We, the undersigned institutions, experts, and stakeholders committed to systemic resilience, responsible innovation, and sustainable foresight governance, respectfully submit this appeal for the formal recognition and institutional support of the National Working Group for Seychelles (NWG–Seychelles) and the Nexus Ecosystem (NE), developed by the Global Centre for Risk and Innovation (GCRI).
Seychelles today faces unique and interconnected systemic risks:
Climate change-driven sea-level rise, coastal erosion, biodiversity degradation in marine and terrestrial ecosystems, food and water security pressures, and tourism sector vulnerabilities.
These systemic risks reflect the critical global challenges outlined in the Pact for the Future, necessitating sovereign, anticipatory, and innovation-driven resilience strategies.
While Seychelles has emerged as a global leader in blue economy innovation, biodiversity protection, and climate diplomacy, critical opportunities remain to strengthen disaster foresight infrastructures, anticipatory governance systems, and sovereign digital public goods ecosystems.
The National Working Group for Seychelles (NWG–Seychelles) addresses these needs by:

Embedding systemic foresight, disaster risk governance, and anticipatory policy innovation into national and local development frameworks;

Strengthening early warning platforms, dynamic risk scenario simulations, and foresight-based policy innovation processes aligned with the operational mandates of the Emergency Platform;

Mobilizing distributed capacities across ministries, scientific institutions, innovation hubs, indigenous communities, private sector leaders, and diaspora networks;
-
Institutionalizing future generations resilience protection frameworks consistent with the Declaration on Future Generations.
NWG–Seychelles’ operational foundation is the Nexus Ecosystem (NE) — a sovereign, open, interoperable digital public goods platform that:

Provides real-time disaster risk modeling, policy simulation capacities, blue economy foresight mapping, and sustainability resilience monitoring infrastructures;

Embeds responsible digital governance principles, cybersecurity resilience frameworks, AI ethics protocols, and sovereign data governance standards aligned with the Global Digital Compact;
-
Supports the development of holistic sustainability, biodiversity resilience, and well-being indicators aligned with the Beyond GDP Initiative, advancing Seychelles’ global leadership in systemic foresight governance.
Together, NWG–Seychelles and the Nexus Ecosystem provide Seychelles with a sovereign, scalable, and future-ready infrastructure to operationalize disaster foresight, sustainable blue economy resilience, and systemic innovation futures.
Accordingly, we respectfully request:

Formal Recognition of NWG–Seychelles as a national and international platform advancing systemic disaster risk foresight, anticipatory policy innovation, sustainable governance, and intergenerational stewardship under the Pact for the Future;

Institutional and Financial Support, enabling NWG–Seychelles’ full integration into multilateral resilience financing frameworks, anticipatory governance platforms, and sovereign digital innovation ecosystems;

Recognition of the Nexus Ecosystem (NE) as a sovereign digital public good critical for Seychelles’ disaster risk intelligence systems, anticipatory policy simulation environments, innovation foresight ecosystems, and sustainable development monitoring architectures;

Framework Integration, ensuring systematic inclusion of NWG–Seychelles and NE outputs into global disaster risk dashboards, anticipatory governance hubs, innovation ecosystems, and Pact for the Future foresight monitoring frameworks.
The systemic risks facing Seychelles and other Small Island Developing States demand sovereign, anticipatory, and digitally resilient infrastructures.
NWG–Seychelles and the Nexus Ecosystem offer a transformational, sovereign, and future-ready pathway for systemic foresight leadership, responsible innovation ecosystems, and sustainable governance for Seychelles and the global community.
In full alignment with the Charter of the United Nations and the transformational objectives articulated in the Pact for the Future, we submit this appeal and reaffirm our commitment to collaborative action, systemic foresight, responsible digital innovation, and sustainable future-building for Seychelles.
