Excellencies,

We, the undersigned institutions, experts, and stakeholders committed to systemic foresight, responsible innovation, and sustainable resilience governance, respectfully submit this appeal for the formal recognition and institutional support of the National Working Group for Paraguay (NWG–Paraguay) and the Nexus Ecosystem (NE), developed by the Global Centre for Risk and Innovation (GCRI).

Paraguay today faces evolving systemic risks:
Climate-driven droughts and floods, deforestation and biodiversity loss, food and water security pressures, rural-urban development gaps, energy transition challenges, and digital sovereignty needs.
These systemic risks reflect the urgent foresight challenges articulated in the Pact for the Future, demanding sovereign, anticipatory, and innovation-centered resilience strategies.

While Paraguay continues to advance environmental sustainability initiatives, rural development strategies, and digital transformation efforts, strategic opportunities remain to embed systemic foresight infrastructures, anticipatory governance systems, and sovereign digital public goods platforms into national development processes.

The National Working Group for Paraguay (NWG–Paraguay) addresses these systemic needs by:

• Embedding systemic foresight, disaster risk governance, and anticipatory policy innovation into national and regional strategies;

• Strengthening early warning systems, dynamic risk scenario simulation platforms, and foresight-driven resilience frameworks aligned with the operational principles of the Emergency Platform;

• Mobilizing expertise across ministries, research institutions, indigenous and rural community organizations, innovation hubs, and diaspora networks;

• Institutionalizing long-term sustainability and intergenerational foresight governance frameworks aligned with the Declaration on Future Generations.

NWG–Paraguay’s operational foundation is the Nexus Ecosystem (NE) — a sovereign, cloud-agnostic, open-access digital public goods platform that:

• Provides disaster risk intelligence, anticipatory policy simulation environments, innovation ecosystem foresight dashboards, and systemic resilience monitoring tools;

• Embeds responsible digital governance principles, cybersecurity resilience frameworks, sovereign data protections, and AI ethics standards aligned with the Global Digital Compact;

• Supports the development of holistic sustainability, resilience, and inclusive development indicators aligned with the Beyond GDP Initiative, strengthening Paraguay’s leadership in sustainable foresight governance.

Together, NWG–Paraguay and the Nexus Ecosystem provide Paraguay with sovereign, scalable, and future-ready infrastructures to operationalize systemic foresight, innovation ecosystems, and resilient governance futures.

Accordingly, we respectfully request:

1. Formal Recognition of NWG–Paraguay as a national and international platform advancing systemic disaster risk foresight, anticipatory governance innovation, sovereign digital resilience, and sustainable development leadership under the Pact for the Future;

2. Institutional and Financial Support, enabling NWG–Paraguay’s full integration into multilateral resilience financing frameworks, anticipatory governance hubs, and sovereign digital public goods initiatives;

3. Recognition of the Nexus Ecosystem (NE) as a sovereign digital public good critical for Paraguay’s disaster risk intelligence systems, anticipatory policy simulation infrastructures, innovation ecosystem mapping, and sustainability governance monitoring systems;

4. Framework Integration, ensuring systematic inclusion of NWG–Paraguay and NE outputs into global disaster risk dashboards, anticipatory governance networks, innovation ecosystems, and Pact for the Future foresight monitoring frameworks.

The systemic resilience and sustainability challenges facing Paraguay and the broader Latin American region require sovereign, anticipatory, and digitally sovereign infrastructures.
NWG–Paraguay and the Nexus Ecosystem offer a transformational, scalable, and future-ready pathway for systemic foresight leadership, responsible innovation, and resilient governance futures.

In full alignment with the Charter of the United Nations and the transformational ambitions articulated in the Pact for the Future, we submit this appeal and reaffirm our commitment to collaborative action, systemic foresight leadership, responsible digital innovation, and sustainable governance for Paraguay.
