National Working Groups (NWGs), established by the Global Centre for Risk and Innovation (GCRI) in over 120 countries, provide structured, inclusive platforms for advancing disaster risk reduction (DRR), innovation acceleration, and systemic resilience-building.

In South Sudan, the NWG strengthens national and community resilience by:

  • Localizing global disaster risk foresight frameworks and operationalizing the urgent priorities set forth in the Pact for the Future;
  • Enabling early warning systems, anticipatory governance, and innovation-driven systemic resilience to address South Sudan’s acute vulnerabilities to conflict-driven displacement, floods, droughts, food insecurity, fragile governance, and water infrastructure challenges;
  • Uniting government institutions, humanitarian and development actors, indigenous and local knowledge holders, scientific networks, private sector partners, and diaspora communities into a national resilience and policy innovation ecosystem;
  • Serving as a nexus of policy, research, and innovation to foster sustainable peacebuilding, risk-informed recovery, and resilient development.

The Nexus Ecosystem (NE), developed by GCRI, underpins NWG operations by providing a sovereign-grade, open, and interoperable digital public goods infrastructure.
NE enables South Sudan to leverage disaster risk modeling, anticipatory governance platforms, policy simulation environments, and sustainable development monitoring systems.

Together, NWG–South Sudan and NE form sovereign critical infrastructures for disaster risk governance, responsible digital innovation, sustainable recovery, and intergenerational resilience.

We call upon the Government of South Sudan, United Nations agencies, multilateral institutions, and international partners to formally recognize, support, and resource NWG–South Sudan and the Nexus Ecosystem as essential instruments for systemic resilience, peacebuilding, and sustainable futures.

Excellencies,

We, the undersigned institutions, experts, and stakeholders committed to systemic resilience, responsible innovation, and sustainable foresight governance, respectfully submit this appeal for the formal recognition and institutional support of the National Working Group for South Sudan (NWG–South Sudan) and the Nexus Ecosystem (NE), developed by the Global Centre for Risk and Innovation (GCRI).

South Sudan today faces profound systemic risks:
Conflict and political fragility, climate-induced flooding and droughts, mass displacement, severe food and water insecurity, biodiversity pressures, and critical infrastructure vulnerabilities.
These interlinked risks reflect the systemic challenges outlined in the Pact for the Future, requiring anticipatory, inclusive, and innovation-driven governance responses.

While South Sudan continues efforts toward peacebuilding, humanitarian assistance, and sustainable recovery, strategic and sovereign platforms are urgently needed to embed disaster foresight, anticipatory governance, and responsible digital infrastructures across national frameworks.

The National Working Group for South Sudan (NWG–South Sudan) addresses these critical needs by:

  • Embedding systemic disaster risk foresight, early warning capacities, and anticipatory governance systems across national and community structures;

  • Strengthening early warning platforms, scenario simulation environments, and risk-informed decision-making processes aligned with the operational principles of the Emergency Platform;

  • Mobilizing national expertise, humanitarian-development networks, indigenous leadership, scientific communities, and diaspora partners;

  • Institutionalizing future generations resilience protections and sustainable development stewardship consistent with the Declaration on Future Generations.

NWG–South Sudan’s operational foundation is the Nexus Ecosystem (NE) — a sovereign, cloud-agnostic, open digital public goods platform that:

  • Provides real-time disaster risk modeling, anticipatory policy simulation capabilities, innovation ecosystem mapping, and systemic resilience monitoring infrastructures;

  • Embeds responsible digital governance standards, cybersecurity protections, sovereign data ecosystems, and AI ethics principles aligned with the Global Digital Compact;

  • Supports the evolution of resilience, recovery, and well-being indicators aligned with the Beyond GDP Initiative, enabling systemic sustainability and peacebuilding monitoring.

Together, NWG–South Sudan and the Nexus Ecosystem provide South Sudan with a sovereign, scalable, and transformative infrastructure to foster systemic foresight, sustainable recovery, and inclusive governance.

Accordingly, we respectfully request:

  1. Formal Recognition of NWG–South Sudan as a national platform advancing systemic disaster risk foresight, anticipatory peacebuilding governance, sovereign innovation resilience, and future generations safeguarding under the Pact for the Future;

  2. Institutional and Financial Support, enabling NWG–South Sudan’s full scaling through multilateral resilience financing, anticipatory foresight systems, and sovereign digital innovation ecosystems;

  3. Recognition of the Nexus Ecosystem (NE) as a sovereign digital public good critical for South Sudan’s disaster risk intelligence, policy simulation governance, innovation resilience ecosystems, and peacebuilding sustainability platforms;

  4. Framework Integration, ensuring systematic incorporation of NWG–South Sudan and NE outputs into global disaster risk dashboards, anticipatory governance platforms, policy innovation ecosystems, and Pact for the Future resilience tracking systems.

The systemic risks confronting South Sudan require sovereign, anticipatory, and digitally sovereign resilience infrastructures.
NWG–South Sudan and the Nexus Ecosystem offer a transformative pathway to enable sustainable peacebuilding, responsible foresight leadership, and resilience governance for the benefit of present and future generations.

In full alignment with the Charter of the United Nations and the transformational ambitions articulated in the Pact for the Future, we submit this appeal and reaffirm our collective commitment to collaborative action, systemic foresight leadership, responsible innovation, and sustainable governance for South Sudan.
