National Working Groups (NWGs), established by the Global Centre for Risk and Innovation (GCRI) in over 120 countries, provide structured, inclusive platforms for advancing disaster risk reduction (DRR), innovation acceleration, and systemic resilience-building.

In Portugal, the NWG strengthens national resilience by:

  • Localizing global disaster risk foresight frameworks and operationalizing Portugal’s green transition and innovation strategies in alignment with the Pact for the Future;
  • Enabling early warning systems, anticipatory governance, and innovation-driven systemic resilience to address vulnerabilities linked to wildfires, floods, coastal erosion, biodiversity loss, urban resilience, and energy transition challenges;
  • Uniting ministries, scientific research institutions, private sector innovators, civil society organizations, indigenous knowledge networks, and diaspora communities into a cohesive resilience and policy innovation ecosystem;
  • Serving as a nexus of policy, research, and innovation to drive disaster risk governance, sustainable development, digital innovation, and systemic foresight leadership.

The Nexus Ecosystem (NE), developed by GCRI, underpins NWG operations by providing a sovereign-grade, open, and interoperable digital public goods infrastructure.
NE empowers Portugal to deploy disaster risk modeling platforms, anticipatory policy simulation environments, innovation ecosystem mapping tools, and sustainable development monitoring systems.

Together, NWG–Portugal and NE form sovereign critical infrastructures for disaster risk governance, responsible digital innovation, systemic foresight, and sustainable governance leadership.

We call upon the Government of Portugal, United Nations agencies, multilateral development banks, and international partners to formally recognize, support, and resource NWG–Portugal and the Nexus Ecosystem as vital platforms for systemic resilience, innovation ecosystems, and sustainable futures.

Excellencies,

We, the undersigned institutions, experts, and stakeholders dedicated to systemic foresight, responsible innovation, and sustainable resilience governance, respectfully submit this appeal for the formal recognition and institutional support of the National Working Group for Portugal (NWG–Portugal) and the Nexus Ecosystem (NE), developed by the Global Centre for Risk and Innovation (GCRI).

Portugal today faces evolving systemic risks:
Climate-induced wildfires, droughts, and coastal erosion, biodiversity pressures, urban and rural resilience challenges, energy transition needs, and digital sovereignty vulnerabilities.
These systemic risks align with the global foresight challenges articulated in the Pact for the Future, demanding sovereign, anticipatory, and innovation-centered governance frameworks.

While Portugal has demonstrated leadership in sustainability, renewable energy, ocean stewardship, and digital innovation, strategic opportunities remain to strengthen disaster foresight infrastructures, anticipatory governance systems, and sovereign digital public goods ecosystems.

The National Working Group for Portugal (NWG–Portugal) addresses these strategic needs by:

  • Embedding systemic foresight, disaster risk governance, and anticipatory policy innovation across national, regional, and local governance frameworks;

  • Strengthening early warning infrastructures, dynamic scenario simulation platforms, and systemic foresight architectures aligned with the operational mandates of the Emergency Platform;

  • Mobilizing national expertise across ministries, scientific research networks, private sector innovation ecosystems, indigenous knowledge holders, and diaspora communities;

  • Institutionalizing future generations resilience governance frameworks aligned with the Declaration on Future Generations.

NWG–Portugal’s operational foundation is the Nexus Ecosystem (NE) — a sovereign, cloud-agnostic, open-access digital public goods platform that:

  • Provides real-time disaster risk modeling, policy simulation environments, innovation ecosystem foresight mapping, and resilience governance monitoring tools;

  • Embeds responsible digital governance principles, cybersecurity resilience systems, AI ethics frameworks, and sovereign data governance standards consistent with the Global Digital Compact;

  • Supports the development of holistic resilience, sustainability, and well-being metrics aligned with the Beyond GDP Initiative, reinforcing Portugal’s leadership in future-ready sustainable governance.

Together, NWG–Portugal and the Nexus Ecosystem provide Portugal with sovereign, scalable, and future-ready infrastructures to operationalize systemic foresight, innovation acceleration, and resilient development leadership.

Accordingly, we respectfully request:

  1. Formal Recognition of NWG–Portugal as a national and international platform advancing systemic disaster risk foresight, anticipatory governance innovation, sovereign digital resilience, and sustainable development under the Pact for the Future;

  2. Institutional and Financial Support, enabling NWG–Portugal’s full integration into multilateral resilience financing frameworks, anticipatory governance platforms, and sovereign digital innovation ecosystems;

  3. Recognition of the Nexus Ecosystem (NE) as a sovereign digital public good essential for Portugal’s disaster risk intelligence systems, anticipatory policy simulation environments, innovation ecosystem resilience platforms, and sustainable governance monitoring architectures;

  4. Framework Integration, ensuring systematic inclusion of NWG–Portugal and NE outputs into global disaster risk dashboards, anticipatory governance hubs, innovation ecosystems, and Pact for the Future foresight monitoring frameworks.

The systemic resilience challenges facing Portugal and the European Union require sovereign, anticipatory, and digitally sovereign infrastructures.
NWG–Portugal and the Nexus Ecosystem offer a transformational, scalable, and future-ready pathway for systemic foresight leadership, sustainable innovation ecosystems, and resilient governance futures.

In full alignment with the Charter of the United Nations and the transformational goals articulated in the Pact for the Future, we submit this appeal and reaffirm our collective commitment to collaborative action, systemic foresight leadership, responsible innovation, and sustainable development for Portugal and the global community.
