We, the undersigned institutions, experts, and stakeholders dedicated to systemic foresight, responsible innovation, and sustainable governance transformation, respectfully submit this appeal for the formal recognition and institutional support of the National Working Group for Singapore (NWG–Singapore) and the Nexus Ecosystem (NE), developed by the Global Centre for Risk and Innovation (GCRI).
Singapore today faces complex systemic risks:
Climate change-driven sea-level rise, urban heat stress, water and food security pressures, energy system transition needs, digital sovereignty and cybersecurity challenges, and supply chain vulnerabilities.
These interconnected risks are directly aligned with the global systemic challenges outlined in the Pact for the Future, requiring sovereign, anticipatory, and innovation-centered resilience strategies.
While Singapore leads globally in sustainable development, digital economy transformation, and resilience engineering, opportunities remain to deepen systemic foresight infrastructures, anticipatory governance platforms, and sovereign digital public goods ecosystems.
The National Working Group for Singapore (NWG–Singapore) addresses these strategic needs by:

Embedding systemic foresight, disaster risk governance, and anticipatory policy innovation across national, regional, and city-level development frameworks;

Strengthening real-time early warning systems, dynamic policy simulation platforms, and foresight-based resilience monitoring architectures aligned with the operational principles of the Emergency Platform;

Mobilizing distributed expertise across ministries, scientific research institutions, innovation hubs, indigenous knowledge systems, diaspora networks, and global research communities;

Institutionalizing long-term sustainability and intergenerational equity stewardship aligned with the Declaration on Future Generations.
NWG–Singapore’s operational foundation is the Nexus Ecosystem (NE) — a sovereign, open, cloud-agnostic digital public goods platform that:

Provides real-time disaster risk modeling, anticipatory governance platforms, innovation ecosystem mapping, and sustainability foresight systems;

Embeds responsible digital governance principles, cybersecurity resilience architectures, AI ethics standards, and sovereign data governance aligned with the Global Digital Compact;
-
Supports systemic resilience, innovation, and inclusive development metrics aligned with the Beyond GDP Initiative, enhancing Singapore’s leadership in holistic and sustainable development indicators.
Together, NWG–Singapore and the Nexus Ecosystem provide Singapore with a sovereign, interoperable, and future-ready infrastructure to foster systemic foresight, sustainable innovation ecosystems, and global urban resilience leadership.
Accordingly, we respectfully request:

Formal Recognition of NWG–Singapore as a national and international platform advancing systemic disaster risk foresight, anticipatory governance innovation, sovereign digital resilience, and sustainable futures under the Pact for the Future;

Institutional and Financial Support, enabling NWG–Singapore’s integration into multilateral resilience financing platforms, anticipatory governance systems, and sovereign digital public goods initiatives;

Recognition of the Nexus Ecosystem (NE) as a sovereign digital public good essential for Singapore’s disaster risk intelligence platforms, anticipatory policy simulation systems, innovation ecosystem resilience architectures, and sustainable governance monitoring systems;

Framework Integration, ensuring systematic inclusion of NWG–Singapore and NE outputs into global disaster risk dashboards, anticipatory governance networks, innovation ecosystems, and Pact for the Future monitoring frameworks.
The systemic challenges confronting Singapore and the international community demand sovereign, anticipatory, and digitally resilient infrastructures.
NWG–Singapore and the Nexus Ecosystem offer a transformational, scalable, and future-oriented pathway for advancing systemic foresight, responsible innovation, and sustainable governance futures.
In full alignment with the Charter of the United Nations and the transformational vision articulated in the Pact for the Future, we submit this appeal and reaffirm our collective commitment to collaborative action, systemic resilience leadership, responsible digital innovation, and sustainable development for Singapore and beyond.
