National Working Groups (NWGs), established by the Global Centre for Risk and Innovation (GCRI) in over 120 countries, provide structured, inclusive platforms for advancing disaster risk reduction (DRR), innovation acceleration, and systemic resilience-building.

In Papua New Guinea, the NWG strengthens national resilience by:

  • Localizing disaster risk foresight frameworks and operationalizing national development and resilience strategies aligned with the Pact for the Future;
  • Enabling early warning systems, anticipatory governance, and innovation-driven systemic resilience to address vulnerabilities linked to sea-level rise, earthquake and tsunami risks, biodiversity degradation, food and water security challenges, and rural development inequalities;
  • Uniting ministries, scientific and indigenous knowledge institutions, private sector innovators, local communities, and diaspora networks into a national resilience and policy innovation ecosystem;
  • Serving as a nexus of policy, research, and innovation to enhance disaster risk governance, biodiversity conservation, rural sustainability, and digital innovation.

The Nexus Ecosystem (NE), developed by GCRI, underpins NWG operations by providing a sovereign-grade, open, and interoperable digital public goods infrastructure.
NE empowers Papua New Guinea to deploy disaster risk modeling platforms, anticipatory policy simulation environments, innovation ecosystem foresight tools, and sustainability monitoring architectures.

Together, NWG–Papua New Guinea and NE form sovereign critical infrastructures for disaster risk governance, systemic foresight, responsible innovation, and future generations stewardship.

We call upon the Government of Papua New Guinea, United Nations agencies, multilateral institutions, and global partners to formally recognize, support, and resource NWG–Papua New Guinea and the Nexus Ecosystem as critical platforms for systemic resilience, sustainable development, and innovation leadership.

Excellencies,

We, the undersigned institutions, experts, and stakeholders dedicated to systemic foresight, responsible innovation, and sustainable resilience governance, respectfully submit this appeal for the formal recognition and institutional support of the National Working Group for Papua New Guinea (NWG–Papua New Guinea) and the Nexus Ecosystem (NE), developed by the Global Centre for Risk and Innovation (GCRI).

Papua New Guinea faces interconnected systemic risks:
Climate-driven sea-level rise, extreme weather events, and landslides, earthquakes, volcanic activity, and tsunami risks, biodiversity degradation of rainforests and coral ecosystems, food and water insecurity, and rural-urban development divides.
These risks directly align with the systemic foresight priorities outlined in the Pact for the Future, demanding sovereign, anticipatory, and innovation-centered resilience strategies.

While Papua New Guinea is advancing national initiatives in sustainable development, disaster preparedness, and environmental conservation, there remains an urgent opportunity to strengthen systemic foresight infrastructures, anticipatory governance systems, and sovereign digital public goods ecosystems.

The National Working Group for Papua New Guinea (NWG–Papua New Guinea) addresses these strategic needs by:

  • Embedding disaster foresight, systemic resilience thinking, and anticipatory policy innovation into national and community development strategies;

  • Strengthening early warning systems, scenario simulation platforms, and systemic risk monitoring architectures aligned with the operational mandates of the Emergency Platform;

  • Mobilizing capacities from ministries, research and academic institutions, indigenous community networks, private sector innovation hubs, and diaspora organizations;

  • Institutionalizing long-term resilience and intergenerational foresight governance frameworks aligned with the Declaration on Future Generations.

NWG–Papua New Guinea’s operational foundation is the Nexus Ecosystem (NE) — a sovereign, cloud-agnostic, open digital public goods platform that:

  • Provides disaster risk modeling, anticipatory policy simulation environments, innovation ecosystem mapping, and resilience monitoring tools;

  • Embeds responsible digital governance principles, cybersecurity resilience protocols, AI ethics standards, and sovereign data governance aligned with the Global Digital Compact;

  • Supports holistic sustainability, resilience, and inclusive development indicators aligned with the Beyond GDP Initiative, enhancing Papua New Guinea’s leadership in systemic foresight governance.

Together, NWG–Papua New Guinea and the Nexus Ecosystem provide the country with sovereign, scalable, and future-ready infrastructures for systemic foresight, sustainable innovation, and resilient governance leadership.

Accordingly, we respectfully request:

  1. Formal Recognition of NWG–Papua New Guinea as a national and international platform advancing systemic disaster risk foresight, anticipatory policy innovation, sovereign digital resilience, and sustainable development under the Pact for the Future;

  2. Institutional and Financial Support, enabling NWG–Papua New Guinea’s full integration into multilateral resilience financing frameworks, anticipatory governance hubs, and sovereign digital public goods programs;

  3. Recognition of the Nexus Ecosystem (NE) as a sovereign digital public good essential for Papua New Guinea’s disaster risk intelligence platforms, anticipatory policy simulation systems, innovation ecosystem resilience platforms, and sustainable development monitoring infrastructures;

  4. Framework Integration, ensuring systematic inclusion of NWG–Papua New Guinea and NE outputs into global disaster risk dashboards, anticipatory governance hubs, innovation ecosystems, and Pact for the Future foresight monitoring frameworks.

The systemic resilience and sustainability challenges facing Papua New Guinea and other Pacific Island nations demand sovereign, anticipatory, and digitally resilient infrastructures.
NWG–Papua New Guinea and the Nexus Ecosystem offer a transformational, scalable, and future-ready pathway for systemic foresight, sustainable innovation ecosystems, and resilient governance.

In full alignment with the Charter of the United Nations and the transformational goals articulated in the Pact for the Future, we submit this appeal and reaffirm our commitment to collaborative action, systemic foresight leadership, responsible innovation, and sustainable development futures for Papua New Guinea.
