National Working Groups (NWGs), established by the Global Centre for Risk and Innovation (GCRI) in over 120 countries, provide structured, inclusive platforms for advancing disaster risk reduction (DRR), innovation acceleration, and systemic resilience-building.

In Togo, the NWG strengthens national resilience by:

  • Localizing disaster risk foresight frameworks and operationalizing the urgent priorities outlined in the Pact for the Future;
  • Enabling early warning systems, anticipatory governance, and innovation-driven adaptation strategies to address Togo’s exposure to climate risks, flooding, drought, coastal vulnerability, and agricultural system fragilities;
  • Uniting government ministries, scientific and academic institutions, civil society organizations, indigenous knowledge holders, private sector innovators, and diaspora networks into a cohesive national resilience and policy innovation ecosystem;
  • Serving as a nexus of policy, research, and innovation to support systemic disaster resilience, inclusive digital transformation, and sustainable development.

The Nexus Ecosystem (NE), developed by GCRI, underpins NWG operations by providing a sovereign-grade, open, and interoperable digital public goods infrastructure.
NE empowers Togo to deploy risk intelligence platforms, anticipatory governance systems, policy simulation environments, and resilience monitoring frameworks.

Together, NWG-Togo and NE form essential national infrastructures for systemic risk governance, responsible innovation, digital sovereignty, and intergenerational equity.

We call upon the Government of Togo, United Nations agencies, multilateral development banks, and international partners to formally recognize, support, and resource NWG-Togo and the Nexus Ecosystem as critical platforms for building a sustainable, resilient, and inclusive future.

Excellencies,

We, the undersigned institutions, experts, and stakeholders committed to systemic resilience, responsible innovation, and sustainable governance transformation, respectfully submit this appeal for the formal recognition and institutional support of the National Working Group for Togo (NWG-Togo) and the Nexus Ecosystem (NE), developed by the Global Centre for Risk and Innovation (GCRI).

Togo today faces escalating systemic risks:
Climate variability-driven droughts and floods, coastal erosion, biodiversity degradation, food and water insecurity, and energy system transition pressures.
These challenges reflect the systemic threats outlined in the Pact for the Future, necessitating foresight-driven, anticipatory, and inclusive national governance solutions.

While Togo continues to advance critical initiatives for climate resilience, sustainable agriculture, and digital transformation, there remains a strategic need to embed disaster risk foresight, policy innovation systems, and sovereign digital infrastructures across national development frameworks.

The National Working Group for Togo (NWG-Togo) addresses these needs by:

  • Embedding systemic foresight, anticipatory governance, and inclusive disaster risk reduction mechanisms into national and local development strategies;

  • Strengthening early warning systems, dynamic policy simulation environments, and adaptive governance structures aligned with the operational principles of the Emergency Platform;

  • Mobilizing distributed expertise across government institutions, scientific research centers, indigenous knowledge holders, diaspora expertise, and innovation networks;

  • Institutionalizing long-term resilience and future generations protection consistent with the Declaration on Future Generations.

NWG-Togo’s operational foundation is the Nexus Ecosystem (NE) — a sovereign, interoperable, cloud-agnostic digital public goods platform that:

  • Provides real-time disaster risk modeling, policy simulation capabilities, innovation ecosystem mapping, and sustainability monitoring infrastructures;

  • Embeds responsible digital governance frameworks in alignment with the Global Digital Compact, advancing cybersecurity, transparency, data sovereignty, and ethical AI standards;

  • Supports development of holistic national progress metrics aligned with the Beyond GDP Initiative, integrating resilience, innovation, ecological health, and well-being indicators.

Together, NWG-Togo and NE offer Togo a practical, sovereign, and future-oriented infrastructure to foster systemic resilience, sustainable innovation, and inclusive governance transformation.

Accordingly, we respectfully request:

  1. Formal Recognition of NWG-Togo as a critical national infrastructure platform advancing systemic disaster risk governance, anticipatory policy innovation, and future generations protection under the Pact for the Future;

  2. Institutional and Financial Support, enabling NWG-Togo’s scaling through multilateral resilience financing, anticipatory governance initiatives, and sovereign digital innovation partnerships;

  3. Recognition of the Nexus Ecosystem (NE) as a sovereign digital public good essential to Togo’s disaster intelligence, policy simulation ecosystems, and sustainability monitoring systems;

  4. Framework Integration, ensuring systematic inclusion of NWG-Togo and NE outputs into global risk monitoring dashboards, anticipatory governance platforms, policy simulation frameworks, and Pact for the Future resilience tracking systems.

The systemic risks facing Togo call for sovereign, anticipatory, and digitally inclusive resilience-building strategies.
NWG-Togo and the Nexus Ecosystem provide a transformative pathway for securing resilient development, systemic foresight, and sustainable futures for Togo’s present and future generations.

In full alignment with the Charter of the United Nations and the transformational ambitions articulated in the Pact for the Future, we submit this appeal and reaffirm our commitment to collaborative action, systemic foresight, responsible digital innovation, and inclusive governance transformation for Togo’s future.
