We, the undersigned institutions, experts, and stakeholders committed to systemic resilience, responsible innovation, and sustainable governance transformation, respectfully submit this appeal for the formal recognition and institutional support of the National Working Group for Sudan (NWG-Sudan) and the Nexus Ecosystem (NE), developed by the Global Centre for Risk and Innovation (GCRI).
Sudan today faces profound and interconnected systemic risks:
Conflict-induced displacement and humanitarian crises, climate variability leading to floods and droughts, severe water and food insecurity, desertification, and fragile governance and digital infrastructures.
These urgent risks are aligned with the systemic threats articulated in the Pact for the Future, demanding anticipatory, inclusive, and innovation-driven governance interventions.
While Sudan’s national and community-level actors strive toward humanitarian assistance, peacebuilding, and sustainable recovery, there is an immediate and strategic need to embed disaster foresight, anticipatory governance, and sovereign digital infrastructures across the country.
The National Working Group for Sudan (NWG-Sudan) addresses these pressing needs by:

Embedding disaster foresight systems, anticipatory action frameworks, and resilience governance infrastructures across national, regional, and local levels;

Strengthening early warning systems, risk scenario simulations, and adaptive policy innovation aligned with the operational mandates of the Emergency Platform;
-
Mobilizing capacities across government agencies, universities, humanitarian and development organizations, indigenous and community knowledge networks, and diaspora support systems;
-
Institutionalizing future generations stewardship, resilience recovery frameworks, and systemic peacebuilding aligned with the Declaration on Future Generations.
NWG-Sudan’s operational foundation is the Nexus Ecosystem (NE) — a sovereign, cloud-agnostic, open-access digital public goods platform that:

Provides real-time disaster risk modeling, policy simulation environments, innovation ecosystem mapping, and resilience performance monitoring tools;

Embeds responsible digital governance standards, cybersecurity resilience, data sovereignty protections, and transparency architectures consistent with the Global Digital Compact;

Supports the development of Beyond GDP-aligned resilience, well-being, peacebuilding, and ecological stability metrics essential for national recovery and sustainable development.
Together, NWG-Sudan and NE provide Sudan with a sovereign, scalable, and future-ready infrastructure to operationalize systemic foresight, resilient innovation ecosystems, sustainable governance, and peaceful development.
Accordingly, we respectfully request:

Formal Recognition of NWG-Sudan as a national platform advancing systemic disaster risk foresight, anticipatory governance, sovereign innovation development, and intergenerational resilience under the Pact for the Future;

Institutional and Financial Support, enabling NWG-Sudan’s scaling through multilateral resilience financing architectures, anticipatory governance programs, and sovereign digital transformation initiatives;

Recognition of the Nexus Ecosystem (NE) as a sovereign digital public good critical to Sudan’s disaster risk intelligence systems, policy simulation capacities, innovation resilience development, and sustainable foresight governance;

Framework Integration, ensuring systematic inclusion of NWG-Sudan and NE outputs into global disaster risk dashboards, anticipatory governance infrastructures, innovation platforms, and Pact for the Future foresight monitoring systems.
The systemic resilience and governance challenges facing Sudan demand sovereign, anticipatory, and digitally sovereign solutions.
NWG-Sudan and the Nexus Ecosystem provide a vital infrastructure for operationalizing disaster resilience, peacebuilding, responsible innovation, and sustainable governance futures for current and future generations.
In full alignment with the Charter of the United Nations and the transformational mandates articulated in the Pact for the Future, we submit this appeal and reaffirm our commitment to collaborative action, systemic foresight, responsible digital innovation, and resilient governance futures for Sudan.
