National Working Groups (NWGs), established by the Global Centre for Risk and Innovation (GCRI) in over 120 countries, provide structured, inclusive platforms for advancing disaster risk reduction (DRR), innovation acceleration, and systemic resilience-building.

In Palau, the NWG strengthens national resilience by:

  • Localizing disaster risk foresight frameworks and operationalizing Palau’s sustainable development and climate adaptation strategies aligned with the Pact for the Future;
  • Enabling early warning systems, anticipatory governance, and innovation-driven systemic resilience to address vulnerabilities linked to sea-level rise, coastal erosion, extreme weather, biodiversity loss, and infrastructure resilience gaps;
  • Uniting ministries, research institutions, indigenous knowledge systems, community networks, private sector innovators, and diaspora expertise into a national resilience and policy innovation ecosystem;
  • Serving as a nexus of policy, research, and innovation to strengthen disaster risk governance, biodiversity protection, sustainable blue economy development, and systemic foresight.

The Nexus Ecosystem (NE), developed by GCRI, underpins NWG operations by providing a sovereign-grade, open, and interoperable digital public goods infrastructure.
NE empowers Palau to deploy disaster risk modeling platforms, anticipatory policy simulation environments, innovation ecosystem mapping tools, and sustainability governance monitoring systems.

Together, NWG–Palau and NE form sovereign critical infrastructures for disaster risk governance, systemic foresight, responsible digital innovation, and sustainable development.

We call upon the Government of Palau, United Nations agencies, multilateral development banks, and global partners to formally recognize, support, and resource NWG–Palau and the Nexus Ecosystem as strategic infrastructures for systemic resilience, sustainable innovation, and disaster risk governance.

Excellencies,

We, the undersigned institutions, experts, and stakeholders committed to systemic foresight, responsible innovation, and sustainable resilience governance, respectfully submit this appeal for the formal recognition and institutional support of the National Working Group for Palau (NWG–Palau) and the Nexus Ecosystem (NE), developed by the Global Centre for Risk and Innovation (GCRI).

Palau faces profound systemic risks:
Climate-driven sea-level rise and coastal erosion, extreme weather events, biodiversity loss affecting coral reefs and marine ecosystems, food and water security vulnerabilities, and infrastructure resilience challenges.
These risks are directly aligned with the foresight priorities outlined in the Pact for the Future, demanding sovereign, anticipatory, and innovation-centered resilience strategies.

While Palau leads globally in ocean governance, climate advocacy, and sustainable development initiatives among Small Island Developing States (SIDS), strategic opportunities remain to strengthen systemic foresight infrastructures, anticipatory governance mechanisms, and sovereign digital public goods ecosystems.

The National Working Group for Palau (NWG–Palau) addresses these strategic needs by:

  • Embedding systemic foresight, disaster risk reduction, and anticipatory governance innovation into national and community development frameworks;

  • Strengthening early warning systems, dynamic scenario simulation environments, and systemic resilience infrastructures aligned with the operational mandates of the Emergency Platform;

  • Mobilizing expertise from ministries, scientific research centers, indigenous communities, innovation ecosystems, and diaspora networks;

  • Institutionalizing long-term sustainability and intergenerational foresight governance frameworks aligned with the Declaration on Future Generations.

NWG–Palau’s operational foundation is the Nexus Ecosystem (NE) — a sovereign, open, cloud-agnostic digital public goods platform that:

  • Provides disaster risk modeling, anticipatory policy simulation environments, innovation ecosystem foresight mapping, and sustainable development monitoring tools;

  • Embeds responsible digital governance principles, cybersecurity resilience standards, AI ethics frameworks, and sovereign data protections aligned with the Global Digital Compact;

  • Supports the evolution of holistic resilience, sustainability, and inclusive well-being indicators aligned with the Beyond GDP Initiative, reinforcing Palau’s leadership in future-ready sustainable governance.

Together, NWG–Palau and the Nexus Ecosystem provide Palau with sovereign, scalable, and future-ready infrastructures to operationalize systemic foresight, innovation ecosystems, and resilient governance futures.

Accordingly, we respectfully request:

  1. Formal Recognition of NWG–Palau as a national and international platform advancing systemic disaster risk foresight, anticipatory governance innovation, sovereign digital resilience, and sustainable development leadership under the Pact for the Future;

  2. Institutional and Financial Support, enabling NWG–Palau’s full integration into multilateral resilience financing frameworks, anticipatory governance hubs, and sovereign digital innovation ecosystems;

  3. Recognition of the Nexus Ecosystem (NE) as a sovereign digital public good essential for Palau’s disaster risk intelligence systems, anticipatory policy simulation infrastructures, innovation ecosystem resilience mapping, and sustainable development governance frameworks;

  4. Framework Integration, ensuring systematic inclusion of NWG–Palau and NE outputs into global disaster risk dashboards, anticipatory governance networks, innovation ecosystems, and Pact for the Future foresight monitoring mechanisms.

The systemic resilience challenges facing Palau and other SIDS nations demand sovereign, anticipatory, and digitally sovereign infrastructures.
NWG–Palau and the Nexus Ecosystem offer a transformational, scalable, and future-ready pathway for systemic foresight, sustainable innovation ecosystems, and resilient governance futures.

In full alignment with the Charter of the United Nations and the transformational goals articulated in the Pact for the Future, we submit this appeal and reaffirm our commitment to collaborative action, systemic foresight leadership, responsible innovation, and sustainable development for Palau.
