National Working Groups (NWGs), established by the Global Centre for Risk and Innovation (GCRI) in over 120 countries, provide structured, inclusive platforms for advancing disaster risk reduction (DRR), innovation acceleration, and systemic resilience-building.

In Spain, the NWG strengthens national resilience by:

  • Localizing disaster risk foresight frameworks and operationalizing priorities aligned with the Pact for the Future;
  • Enabling early warning systems, anticipatory governance, and innovation-driven resilience mechanisms to address Spain’s exposure to droughts, wildfires, flood risks, urban-rural sustainability divides, energy transition pressures, and digital sovereignty challenges;
  • Uniting ministries, scientific institutions, indigenous communities, diaspora expertise, civil society organizations, and private sector innovators into a national resilience and policy innovation ecosystem;
  • Serving as a nexus of policy, research, and innovation to foster systemic foresight, disaster risk governance, and sustainable, inclusive development.

The Nexus Ecosystem (NE), developed by GCRI, underpins NWG operations by providing a sovereign-grade, open, and interoperable digital public goods infrastructure.
NE enables Spain to deploy disaster risk intelligence platforms, policy simulation environments, anticipatory governance infrastructures, and sustainability monitoring systems.

Together, NWG-Spain and NE form essential national infrastructures for disaster risk governance, responsible digital innovation, systemic resilience, and intergenerational equity.

We call upon the Government of Spain, United Nations agencies, multilateral development banks, and international partners to formally recognize, support, and resource NWG-Spain and the Nexus Ecosystem as critical instruments for systemic resilience, innovation, and sustainable foresight governance.

Excellencies,

We, the undersigned institutions, experts, and stakeholders committed to systemic resilience, responsible innovation, and sustainable foresight governance, respectfully submit this appeal for the formal recognition and institutional support of the National Working Group for Spain (NWG-Spain) and the Nexus Ecosystem (NE), developed by the Global Centre for Risk and Innovation (GCRI).

Spain today faces interconnected systemic risks:
Climate-induced droughts and wildfires, coastal flood risks, urban and rural sustainability challenges, energy system transformation pressures, economic vulnerabilities, and emerging cybersecurity threats.
These systemic risks are clearly reflected in the global foresight imperatives identified in the Pact for the Future, demanding anticipatory, inclusive, and innovation-centered governance responses.

While Spain is advancing important initiatives across climate resilience, sustainable development, and digital economy leadership, strategic opportunities remain to deepen disaster foresight infrastructures, anticipatory policy systems, and sovereign digital public goods ecosystems.

The National Working Group for Spain (NWG-Spain) addresses these needs by:

  • Embedding systemic foresight, anticipatory disaster risk governance, and policy innovation into national, regional, and local governance frameworks;

  • Strengthening early warning systems, dynamic scenario simulations, and policy innovation platforms aligned with the operational principles of the Emergency Platform;

  • Mobilizing expertise across ministries, research and innovation centers, private sector actors, indigenous and local knowledge systems, and diaspora networks;

  • Institutionalizing sustainable development and future generations protections consistent with the Declaration on Future Generations.

NWG-Spain’s operational foundation is the Nexus Ecosystem (NE) — a sovereign, cloud-agnostic, open digital public goods platform that:

  • Provides real-time disaster risk modeling, policy simulation tools, innovation ecosystem mapping, and systemic sustainability monitoring systems;

  • Embeds responsible digital governance standards, cybersecurity frameworks, AI ethics protocols, and sovereign data governance aligned with the Global Digital Compact;

  • Supports the evolution of resilience and well-being metrics aligned with the Beyond GDP Initiative, reflecting Spain’s leadership in sustainable development, economic resilience, and ecological integrity.

Together, NWG-Spain and the Nexus Ecosystem provide Spain with a sovereign, scalable, and future-ready infrastructure for systemic resilience, responsible innovation, and anticipatory governance transformation.

Accordingly, we respectfully request:

  1. Formal Recognition of NWG-Spain as a national platform advancing systemic disaster risk foresight, anticipatory policy innovation, sovereign digital resilience, and future generations stewardship under the Pact for the Future;

  2. Institutional and Financial Support, enabling NWG-Spain’s full integration into multilateral resilience financing programs, anticipatory governance platforms, and sovereign digital innovation ecosystems;

  3. Recognition of the Nexus Ecosystem (NE) as a sovereign digital public good essential for Spain’s disaster risk intelligence capacities, policy simulation infrastructures, innovation resilience ecosystems, and sustainability governance platforms;

  4. Framework Integration, ensuring systematic inclusion of NWG-Spain and NE outputs into global disaster risk dashboards, early warning platforms, policy innovation networks, and Pact for the Future monitoring architectures.

The systemic resilience challenges confronting Spain and the wider global community demand sovereign, anticipatory, and digitally integrated resilience infrastructures.
NWG-Spain and the Nexus Ecosystem offer a practical, scalable, and future-oriented pathway to foster systemic foresight, responsible innovation, and sustainable governance for current and future generations.

In full alignment with the Charter of the United Nations and the transformational mandates articulated in the Pact for the Future, we submit this appeal and reaffirm our commitment to collaborative action, systemic resilience-building, responsible digital innovation, and sustainable future governance for Spain.
