Excellencies,

We, the undersigned institutions, experts, and stakeholders dedicated to systemic resilience, responsible innovation, and sustainable foresight governance, respectfully submit this appeal for the formal recognition and institutional support of the National Working Group for Slovenia (NWG–Slovenia) and the Nexus Ecosystem (NE), developed by the Global Centre for Risk and Innovation (GCRI).

Slovenia today faces evolving systemic risks:
Climate-induced flooding, heatwaves, and landslides, energy transition vulnerabilities, water resource pressures, biodiversity loss, and digital governance challenges.
These risks align with the critical systemic threats identified in the Pact for the Future, demanding anticipatory, foresight-driven, and innovation-centered national resilience strategies.

While Slovenia has made important strides in climate action, sustainable innovation, and digital economy leadership, opportunities exist to expand disaster foresight infrastructures, anticipatory governance systems, and sovereign digital public goods ecosystems.

The National Working Group for Slovenia (NWG–Slovenia) addresses these needs by:

• Embedding systemic foresight, disaster risk governance, and anticipatory policy innovation frameworks into national, regional, and local governance systems;

• Strengthening early warning platforms, dynamic risk scenario simulations, and foresight-based policy innovation aligned with the operational mandates of the Emergency Platform;

• Mobilizing expertise across ministries, scientific networks, private sector innovators, indigenous knowledge systems, and diaspora communities;

• Institutionalizing intergenerational sustainability and resilience protections consistent with the Declaration on Future Generations.

NWG–Slovenia’s operational foundation is the Nexus Ecosystem (NE) — a sovereign, cloud-agnostic, open-access digital public goods platform that:

• Provides real-time disaster risk modeling, policy simulation tools, innovation ecosystem mapping, and sustainability monitoring architectures;

• Embeds responsible digital governance principles, cybersecurity resilience frameworks, AI ethics standards, and sovereign data protections aligned with the Global Digital Compact;

• Supports new resilience, sustainability, and inclusive well-being metrics aligned with the Beyond GDP Initiative, reinforcing Slovenia’s leadership in sustainable development frameworks.

Together, NWG–Slovenia and the Nexus Ecosystem provide Slovenia with a sovereign, scalable, and future-ready infrastructure to operationalize systemic foresight, sustainable innovation ecosystems, and resilient governance.

Accordingly, we respectfully request:

1. Formal Recognition of NWG–Slovenia as a national platform advancing systemic disaster risk foresight, anticipatory policy innovation, sovereign digital resilience, and future generations protection under the Pact for the Future;

2. Institutional and Financial Support, facilitating NWG–Slovenia’s full integration into multilateral resilience financing mechanisms, anticipatory governance systems, and sovereign digital innovation infrastructures;

3. Recognition of the Nexus Ecosystem (NE) as a sovereign digital public good essential for Slovenia’s disaster risk intelligence, policy simulation platforms, innovation ecosystem development, and sustainable governance monitoring systems;

4. Framework Integration, ensuring systematic inclusion of NWG–Slovenia and NE outputs into global disaster risk dashboards, anticipatory governance platforms, policy innovation ecosystems, and Pact for the Future foresight monitoring systems.

The systemic risks confronting Slovenia and the wider global community require sovereign, anticipatory, and digitally sovereign resilience infrastructures.
NWG–Slovenia and the Nexus Ecosystem offer a practical, scalable, and transformational pathway for securing systemic foresight, sustainable innovation, and resilient governance futures for Slovenia and global partners.

In full alignment with the Charter of the United Nations and the transformational objectives articulated in the Pact for the Future, we submit this appeal and reaffirm our collective commitment to collaborative action, systemic foresight leadership, responsible innovation, and sustainable governance.
