We, the undersigned institutions, experts, and stakeholders committed to systemic foresight, responsible innovation, and sustainable resilience governance, respectfully submit this appeal for the formal recognition and institutional support of the National Working Group for Sweden (NWG-Sweden) and the Nexus Ecosystem (NE), developed by the Global Centre for Risk and Innovation (GCRI).
Sweden today faces interconnected systemic risks:
Climate-driven biodiversity loss, Arctic climate shifts, cybersecurity vulnerabilities, critical infrastructure resilience challenges, and urban-rural sustainability disparities.
These risks mirror the critical global systemic challenges identified in the Pact for the Future, requiring anticipatory, inclusive, and digitally sovereign governance strategies.
While Sweden is a global leader in climate action, digital innovation, and sustainable development governance, strategic opportunities remain to expand disaster risk foresight infrastructures, anticipatory policy systems, and sovereign digital public goods ecosystems.
The National Working Group for Sweden (NWG-Sweden) addresses these needs by:

Embedding systemic risk foresight, anticipatory governance frameworks, and innovation resilience architectures across national, regional, and local levels;

Strengthening early warning infrastructures, real-time risk scenario simulation environments, and policy innovation processes aligned with the operational principles of the Emergency Platform;

Mobilizing national and international expertise across ministries, scientific institutions, digital innovation ecosystems, indigenous leadership networks, and diaspora communities;

Institutionalizing future generations protection and systemic sustainability governance in alignment with the Declaration on Future Generations.
NWG-Sweden’s operational foundation is the Nexus Ecosystem (NE) — a sovereign, cloud-agnostic, open digital public goods platform that:

Provides real-time disaster risk modeling, policy simulation tools, innovation ecosystem mapping, and adaptive resilience monitoring infrastructures;

Embeds responsible digital governance standards, cybersecurity resilience frameworks, AI ethics policies, and sovereign data ecosystems aligned with the Global Digital Compact;

Supports the development of Beyond GDP-aligned resilience and sustainability metrics, positioning Sweden at the forefront of holistic development leadership.
Together, NWG-Sweden and NE enable Sweden to operationalize systemic resilience-building, anticipatory innovation ecosystems, and sovereign foresight governance.
Accordingly, we respectfully request:

Formal Recognition of NWG-Sweden as a national and international platform advancing systemic disaster risk foresight, anticipatory innovation governance, and sustainable futures stewardship under the Pact for the Future;

Institutional and Financial Support, facilitating NWG-Sweden’s expansion through multilateral resilience funding frameworks, anticipatory foresight initiatives, and sovereign digital public goods ecosystems;

Recognition of the Nexus Ecosystem (NE) as a sovereign digital public good essential for Sweden’s disaster risk intelligence, policy simulation governance, innovation system resilience, and sustainability transformation architectures;

Framework Integration, ensuring systematic inclusion of NWG-Sweden and NE outputs into global disaster risk dashboards, anticipatory governance platforms, policy innovation ecosystems, and Pact for the Future monitoring frameworks.
The systemic risks confronting Sweden and the global community demand sovereign, anticipatory, and digitally inclusive resilience-building solutions.
NWG-Sweden and the Nexus Ecosystem provide a tangible, sovereign infrastructure for advancing systemic foresight, responsible innovation, and sustainable governance futures for current and future generations.
