan (NWG–Pakistan) addresses these systemic needs by:

  • Embedding systemic foresight, disaster risk governance, and anticipatory policy innovation into national, regional, and community-level resilience frameworks;

  • Strengthening early warning systems, dynamic risk scenario simulation platforms, and systemic foresight capacities aligned with the operational principles of the Emergency Platform;

  • Mobilizing expertise across ministries, research institutions, private sector innovation hubs, indigenous knowledge networks, and diaspora communities;

  • Institutionalizing resilience and sustainability frameworks to protect the interests of future generations in alignment with the Declaration on Future Generations.

NWG–Pakistan’s operational foundation is the Nexus Ecosystem (NE) — a sovereign, cloud-agnostic, open-access digital public goods platform that:

  • Provides disaster risk modeling, anticipatory policy simulation environments, innovation ecosystem mapping, and resilience governance monitoring tools;

  • Embeds responsible digital governance standards, cybersecurity resilience frameworks, sovereign data protections, and AI ethics aligned with the Global Digital Compact;

  • Supports the evolution of holistic resilience, sustainability, and inclusive development indicators aligned with the Beyond GDP Initiative, reinforcing Pakistan’s leadership in systemic foresight and sustainable development.

Together, NWG–Pakistan and the Nexus Ecosystem provide Pakistan with sovereign, scalable, and future-ready infrastructures to operationalize systemic foresight, innovation ecosystems, and resilient governance.

Accordingly, we respectfully request:

  1. Formal Recognition of NWG–Pakistan as a national and international platform advancing systemic disaster risk foresight, anticipatory governance innovation, sovereign digital resilience, and sustainable development leadership under the Pact for the Future;

  2. Institutional and Financial Support, enabling NWG–Pakistan’s full integration into multilateral resilience financing mechanisms, anticipatory governance programs, and sovereign digital public goods platforms;

  3. Recognition of the Nexus Ecosystem (NE) as a sovereign digital public good essential for Pakistan’s disaster risk intelligence systems, anticipatory policy simulation infrastructures, innovation resilience monitoring, and sustainable governance frameworks;

  4. Framework Integration, ensuring systematic inclusion of NWG–Pakistan and NE outputs into global disaster risk dashboards, anticipatory governance networks, innovation ecosystems, and Pact for the Future foresight monitoring frameworks.

The systemic resilience and sustainable development challenges facing Pakistan demand sovereign, anticipatory, and digitally resilient infrastructures.
NWG–Pakistan and the Nexus Ecosystem offer a transformational, scalable, and future-oriented pathway for systemic foresight leadership, responsible innovation, and resilient governance for present and future generations.

In full alignment with the Charter of the United Nations and the transformational goals articulated in the Pact for the Future, we submit this appeal and reaffirm our collective commitment to collaborative action, systemic foresight leadership, responsible innovation, and sustainable development for Pakistan.
