National Working Groups (NWGs), established by the Global Centre for Risk and Innovation (GCRI) in over 120 countries, provide structured, inclusive platforms for advancing disaster risk reduction (DRR), innovation acceleration, and systemic resilience-building.

In Senegal, the NWG strengthens national resilience by:

  • Localizing disaster risk foresight frameworks and operationalizing Senegal’s strategic development priorities in alignment with the Pact for the Future;
  • Enabling early warning systems, anticipatory governance, and innovation-driven systemic resilience to address vulnerabilities to droughts, coastal erosion, floods, food and water insecurity, and urban and rural development pressures;
  • Uniting ministries, scientific institutions, indigenous knowledge networks, private sector actors, diaspora communities, and civil society organizations into a coordinated resilience and policy innovation ecosystem;
  • Serving as a nexus of policy, research, and innovation to drive disaster risk governance, sustainable development, and systemic foresight leadership.

The Nexus Ecosystem (NE), developed by GCRI, underpins NWG operations by providing a sovereign-grade, open, and interoperable digital public goods infrastructure.
NE empowers Senegal to deploy real-time disaster risk intelligence systems, anticipatory policy simulation platforms, innovation ecosystem mapping tools, and sustainability monitoring dashboards.

Together, NWG–Senegal and NE form sovereign critical infrastructures for systemic risk governance, responsible digital innovation, and sustainable development leadership.

We call upon the Government of Senegal, United Nations agencies, multilateral development banks, and international partners to formally recognize, support, and resource NWG–Senegal and the Nexus Ecosystem as essential instruments for systemic resilience, innovation-driven growth, and sustainable futures.

Excellencies,

We, the undersigned institutions, experts, and stakeholders dedicated to systemic resilience, responsible innovation, and sustainable foresight governance, respectfully submit this appeal for the formal recognition and institutional support of the National Working Group for Senegal (NWG–Senegal) and the Nexus Ecosystem (NE), developed by the Global Centre for Risk and Innovation (GCRI).

Senegal today faces interconnected systemic risks:
Climate change-induced droughts, coastal erosion, and floods, urbanization and rural sustainability challenges, food and water security pressures, biodiversity loss, and digital infrastructure development needs.
These systemic risks align directly with the foresight challenges articulated in the Pact for the Future, demanding sovereign, anticipatory, and innovation-driven resilience strategies.

While Senegal is advancing significant initiatives in sustainable development, climate resilience, and digital transformation, critical opportunities exist to strengthen disaster foresight infrastructures, anticipatory governance systems, and sovereign digital public goods ecosystems.

The National Working Group for Senegal (NWG–Senegal) addresses these opportunities by:

  • Embedding systemic foresight, disaster risk reduction, and anticipatory governance frameworks across national, regional, and local development strategies;

  • Strengthening early warning systems, dynamic scenario simulation capacities, and anticipatory policy platforms aligned with the operational principles of the Emergency Platform;

  • Mobilizing national expertise across ministries, scientific institutions, innovation hubs, indigenous communities, private sector leaders, and diaspora networks;

  • Institutionalizing future generations stewardship and systemic sustainability governance aligned with the Declaration on Future Generations.

NWG–Senegal’s operational foundation is the Nexus Ecosystem (NE) — a sovereign, cloud-agnostic, open-access digital public goods platform that:

  • Provides disaster risk modeling, policy simulation infrastructures, innovation ecosystem foresight tools, and sustainability performance dashboards;

  • Embeds responsible digital governance standards, cybersecurity resilience protocols, AI ethics frameworks, and sovereign data protections in line with the Global Digital Compact;

  • Supports the development of holistic resilience, sustainability, and inclusive well-being metrics aligned with the Beyond GDP Initiative, enhancing Senegal’s leadership in future-ready development frameworks.

Together, NWG–Senegal and the Nexus Ecosystem provide Senegal with sovereign, scalable, and future-ready infrastructures for systemic foresight, sustainable innovation, and resilient governance.

Accordingly, we respectfully request:

  1. Formal Recognition of NWG–Senegal as a national and international platform advancing systemic disaster risk foresight, anticipatory policy innovation, sovereign digital resilience, and future generations protection under the Pact for the Future;

  2. Institutional and Financial Support, enabling NWG–Senegal’s full integration into multilateral resilience financing frameworks, anticipatory governance initiatives, and sovereign digital innovation programs;

  3. Recognition of the Nexus Ecosystem (NE) as a sovereign digital public good essential for Senegal’s disaster risk intelligence systems, anticipatory policy simulation platforms, innovation ecosystem monitoring tools, and sustainable development tracking architectures;

  4. Framework Integration, ensuring systematic inclusion of NWG–Senegal and NE outputs into global disaster risk dashboards, anticipatory governance hubs, policy innovation ecosystems, and Pact for the Future monitoring frameworks.

The systemic resilience challenges facing Senegal and the broader region require sovereign, anticipatory, and digitally sovereign infrastructures.
NWG–Senegal and the Nexus Ecosystem offer a transformational, scalable, and future-oriented pathway for systemic foresight, innovation leadership, and sustainable governance futures for Senegal and global partners.

In full alignment with the Charter of the United Nations and the transformational objectives articulated in the Pact for the Future, we submit this appeal and reaffirm our commitment to collaborative action, systemic foresight leadership, responsible digital innovation, and sustainable development futures for Senegal.
