We, the undersigned institutions, experts, and stakeholders committed to systemic foresight, responsible innovation, and sustainable governance leadership, respectfully submit this appeal for the formal recognition and institutional support of the National Working Group for Panama (NWG–Panama) and the Nexus Ecosystem (NE), developed by the Global Centre for Risk and Innovation (GCRI).
Panama today faces evolving systemic risks:
Sea-level rise and climate-driven flooding, biodiversity loss in mangroves and forests, climate vulnerability of the Panama Canal, urban resilience challenges, energy transition needs, and emerging digital sovereignty gaps.
These systemic risks reflect the foresight priorities articulated in the Pact for the Future, requiring sovereign, anticipatory, and innovation-driven resilience strategies.
While Panama leads globally in sustainability efforts through initiatives linked to its strategic role in global trade and biodiversity conservation, further opportunities remain to strengthen systemic foresight infrastructures, anticipatory governance mechanisms, and sovereign digital public goods ecosystems.
The National Working Group for Panama (NWG–Panama) addresses these systemic needs by:

Embedding systemic foresight, disaster risk governance, and anticipatory policy innovation into national, regional, and urban development frameworks;

Strengthening early warning systems, scenario simulation platforms, and systemic resilience infrastructures aligned with the operational mandates of the Emergency Platform;

Mobilizing expertise across ministries, scientific institutions, indigenous knowledge systems, private sector innovation hubs, and diaspora communities;
-
Institutionalizing future generations resilience and sustainability frameworks aligned with the Declaration on Future Generations.
NWG–Panama’s operational foundation is the Nexus Ecosystem (NE) — a sovereign, open, cloud-agnostic digital public goods platform that:

Provides disaster risk modeling, anticipatory policy simulation environments, innovation ecosystem foresight dashboards, and sustainable governance monitoring systems;

Embeds responsible digital governance standards, cybersecurity resilience architectures, AI ethics frameworks, and sovereign data protection aligned with the Global Digital Compact;
-
Supports the development of holistic sustainability, resilience, and well-being indicators aligned with the Beyond GDP Initiative, enhancing Panama’s leadership in future-ready governance frameworks.
Together, NWG–Panama and the Nexus Ecosystem provide Panama with sovereign, scalable, and future-ready infrastructures to operationalize systemic foresight, innovation ecosystems, and resilient governance leadership.
Accordingly, we respectfully request:

Formal Recognition of NWG–Panama as a national and international platform advancing systemic disaster risk foresight, anticipatory policy innovation, sovereign digital resilience, and sustainable development leadership under the Pact for the Future;

Institutional and Financial Support, enabling NWG–Panama’s full integration into multilateral resilience financing frameworks, anticipatory governance platforms, and sovereign digital public goods programs;

Recognition of the Nexus Ecosystem (NE) as a sovereign digital public good essential for Panama’s disaster risk intelligence systems, anticipatory policy simulation infrastructures, innovation ecosystem monitoring tools, and sustainable governance dashboards;

Framework Integration, ensuring systematic inclusion of NWG–Panama and NE outputs into global disaster risk dashboards, anticipatory governance hubs, innovation ecosystems, and Pact for the Future foresight monitoring frameworks.
The systemic resilience challenges facing Panama and global maritime and biodiversity corridors demand sovereign, anticipatory, and digitally sovereign infrastructures.
NWG–Panama and the Nexus Ecosystem offer a transformational, scalable, and future-oriented pathway for systemic foresight leadership, sustainable innovation ecosystems, and resilient governance futures.
In full alignment with the Charter of the United Nations and the transformational objectives articulated in the Pact for the Future, we submit this appeal and reaffirm our commitment to collaborative action, systemic foresight leadership, responsible innovation, and sustainable governance for Panama and the international community.
