National Working Groups (NWGs), established by the Global Centre for Risk and Innovation (GCRI) in over 120 countries, provide structured, inclusive platforms for advancing disaster risk reduction (DRR), innovation acceleration, and systemic resilience-building.

In Saudi Arabia, the NWG strengthens national resilience by:

  • Localizing global disaster risk foresight frameworks and operationalizing national strategic visions in alignment with the Pact for the Future;
  • Enabling early warning systems, anticipatory governance, and innovation-driven systemic resilience to address vulnerabilities related to extreme climate impacts, energy transition, urban megaproject sustainability, food and water security, and digital sovereignty challenges;
  • Uniting ministries, scientific institutions, megacity governance authorities, private sector innovators, indigenous knowledge networks, and diaspora expertise into a cohesive national resilience and policy innovation ecosystem;
  • Serving as a nexus of policy, research, and innovation to advance systemic foresight, sustainable urban development, and anticipatory risk governance.

The Nexus Ecosystem (NE), developed by GCRI, underpins NWG operations by providing a sovereign-grade, open, and interoperable digital public goods infrastructure.
NE empowers Saudi Arabia to deploy real-time disaster risk intelligence systems, anticipatory policy simulation environments, innovation ecosystem foresight platforms, and resilience monitoring infrastructures.

Together, NWG–Saudi Arabia and NE form sovereign critical infrastructures for systemic risk governance, responsible digital innovation, green transition leadership, and intergenerational resilience.

We call upon the Government of Saudi Arabia, United Nations agencies, multilateral development banks, and international partners to formally recognize, support, and resource NWG–Saudi Arabia and the Nexus Ecosystem as strategic infrastructures for resilience, innovation, and sustainable governance.

Excellencies,

We, the undersigned institutions, experts, and stakeholders committed to systemic foresight, responsible innovation, and sustainable resilience governance, respectfully submit this appeal for the formal recognition and institutional support of the National Working Group for Saudi Arabia (NWG–Saudi Arabia) and the Nexus Ecosystem (NE), developed by the Global Centre for Risk and Innovation (GCRI).

Saudi Arabia today faces systemic resilience challenges and unprecedented innovation opportunities:
Extreme climate impacts, desertification, water and food security vulnerabilities, megacity sustainability challenges, energy system transition, and digital sovereignty imperatives.
These systemic risks and opportunities reflect the critical global dynamics outlined in the Pact for the Future, requiring anticipatory, sovereign, and innovation-centered governance strategies.

While Saudi Arabia has launched bold national initiatives such as Vision 2030, the Saudi Green Initiative, and NEOM, there remain strategic opportunities to embed disaster foresight systems, anticipatory governance architectures, and sovereign digital public goods ecosystems across sectors.

The National Working Group for Saudi Arabia (NWG–Saudi Arabia) addresses these strategic needs by:

  • Embedding systemic foresight, disaster risk governance, and anticipatory policy innovation across national, regional, and megacity governance frameworks;

  • Strengthening early warning infrastructures, dynamic scenario simulation platforms, and resilience foresight mechanisms aligned with the operational mandates of the Emergency Platform;

  • Mobilizing distributed expertise from ministries, scientific research institutions, innovation ecosystems, indigenous knowledge networks, urban governance authorities, and diaspora communities;

  • Institutionalizing sustainable development foresight and future generations resilience governance aligned with the Declaration on Future Generations.

NWG–Saudi Arabia’s operational foundation is the Nexus Ecosystem (NE) — a sovereign, cloud-agnostic, open-access digital public goods platform that:

  • Provides disaster risk modeling, anticipatory policy simulation infrastructures, green economy foresight platforms, and systemic resilience monitoring dashboards;

  • Embeds responsible digital governance principles, cybersecurity resilience standards, AI ethics frameworks, and sovereign data governance aligned with the Global Digital Compact;

  • Supports holistic resilience, sustainability, innovation, and well-being indicators aligned with the Beyond GDP Initiative, enhancing Saudi Arabia’s global leadership in sustainable development metrics.

Together, NWG–Saudi Arabia and the Nexus Ecosystem provide Saudi Arabia with a sovereign, scalable, and future-ready infrastructure to operationalize systemic foresight, sustainable innovation ecosystems, and global resilience leadership.

Accordingly, we respectfully request:

  1. Formal Recognition of NWG–Saudi Arabia as a national and international platform advancing systemic disaster risk foresight, anticipatory governance innovation, sovereign digital resilience, and intergenerational sustainability leadership under the Pact for the Future;

  2. Institutional and Financial Support, enabling NWG–Saudi Arabia’s full integration into multilateral resilience financing frameworks, anticipatory governance systems, and sovereign digital innovation ecosystems;

  3. Recognition of the Nexus Ecosystem (NE) as a sovereign digital public good critical for Saudi Arabia’s disaster risk intelligence systems, anticipatory policy simulation environments, green economy foresight platforms, and sustainable governance monitoring systems;

  4. Framework Integration, ensuring systematic inclusion of NWG–Saudi Arabia and NE outputs into global disaster risk dashboards, anticipatory governance platforms, innovation ecosystems, and Pact for the Future foresight monitoring frameworks.

The systemic resilience and sustainable development challenges facing Saudi Arabia and the global community demand sovereign, anticipatory, and digitally sovereign solutions.
NWG–Saudi Arabia and the Nexus Ecosystem offer a transformational, scalable, and future-ready pathway for systemic foresight, sustainable innovation leadership, and resilient governance futures.

In full alignment with the Charter of the United Nations and the transformational vision articulated in the Pact for the Future, we submit this appeal and reaffirm our collective commitment to collaborative action, systemic foresight, responsible innovation, and sustainable governance leadership for Saudi Arabia and the global community.
