National Working Groups (NWGs), established by the Global Centre for Risk and Innovation (GCRI) in over 120 countries, provide structured, inclusive platforms for advancing disaster risk reduction (DRR), innovation acceleration, and systemic resilience-building.

In Poland, the NWG strengthens national resilience by:

  • Localizing disaster risk foresight frameworks and operationalizing Poland’s sustainable development strategies aligned with the Pact for the Future;
  • Enabling early warning systems, anticipatory governance, and innovation-driven systemic resilience to address vulnerabilities linked to climate-driven floods and droughts, energy transition imperatives, urban-rural development divides, biodiversity pressures, and digital sovereignty needs;
  • Uniting ministries, scientific institutions, private sector innovators, indigenous knowledge networks, diaspora communities, and civil society organizations into a national resilience and policy innovation ecosystem;
  • Serving as a nexus of policy, research, and innovation to advance systemic foresight, disaster risk governance, and sustainable development leadership.

The Nexus Ecosystem (NE), developed by GCRI, underpins NWG operations by providing a sovereign-grade, open, and interoperable digital public goods infrastructure.
NE empowers Poland to deploy real-time disaster risk intelligence systems, anticipatory policy simulation platforms, innovation foresight dashboards, and sustainable governance architectures.

Together, NWG–Poland and NE form sovereign critical infrastructures for disaster risk governance, systemic resilience, responsible innovation, and sustainable governance leadership.

We call upon the Government of Poland, United Nations agencies, multilateral development banks, and global partners to formally recognize, support, and resource NWG–Poland and the Nexus Ecosystem as essential infrastructures for systemic foresight, innovation ecosystems, and resilient futures.

Excellencies,

We, the undersigned institutions, experts, and stakeholders committed to systemic foresight, responsible innovation, and sustainable resilience governance, respectfully submit this appeal for the formal recognition and institutional support of the National Working Group for Poland (NWG–Poland) and the Nexus Ecosystem (NE), developed by the Global Centre for Risk and Innovation (GCRI).

Poland today faces interconnected systemic risks:
Climate-induced floods, droughts, and heatwaves, energy transition pressures, biodiversity loss, urban and rural development challenges, food and water security pressures, and emerging digital sovereignty needs.
These challenges are directly aligned with the systemic foresight imperatives outlined in the Pact for the Future, requiring sovereign, anticipatory, and innovation-centered resilience strategies.

While Poland is advancing important initiatives across sustainability, digital economy growth, green transition, and disaster preparedness, strategic opportunities remain to deepen systemic foresight infrastructures, anticipatory governance capacities, and sovereign digital public goods ecosystems.

The National Working Group for Poland (NWG–Poland) addresses these systemic needs by:

  • Embedding disaster risk foresight, anticipatory governance, and systemic resilience frameworks across national and regional strategies;

  • Strengthening early warning systems, dynamic risk scenario simulations, and foresight-based policy innovation aligned with the operational mandates of the Emergency Platform;

  • Mobilizing national expertise across ministries, academic institutions, private sector innovation ecosystems, indigenous knowledge holders, and diaspora communities;

  • Institutionalizing sustainability and intergenerational foresight frameworks aligned with the Declaration on Future Generations.

NWG–Poland’s operational foundation is the Nexus Ecosystem (NE) — a sovereign, cloud-agnostic, open-access digital public goods platform that:

  • Provides disaster risk modeling, anticipatory policy simulation infrastructures, innovation ecosystem foresight dashboards, and systemic resilience monitoring tools;

  • Embeds responsible digital governance frameworks, cybersecurity resilience protocols, sovereign data protections, and AI ethics standards aligned with the Global Digital Compact;

  • Supports the evolution of holistic sustainability, resilience, and inclusive well-being indicators aligned with the Beyond GDP Initiative, reinforcing Poland’s leadership in systemic foresight and sustainable development.

Together, NWG–Poland and the Nexus Ecosystem provide Poland with sovereign, scalable, and future-ready infrastructures to operationalize systemic foresight, responsible innovation ecosystems, and resilient governance leadership.

Accordingly, we respectfully request:

  1. Formal Recognition of NWG–Poland as a national and international platform advancing systemic disaster risk foresight, anticipatory governance innovation, sovereign digital resilience, and sustainable development leadership under the Pact for the Future;

  2. Institutional and Financial Support, enabling NWG–Poland’s full integration into multilateral resilience financing frameworks, anticipatory governance platforms, and sovereign digital public goods programs;

  3. Recognition of the Nexus Ecosystem (NE) as a sovereign digital public good essential for Poland’s disaster risk intelligence platforms, anticipatory policy simulation systems, innovation resilience ecosystems, and sustainable governance monitoring infrastructures;

  4. Framework Integration, ensuring systematic inclusion of NWG–Poland and NE outputs into global disaster risk dashboards, anticipatory governance hubs, innovation ecosystems, and Pact for the Future foresight monitoring frameworks.

The systemic resilience and sustainability challenges facing Poland and the broader European Union require sovereign, anticipatory, and digitally sovereign solutions.
NWG–Poland and the Nexus Ecosystem offer a transformational, scalable, and future-ready pathway for systemic foresight leadership, responsible innovation, and sustainable governance for present and future generations.

In full alignment with the Charter of the United Nations and the transformational vision articulated in the Pact for the Future, we submit this appeal and reaffirm our collective commitment to collaborative action, systemic foresight leadership, responsible digital innovation, and sustainable future-building for Poland.
