National Working Groups (NWGs), established by the Global Centre for Risk and Innovation (GCRI) in over 120 countries, provide structured, inclusive platforms for advancing disaster risk reduction (DRR), innovation acceleration, and systemic resilience-building.

In Türkiye, the NWG strengthens national resilience by:

  • Localizing global disaster risk foresight frameworks and operationalizing the urgent priorities set forth in the Pact for the Future;
  • Enabling early warning systems, anticipatory governance, and innovation-driven disaster resilience to address Türkiye’s vulnerabilities to seismic hazards, flooding, drought, urban infrastructure stress, and energy and migration challenges;
  • Uniting government ministries, scientific institutions, municipalities, civil society, indigenous knowledge holders, private sector innovators, and diaspora communities into a cohesive national resilience and policy innovation ecosystem;
  • Serving as a nexus of policy, research, and innovation to foster systemic foresight, disaster preparedness, sustainable urban development, and digital governance transformation.

The Nexus Ecosystem (NE), developed by GCRI, underpins NWG operations by providing a sovereign-grade, open, and interoperable digital public goods infrastructure.
NE enables Türkiye to deploy risk intelligence platforms, anticipatory governance models, policy simulation environments, and sustainability monitoring systems for national resilience building and sustainable development planning.

Together, NWG-Türkiye and NE form essential national infrastructures for disaster risk governance, sustainable innovation, digital sovereignty, and future generation protection.

We call upon the Government of Türkiye, United Nations agencies, multilateral development banks, and international partners to formally recognize, support, and resource NWG-Türkiye and the Nexus Ecosystem as critical infrastructures for Türkiye’s systemic resilience, sustainable innovation, and future governance leadership.

Excellencies,

We, the undersigned institutions, experts, and stakeholders committed to systemic resilience, responsible innovation, and sustainable governance transformation, respectfully submit this appeal for the formal recognition and institutional support of the National Working Group for Türkiye (NWG-Türkiye) and the Nexus Ecosystem (NE), developed by the Global Centre for Risk and Innovation (GCRI).

Türkiye today faces a convergence of systemic risks:
Seismic hazards along major fault lines, climate-induced droughts and floods, urban growth challenges, energy transition pressures, and migration management complexities.
These risks align with the global systemic challenges highlighted in the Pact for the Future, requiring foresight-driven, anticipatory, and digitally enabled national resilience systems.

While Türkiye has made substantial advances in disaster risk management, sustainable urbanization, and technological innovation, critical gaps remain in fully integrated disaster foresight architectures, anticipatory governance frameworks, and digital sovereignty infrastructures.

The National Working Group for Türkiye (NWG-Türkiye) addresses these challenges by:

  • Embedding systemic foresight, early warning architectures, and risk-informed innovation across national, regional, and local policy frameworks;

  • Strengthening real-time risk intelligence, dynamic scenario simulation, and anticipatory policy innovation platforms aligned with the operational principles of the Emergency Platform;

  • Mobilizing distributed capacities across government agencies, universities, municipalities, private sector innovators, diaspora networks, and indigenous knowledge holders;

  • Institutionalizing intergenerational resilience safeguards consistent with the Declaration on Future Generations.

The operational foundation of NWG-Türkiye is the Nexus Ecosystem (NE) — a sovereign, open, and interoperable digital public goods platform that:

  • Provides real-time disaster risk modeling, anticipatory policy simulation, innovation ecosystem mapping, and sustainability monitoring infrastructures;

  • Embeds responsible digital governance standards, AI ethics, cybersecurity resilience, and transparency aligned with the Global Digital Compact;

  • Supports the evolution of national development indicators beyond GDP through resilience, well-being, sustainability, and innovation-readiness metrics, aligned with the Beyond GDP Initiative.

Together, NWG-Türkiye and NE provide Türkiye with a sovereign, future-ready infrastructure to operationalize systemic resilience-building, sustainable innovation ecosystems, and intergenerational governance.

Accordingly, we respectfully request:

  1. Formal Recognition of NWG-Türkiye as a national platform advancing systemic disaster risk foresight, anticipatory policy innovation, responsible digital transformation, and future generation stewardship under the Pact for the Future;

  2. Institutional and Financial Support, facilitating NWG-Türkiye’s integration into multilateral resilience financing frameworks, anticipatory governance initiatives, and digital public goods ecosystems;

  3. Recognition of the Nexus Ecosystem (NE) as a sovereign digital public good essential for Türkiye’s disaster intelligence, policy simulation capacities, foresight innovation, and systemic sustainability monitoring;

  4. Framework Integration, ensuring systematic inclusion of NWG-Türkiye and NE outputs into global disaster risk dashboards, early warning platforms, policy innovation hubs, and Pact for the Future monitoring frameworks.

The systemic risks confronting Türkiye demand anticipatory, integrated, and sovereign resilience solutions.
NWG-Türkiye and the Nexus Ecosystem provide a tangible, scalable, and future-oriented infrastructure to foster systemic foresight, responsible innovation, and sustainable development for Türkiye’s present and future generations.

In full alignment with the Charter of the United Nations and the transformational ambitions articulated in the Pact for the Future, we submit this appeal and reaffirm our collective commitment to collaborative action, systemic resilience, responsible innovation, and inclusive policy governance for Türkiye’s future.
