National Working Groups (NWGs), established by the Global Centre for Risk and Innovation (GCRI) in over 120 countries, provide structured, inclusive platforms for advancing disaster risk reduction (DRR), innovation acceleration, and systemic resilience-building.

In Peru, the NWG strengthens national resilience by:

  • Localizing global disaster risk foresight frameworks and operationalizing Peru’s national strategies for sustainable development aligned with the Pact for the Future;
  • Enabling early warning systems, anticipatory governance, and innovation-driven systemic resilience to address vulnerabilities linked to climate impacts (glacier loss, droughts, floods), seismic and volcanic risks, biodiversity degradation, food and water insecurity, and urban-rural development divides;
  • Uniting ministries, scientific and indigenous knowledge institutions, private sector innovators, community networks, and diaspora organizations into a national resilience and policy innovation ecosystem;
  • Serving as a nexus of policy, research, and innovation to foster systemic foresight, disaster risk governance, environmental protection, and sustainable development.

The Nexus Ecosystem (NE), developed by GCRI, underpins NWG operations by providing a sovereign-grade, open, and interoperable digital public goods infrastructure.
NE empowers Peru to deploy real-time disaster risk modeling platforms, anticipatory policy simulation environments, innovation ecosystem mapping tools, and sustainable development monitoring systems.

Together, NWG–Peru and NE form sovereign critical infrastructures for disaster risk governance, systemic resilience, responsible innovation, and future generations protection.

We call upon the Government of Peru, United Nations agencies, multilateral institutions, and global partners to formally recognize, support, and resource NWG–Peru and the Nexus Ecosystem as essential platforms for systemic foresight, disaster resilience, and sustainable development.

Excellencies,

We, the undersigned institutions, experts, and stakeholders dedicated to systemic foresight, responsible innovation, and sustainable governance, respectfully submit this appeal for the formal recognition and institutional support of the National Working Group for Peru (NWG–Peru) and the Nexus Ecosystem (NE), developed by the Global Centre for Risk and Innovation (GCRI).

Peru today faces interconnected systemic risks:
Climate change-driven glacier retreat, droughts, and floods, seismic and volcanic risks, biodiversity loss across the Amazon and Andes, food and water insecurity, urban and rural sustainability challenges, and digital transformation gaps.
These systemic risks directly align with the foresight imperatives outlined in the Pact for the Future, requiring sovereign, anticipatory, and innovation-centered governance strategies.

While Peru continues to advance efforts in climate resilience, disaster preparedness, sustainable rural development, and biodiversity conservation, critical opportunities remain to strengthen systemic foresight infrastructures, anticipatory governance systems, and sovereign digital public goods platforms.

The National Working Group for Peru (NWG–Peru) addresses these systemic needs by:

  • Embedding systemic foresight, disaster risk governance, and anticipatory policy innovation across national and community development frameworks;

  • Strengthening early warning systems, dynamic scenario simulations, and anticipatory policy infrastructures aligned with the operational mandates of the Emergency Platform;

  • Mobilizing distributed expertise from ministries, scientific research centers, indigenous communities, innovation hubs, and diaspora networks;

  • Institutionalizing intergenerational sustainability governance frameworks aligned with the Declaration on Future Generations.

NWG–Peru’s operational foundation is the Nexus Ecosystem (NE) — a sovereign, open, cloud-agnostic digital public goods platform that:

  • Provides disaster risk modeling, anticipatory policy simulation environments, innovation ecosystem mapping tools, and resilience performance monitoring systems;

  • Embeds responsible digital governance principles, cybersecurity resilience frameworks, AI ethics protocols, and sovereign data governance aligned with the Global Digital Compact;

  • Supports the development of resilience, sustainability, and well-being metrics aligned with the Beyond GDP Initiative, enhancing Peru’s leadership in sustainable development foresight.

Together, NWG–Peru and the Nexus Ecosystem provide Peru with sovereign, scalable, and future-ready infrastructures to operationalize systemic foresight, sustainable innovation ecosystems, and resilient governance leadership.

Accordingly, we respectfully request:

  1. Formal Recognition of NWG–Peru as a national and international platform advancing systemic disaster risk foresight, anticipatory governance innovation, sovereign digital resilience, and sustainable development under the Pact for the Future;

  2. Institutional and Financial Support, enabling NWG–Peru’s full integration into multilateral resilience financing platforms, anticipatory governance networks, and sovereign digital public goods initiatives;

  3. Recognition of the Nexus Ecosystem (NE) as a sovereign digital public good essential for Peru’s disaster risk intelligence systems, anticipatory policy simulation environments, innovation ecosystem mapping, and sustainable development governance infrastructures;

  4. Framework Integration, ensuring systematic inclusion of NWG–Peru and NE outputs into global disaster risk dashboards, anticipatory governance hubs, innovation ecosystems, and Pact for the Future foresight monitoring frameworks.

The systemic resilience and sustainable development challenges facing Peru and the Andean-Amazonian region demand sovereign, anticipatory, and digitally resilient infrastructures.
NWG–Peru and the Nexus Ecosystem offer a transformational, scalable, and future-ready pathway for systemic foresight leadership, responsible innovation ecosystems, and resilient governance futures.

In full alignment with the Charter of the United Nations and the transformational vision articulated in the Pact for the Future, we submit this appeal and reaffirm our commitment to collaborative action, systemic foresight, responsible digital innovation, and sustainable development for Peru and global partners.
