National Working Groups (NWGs), established by the Global Centre for Risk and Innovation (GCRI) in over 120 countries, provide structured, inclusive platforms for advancing disaster risk reduction (DRR), innovation acceleration, and systemic resilience-building.

In Tanzania, the NWG strengthens national resilience by:

  • Localizing global disaster risk foresight frameworks and operationalizing priorities of the Pact for the Future;
  • Enabling early warning systems, anticipatory governance, and innovation-driven risk management to address Tanzania’s exposure to climate-driven droughts and floods, agricultural vulnerabilities, biodiversity loss, and urban resilience pressures;
  • Uniting national ministries, research institutions, indigenous communities, private sector innovators, diaspora groups, and civil society organizations into a cohesive resilience and policy innovation ecosystem;
  • Serving as a nexus of policy, research, and innovation to advance disaster risk governance, sustainable development, and inclusive digital transformation.

The Nexus Ecosystem (NE), developed by GCRI, underpins NWG operations by providing a sovereign-grade, open, and interoperable digital public goods infrastructure.
NE empowers Tanzania to leverage real-time disaster risk modeling, anticipatory governance architectures, policy simulation environments, and resilient sustainability monitoring.

Together, NWG-Tanzania and NE form essential national infrastructures for systemic risk governance, responsible innovation, and intergenerational resilience.

We call upon the Government of Tanzania, United Nations agencies, multilateral development banks, and international partners to formally recognize, support, and resource NWG-Tanzania and the Nexus Ecosystem as critical platforms for building a resilient, innovative, and sustainable future.

Excellencies,

We, the undersigned institutions, experts, and stakeholders committed to systemic resilience, responsible innovation, and sustainable governance transformation, respectfully submit this appeal for the formal recognition and institutional support of the National Working Group for Tanzania (NWG-Tanzania) and the Nexus Ecosystem (NE), developed by the Global Centre for Risk and Innovation (GCRI).

Tanzania today faces converging systemic risks:
Climate-driven floods and droughts, coastal erosion, biodiversity degradation, agricultural and water system vulnerabilities, and urbanization stress.
These intersecting risks align with the global systemic threats outlined in the Pact for the Future, necessitating integrated, foresight-driven, and innovation-enabled national resilience strategies.

While Tanzania has made strong advancements in climate adaptation, sustainable agriculture, and development, strategic opportunities exist to deepen disaster foresight capabilities, anticipatory governance systems, and sovereign digital infrastructure ecosystems.

The National Working Group for Tanzania (NWG-Tanzania) addresses these needs by:

  • Embedding disaster risk foresight, anticipatory governance, and systemic resilience frameworks across national and subnational levels;

  • Strengthening early warning architectures, dynamic risk scenario simulation environments, and anticipatory policy innovation aligned with the operational principles of the Emergency Platform;

  • Mobilizing distributed national capacities across government bodies, universities, innovation hubs, indigenous communities, diaspora expertise, and scientific research networks;

  • Institutionalizing intergenerational resilience stewardship consistent with the Declaration on Future Generations.

NWG-Tanzania’s operational foundation is the Nexus Ecosystem (NE) — a sovereign, open, interoperable digital public goods platform that:

  • Provides real-time disaster risk modeling, policy simulation capabilities, innovation ecosystem mapping, and adaptive governance monitoring tools;

  • Embeds responsible digital governance, AI ethics, cybersecurity resilience, and sovereign data ecosystems in alignment with the Global Digital Compact;

  • Supports the establishment of resilience, innovation, and well-being metrics aligned with the Beyond GDP Initiative, redefining national development pathways.

Together, NWG-Tanzania and NE offer Tanzania a sovereign, inclusive, and future-ready infrastructure for systemic resilience-building, digital sovereignty, and innovation-driven sustainable development.

Accordingly, we respectfully request:

  1. Formal Recognition of NWG-Tanzania as a national platform advancing systemic disaster risk foresight, anticipatory policy innovation, responsible digital governance, and future generations stewardship under the Pact for the Future;

  2. Institutional and Financial Support, enabling NWG-Tanzania’s scaling through multilateral resilience financing, anticipatory governance programs, and sovereign digital public goods initiatives;

  3. Recognition of the Nexus Ecosystem (NE) as a sovereign digital public good critical for Tanzania’s disaster risk intelligence, policy simulation environments, innovation ecosystem resilience, and sustainability governance systems;

  4. Framework Integration, ensuring systematic incorporation of NWG-Tanzania and NE outputs into global disaster risk dashboards, early warning systems, policy innovation platforms, and Pact for the Future resilience monitoring architectures.

The systemic risks confronting Tanzania require anticipatory, sovereign, and inclusive solutions.
NWG-Tanzania and the Nexus Ecosystem provide a scalable, tangible infrastructure for resilience, systemic foresight, and sustainable innovation to safeguard current and future generations.

In full alignment with the Charter of the United Nations and the transformational mandates articulated in the Pact for the Future, we submit this appeal and reaffirm our commitment to collaborative action, responsible innovation, and systemic resilience-building for Tanzania’s future.
