National Working Groups (NWGs), established by the Global Centre for Risk and Innovation (GCRI) in over 120 countries, provide structured, inclusive platforms for advancing disaster risk reduction (DRR), innovation acceleration, and systemic resilience-building.

In Sweden, the NWG strengthens national and international resilience by:

  • Localizing disaster risk foresight frameworks and operationalizing Sweden’s sustainability and innovation priorities in alignment with the Pact for the Future;
  • Enabling anticipatory governance, early warning systems, and innovation-driven systemic resilience across sectors vulnerable to climate impacts, cybersecurity threats, critical infrastructure risks, and urban-rural sustainability divides;
  • Uniting national government bodies, research and innovation institutions, private sector leaders, indigenous knowledge networks, diaspora experts, and civil society organizations into a cohesive resilience and policy innovation ecosystem;
  • Serving as a nexus of policy, research, and innovation to enhance Sweden’s leadership in foresight governance, systemic resilience, and sustainable innovation globally.

The Nexus Ecosystem (NE), developed by GCRI, underpins NWG operations by providing a sovereign-grade, open, and interoperable digital public goods infrastructure.
NE empowers Sweden to deploy disaster risk intelligence platforms, anticipatory policy simulation environments, systemic foresight infrastructures, and sustainable development monitoring systems.

Together, NWG-Sweden and NE form sovereign critical infrastructures for disaster risk governance, anticipatory innovation leadership, and systemic sustainability advancement.

We call upon the Government of Sweden, United Nations agencies, multilateral institutions, and global partners to formally recognize, support, and resource NWG-Sweden and the Nexus Ecosystem as essential platforms for building resilient, innovative, and inclusive futures.

Support NWG-Sweden. Strengthen Risk-Informed Policy Innovation. Secure Digital Public Goods for Systemic Resilience.

Letter to
Secretary-General of United Nations, António Guterres

Excellencies,

We, the undersigned institutions, experts, and stakeholders committed to systemic foresight, responsible innovation, and sustainable resilience governance, respectfully submit this appeal for the formal recognition and institutional support of the National Working Group for Sweden (NWG-Sweden) and the Nexus Ecosystem (NE), developed by the Global Centre for Risk and Innovation (GCRI).

Sweden today faces interconnected systemic risks:
Climate-driven biodiversity loss, Arctic climate shifts, cybersecurity vulnerabilities, critical infrastructure resilience challenges, and urban-rural sustainability disparities.
These risks mirror the critical global systemic challenges identified in the Pact for the Future, requiring anticipatory, inclusive, and digitally sovereign governance strategies.

While Sweden is a global leader in climate action, digital innovation, and sustainable development governance, strategic opportunities remain to expand disaster risk foresight infrastructures, anticipatory policy systems, and sovereign digital public goods ecosystems.

The National Working Group for Sweden (NWG-Sweden) addresses these needs by:

  • Embedding systemic risk foresight, anticipatory governance frameworks, and innovation resilience architectures across national, regional, and local levels;

  • Strengthening early warning infrastructures, real-time risk scenario simulation environments, and policy innovation processes aligned with the operational principles of the Emergency Platform;

  • Mobilizing national and international expertise across ministries, scientific institutions, digital innovation ecosystems, indigenous leadership networks, and diaspora communities;

  • Institutionalizing future generations protection and systemic sustainability governance in alignment with the Declaration on Future Generations.

NWG-Sweden’s operational foundation is the Nexus Ecosystem (NE) — a sovereign, cloud-agnostic, open digital public goods platform that:

  • Provides real-time disaster risk modeling, policy simulation tools, innovation ecosystem mapping, and adaptive resilience monitoring infrastructures;

  • Embeds responsible digital governance standards, cybersecurity resilience frameworks, AI ethics policies, and sovereign data ecosystems aligned with the Global Digital Compact;

  • Supports the development of Beyond GDP-aligned resilience and sustainability metrics, positioning Sweden at the forefront of holistic development leadership.

Together, NWG-Sweden and NE enable Sweden to operationalize systemic resilience-building, anticipatory innovation ecosystems, and sovereign foresight governance.

Accordingly, we respectfully request:

  1. Formal Recognition of NWG-Sweden as a national and international platform advancing systemic disaster risk foresight, anticipatory innovation governance, and sustainable futures stewardship under the Pact for the Future;

  2. Institutional and Financial Support, facilitating NWG-Sweden’s expansion through multilateral resilience funding frameworks, anticipatory foresight initiatives, and sovereign digital public goods ecosystems;

  3. Recognition of the Nexus Ecosystem (NE) as a sovereign digital public good essential for Sweden’s disaster risk intelligence, policy simulation governance, innovation system resilience, and sustainability transformation architectures;

  4. Framework Integration, ensuring systematic inclusion of NWG-Sweden and NE outputs into global disaster risk dashboards, anticipatory governance platforms, policy innovation ecosystems, and Pact for the Future monitoring frameworks.

The systemic risks confronting Sweden and the global community demand sovereign, anticipatory, and digitally inclusive resilience-building solutions.
NWG-Sweden and the Nexus Ecosystem provide a tangible, sovereign infrastructure for advancing systemic foresight, responsible innovation, and sustainable governance futures for current and future generations.

In full alignment with the Charter of the United Nations and the transformational mandates articulated in the Pact for the Future, we submit this appeal and reaffirm our collective commitment to collaborative action, systemic resilience leadership, responsible innovation, and sustainable future-building for Sweden and the world.

Respectfully submitted,
