We, the undersigned institutions, experts, and stakeholders dedicated to systemic resilience, responsible innovation, and sustainable governance, respectfully submit this appeal for the formal recognition and institutional support of the National Working Group for Thailand (NWG-Thailand) and the Nexus Ecosystem (NE), developed by the Global Centre for Risk and Innovation (GCRI).
Thailand today faces converging systemic risks:
Flooding and urban inundation risks, climate-induced droughts, coastal erosion, agricultural vulnerabilities, energy transition demands, and biodiversity pressures.
These risks align with the critical systemic challenges outlined in the Pact for the Future, requiring foresight-driven, anticipatory, and innovation-centered governance frameworks.
While Thailand has made significant strides in resilience building, climate adaptation, and digital economy leadership, opportunities remain to deepen disaster foresight, anticipatory policy systems, and sovereign digital innovation infrastructures.
The National Working Group for Thailand (NWG-Thailand) offers a comprehensive framework to:

Embed systemic foresight, disaster risk governance, and anticipatory innovation across national, regional, and local policy structures;

Strengthen early warning architectures, dynamic policy simulation platforms, and resilience foresight systems aligned with the operational principles of the Emergency Platform;

Mobilize national expertise, scientific research networks, private sector innovators, indigenous communities, and global partnerships to support resilient transformation;
-
Institutionalize intergenerational equity and sustainability governance consistent with the Declaration on Future Generations.
NWG-Thailand’s operational foundation is the Nexus Ecosystem (NE) — a sovereign, open, cloud-agnostic digital public goods platform that:

Provides real-time disaster risk modeling, policy simulation tools, innovation foresight mapping, and sustainability performance monitoring;

Advances responsible digital governance standards aligned with the Global Digital Compact, fostering cybersecurity resilience, data transparency, AI ethics, and sovereign digital ecosystems;

Supports the adoption of new resilience, sustainability, and well-being metrics aligned with the Beyond GDP Initiative, reflecting Thailand’s leadership in holistic national progress frameworks.
Together, NWG-Thailand and NE provide Thailand with a sovereign, scalable, and future-ready infrastructure to operationalize systemic resilience, sustainable innovation, and future-focused governance.
Accordingly, we respectfully request:

Formal Recognition of NWG-Thailand as a national platform advancing systemic disaster risk foresight, anticipatory policy innovation, and intergenerational resilience governance under the Pact for the Future;

Institutional and Financial Support, enabling NWG-Thailand’s full integration into multilateral resilience financing architectures, anticipatory governance systems, and sovereign digital public goods ecosystems;

Recognition of the Nexus Ecosystem (NE) as a sovereign digital public good essential for Thailand’s disaster intelligence, policy simulation governance, innovation ecosystem resilience, and sustainable monitoring frameworks;

Framework Integration, ensuring systematic inclusion of NWG-Thailand and NE outputs into global disaster risk dashboards, early warning architectures, policy innovation hubs, and Pact for the Future implementation systems.
The systemic risks confronting Thailand require anticipatory, inclusive, and digitally sovereign solutions.
NWG-Thailand and the Nexus Ecosystem provide a robust, scalable pathway to secure resilient, innovative, and inclusive governance futures for Thailand’s present and future generations.
In full alignment with the Charter of the United Nations and the transformational ambitions articulated in the Pact for the Future, we submit this appeal and reaffirm our commitment to collaborative action, systemic foresight, responsible innovation, and sustainable policy governance for Thailand’s future.
