We, the undersigned institutions, experts, and stakeholders committed to systemic resilience, responsible innovation, and sustainable foresight governance, respectfully submit this appeal for the formal recognition and institutional support of the National Working Group for Samoa (NWG–Samoa) and the Nexus Ecosystem (NE), developed by the Global Centre for Risk and Innovation (GCRI).
Samoa today faces profound and interconnected systemic risks:
Sea-level rise, coastal erosion, extreme weather events, cyclone and tsunami exposure, biodiversity loss, food and water insecurity, and digital development challenges.
These systemic challenges align directly with those articulated in the Pact for the Future, requiring sovereign, anticipatory, and innovation-centered resilience infrastructures.
While Samoa demonstrates strong leadership among Small Island Developing States (SIDS) in sustainable development and climate diplomacy, there remains an urgent need to embed systemic foresight systems, anticipatory governance frameworks, and sovereign digital public goods platforms to safeguard national resilience and sustainable futures.
The National Working Group for Samoa (NWG–Samoa) addresses these needs by:

Embedding systemic foresight, disaster risk reduction, and anticipatory policy innovation across national and community governance frameworks;

Strengthening early warning systems, risk scenario simulations, and foresight-based governance platforms aligned with the operational mandates of the Emergency Platform;
-
Mobilizing national capacities from ministries, scientific research institutions, indigenous knowledge networks, innovation hubs, and diaspora partnerships;
-
Institutionalizing future generations resilience protection frameworks aligned with the Declaration on Future Generations.
NWG–Samoa’s operational foundation is the Nexus Ecosystem (NE) — a sovereign, open, interoperable digital public goods platform that:

Provides real-time disaster risk modeling, policy simulation infrastructures, innovation foresight platforms, and systemic sustainability monitoring tools;

Embeds responsible digital governance frameworks, cybersecurity resilience standards, AI ethics principles, and sovereign data protection in line with the Global Digital Compact;
-
Supports the development of holistic resilience, sustainability, biodiversity protection, and well-being indicators aligned with the Beyond GDP Initiative, enhancing Samoa’s leadership in systemic sustainable development models.
Together, NWG–Samoa and the Nexus Ecosystem provide Samoa with sovereign, scalable, and future-ready infrastructures to operationalize disaster risk foresight, responsible innovation, and systemic governance resilience.
Accordingly, we respectfully request:

Formal Recognition of NWG–Samoa as a national and international platform advancing systemic disaster risk foresight, anticipatory governance, sovereign digital resilience, and sustainable development leadership under the Pact for the Future;

Institutional and Financial Support, enabling NWG–Samoa’s full integration into multilateral resilience financing systems, anticipatory governance platforms, and sovereign digital infrastructure initiatives;

Recognition of the Nexus Ecosystem (NE) as a sovereign digital public good critical for Samoa’s disaster risk intelligence, policy simulation platforms, innovation ecosystem resilience, and sustainable development monitoring architectures;

Framework Integration, ensuring systematic inclusion of NWG–Samoa and NE outputs into global disaster risk dashboards, anticipatory governance networks, innovation ecosystems, and Pact for the Future foresight monitoring mechanisms.
The systemic resilience challenges confronting Samoa and other SIDS nations require sovereign, anticipatory, and digitally sovereign solutions.
NWG–Samoa and the Nexus Ecosystem offer a practical, transformational pathway to advance systemic foresight, sustainable innovation, and resilient governance leadership for Samoa and global partners.
In full alignment with the Charter of the United Nations and the transformational vision articulated in the Pact for the Future, we submit this appeal and reaffirm our commitment to collaborative action, systemic resilience leadership, responsible digital innovation, and sustainable governance for Samoa’s present and future generations.
