National Working Groups (NWGs), established by the Global Centre for Risk and Innovation (GCRI) in over 120 countries, provide structured, inclusive platforms for advancing disaster risk reduction (DRR), innovation acceleration, and systemic resilience-building.

In Tajikistan, the NWG strengthens national resilience by:

  • Localizing global disaster risk foresight frameworks and operationalizing priorities outlined in the Pact for the Future;
  • Enabling early warning systems, anticipatory governance, and innovation-driven resilience strategies to address Tajikistan’s systemic risks from glacial melt, seismic activity, floods, droughts, and agriculture-energy vulnerabilities;
  • Uniting government ministries, scientific institutions, civil society organizations, indigenous knowledge holders, diaspora experts, and private sector innovators into a cohesive national resilience and policy innovation ecosystem;
  • Serving as a nexus of policy, research, and innovation to support systemic resilience, sustainable water and energy management, and future-oriented governance.

The Nexus Ecosystem (NE), developed by GCRI, underpins NWG operations by providing a sovereign-grade, open, and interoperable digital public goods infrastructure.
NE enables Tajikistan to deploy risk intelligence platforms, anticipatory governance systems, policy simulation environments, and sustainability performance frameworks.

Together, NWG-Tajikistan and NE form essential national infrastructures for disaster risk governance, systemic innovation, digital sovereignty, and intergenerational resilience.

We call upon the Government of Tajikistan, United Nations agencies, multilateral development banks, and international partners to formally recognize, support, and resource NWG-Tajikistan and the Nexus Ecosystem as critical sovereign infrastructures for resilience, innovation, and sustainable development.

Excellencies,

We, the undersigned institutions, experts, and stakeholders dedicated to systemic resilience, responsible innovation, and sustainable governance transformation, respectfully submit this appeal for the formal recognition and institutional support of the National Working Group for Tajikistan (NWG-Tajikistan) and the Nexus Ecosystem (NE), developed by the Global Centre for Risk and Innovation (GCRI).

Tajikistan today faces deeply interconnected systemic risks:
Glacial retreat impacting water security, seismic vulnerabilities, climate-induced floods and droughts, agricultural fragility, and energy resilience challenges.
These risks are consistent with the systemic threats outlined in the Pact for the Future, demanding anticipatory, foresight-driven, and innovation-centered governance systems.

While Tajikistan has prioritized water and energy resilience in national development strategies, critical gaps remain in fully integrated disaster foresight capacities, anticipatory governance frameworks, and sovereign digital infrastructures.

The National Working Group for Tajikistan (NWG-Tajikistan) addresses these strategic needs by:

  • Embedding systemic foresight, disaster risk reduction frameworks, and anticipatory governance into national and subnational systems;

  • Strengthening early warning capacities, risk scenario simulations, and adaptive policy innovation aligned with the operational protocols of the Emergency Platform;

  • Mobilizing distributed expertise across government agencies, research institutions, rural development actors, diaspora communities, and innovation networks;

  • Institutionalizing future generations’ resilience stewardship frameworks consistent with the Declaration on Future Generations.

NWG-Tajikistan’s operational foundation is the Nexus Ecosystem (NE) — a sovereign, interoperable, open-access digital public goods platform that:

  • Provides real-time disaster risk modeling, policy simulation capacities, innovation ecosystem mapping, and adaptive governance monitoring tools;

  • Embeds responsible digital governance, data sovereignty, cybersecurity resilience, and AI ethics aligned with the Global Digital Compact;

  • Supports the advancement of resilience, well-being, and sustainability metrics aligned with the Beyond GDP Initiative, shaping a future-ready national development trajectory.

Together, NWG-Tajikistan and NE offer Tajikistan a sovereign, inclusive, and scalable infrastructure to operationalize systemic resilience, responsible innovation ecosystems, and sustainable governance frameworks.

Accordingly, we respectfully request:

  1. Formal Recognition of NWG-Tajikistan as a national platform advancing systemic disaster risk foresight, anticipatory policy innovation, sovereign digital governance, and future generations safeguarding under the Pact for the Future;

  2. Institutional and Financial Support, enabling NWG-Tajikistan’s expansion through multilateral resilience financing, anticipatory governance initiatives, and sovereign digital infrastructure programs;

  3. Recognition of the Nexus Ecosystem (NE) as a sovereign digital public good critical for Tajikistan’s disaster risk intelligence, policy simulation, innovation system resilience, and sustainability monitoring systems;

  4. Framework Integration, ensuring systematic inclusion of NWG-Tajikistan and NE outputs into global disaster risk dashboards, early warning platforms, policy innovation hubs, and Pact for the Future monitoring architectures.

The systemic risks confronting Tajikistan demand anticipatory, inclusive, and digitally sovereign resilience infrastructures.
NWG-Tajikistan and the Nexus Ecosystem provide a tangible, scalable, and future-ready pathway for systemic foresight, innovation-led governance, and sustainable development for present and future generations.

In full alignment with the Charter of the United Nations and the transformational ambitions articulated in the Pact for the Future, we submit this appeal and reaffirm our commitment to collaborative action, systemic resilience, responsible innovation, and inclusive governance transformation for Tajikistan’s future.
