National Working Groups (NWGs), established by the Global Centre for Risk and Innovation (GCRI) in over 120 countries, provide structured, inclusive platforms for advancing disaster risk reduction (DRR), innovation acceleration, and systemic resilience-building.

In Turkmenistan, the NWG strengthens national resilience by:

  • Localizing global disaster risk foresight frameworks aligned with the priorities of the Pact for the Future;
  • Enabling early warning systems, anticipatory governance, and innovation-driven adaptation to address Turkmenistan’s exposure to water scarcity, desertification, seismic risk, and food-energy security pressures;
  • Uniting government institutions, research and innovation centers, indigenous knowledge systems, diaspora experts, and private sector innovators into a cohesive resilience and policy innovation ecosystem;
  • Serving as a nexus of policy, research, and innovation to advance systemic resilience, responsible energy transition, and sustainable digital development.

The Nexus Ecosystem (NE), developed by GCRI, underpins NWG operations by providing a sovereign-grade, open, and interoperable digital public goods infrastructure.
NE enables Turkmenistan to deploy risk modeling systems, anticipatory governance platforms, policy simulation environments, and resilience monitoring dashboards to support strategic transformation.

Together, NWG-Turkmenistan and NE form essential national infrastructures for systemic risk governance, responsible innovation, and future generation safeguarding.

We call upon the Government of Turkmenistan, United Nations agencies, multilateral development banks, and international partners to formally recognize, support, and resource NWG-Turkmenistan and the Nexus Ecosystem as vital components for Turkmenistan’s long-term systemic resilience and policy innovation leadership.

Excellencies,

We, the undersigned institutions, experts, and stakeholders committed to systemic risk governance, responsible innovation, and sustainable digital transformation, respectfully submit this appeal for the formal recognition and institutional support of the National Working Group for Turkmenistan (NWG-Turkmenistan) and the Nexus Ecosystem (NE), developed by the Global Centre for Risk and Innovation (GCRI).

Turkmenistan today faces converging systemic risks:
Severe water scarcity linked to river basin stress, worsening desertification, seismic vulnerabilities, agriculture and energy security risks, and climate adaptation needs.
These challenges align with the critical global risks identified in the Pact for the Future, requiring integrated, anticipatory, and innovation-centered national governance responses.

While Turkmenistan continues to prioritize sustainable economic growth and regional cooperation, critical opportunities exist to advance systemic risk foresight, disaster risk governance, and responsible digital innovation infrastructures.

The National Working Group for Turkmenistan (NWG-Turkmenistan) offers a practical and strategic mechanism to:

  • Embed disaster risk foresight, early warning capacity, and anticipatory policy innovation across national, sectoral, and community systems;

  • Strengthen resilience infrastructures, scenario simulation capabilities, and anticipatory governance architectures aligned with the operational protocols of the Emergency Platform;

  • Mobilize national expertise, scientific research networks, indigenous knowledge traditions, diaspora collaboration, and innovation ecosystems;

  • Institutionalize intergenerational sustainability protections in accordance with the Declaration on Future Generations.

NWG-Turkmenistan’s operational foundation is the Nexus Ecosystem (NE) — a sovereign, interoperable, open-access digital public goods platform that:

  • Provides real-time disaster risk modeling, policy simulation environments, innovation foresight tools, and adaptive governance frameworks;

  • Embeds responsible data governance, cybersecurity, digital transparency, and equitable innovation policies aligned with the Global Digital Compact;

  • Supports the development of new resilience and well-being metrics aligned with the Beyond GDP Initiative, strengthening national resilience accounting and future foresight systems.

Together, NWG-Turkmenistan and NE offer Turkmenistan a sovereign, resilient, and innovation-driven pathway to sustainable systemic transformation and future readiness.

Accordingly, we respectfully request:

  1. Formal Recognition of NWG-Turkmenistan as a critical national infrastructure platform advancing systemic disaster risk foresight, anticipatory innovation, responsible digital governance, and future generations safeguarding under the Pact for the Future;

  2. Institutional and Financial Support, enabling NWG-Turkmenistan’s scaling through multilateral resilience financing mechanisms, anticipatory governance frameworks, and sovereign digital public goods partnerships;

  3. Recognition of the Nexus Ecosystem (NE) as a sovereign digital public good essential to Turkmenistan’s disaster intelligence, policy innovation ecosystems, sustainability planning, and inclusive resilience-building infrastructures;

  4. Framework Integration, ensuring systematic inclusion of NWG-Turkmenistan and NE outputs into global disaster risk dashboards, early warning systems, policy simulation platforms, and Pact for the Future monitoring and governance frameworks.

The resilience challenges confronting Turkmenistan demand anticipatory, sovereign, and inclusive governance solutions.
NWG-Turkmenistan and the Nexus Ecosystem provide the strategic infrastructures necessary to foster resilience, innovation, and sustainable development for current and future generations.

In full alignment with the Charter of the United Nations and the transformational mandates articulated in the Pact for the Future, we submit this appeal and reaffirm our collective commitment to collaborative action, responsible foresight, sovereign digital innovation, and systemic resilience-building for Turkmenistan’s sustainable future.
