National Working Groups (NWGs), established by the Global Centre for Risk and Innovation (GCRI) in over 120 countries, provide structured, inclusive platforms for advancing disaster risk reduction (DRR), innovation acceleration, and systemic resilience-building.

In the United Arab Emirates, the NWG strengthens national resilience by:

  • Localizing global disaster risk foresight frameworks and operationalizing urgent national priorities in alignment with the Pact for the Future;
  • Enabling early warning systems, anticipatory governance, and innovation-driven systemic resilience across sectors exposed to climate impacts, water stress, energy transition pressures, urbanization vulnerabilities, and digital sovereignty challenges;
  • Uniting ministries, research and innovation hubs, private sector leaders, indigenous and local knowledge holders, and international diaspora communities into a national resilience and policy innovation ecosystem;
  • Serving as a nexus of policy, research, and innovation to enhance foresight capacity, resilient governance, sustainable innovation leadership, and future generations protection.

The Nexus Ecosystem (NE), developed by GCRI, underpins NWG operations by providing a sovereign-grade, open, and interoperable digital public goods infrastructure.
NE enables the UAE to implement disaster risk modeling, anticipatory foresight systems, policy simulation environments, and digital transformation governance at scale.

Together, NWG-UAE and NE form sovereign critical infrastructures for disaster risk governance, resilient innovation ecosystems, digital sovereignty, and sustainable foresight governance.

We call upon the Government of the United Arab Emirates, United Nations agencies, multilateral development banks, and global partners to formally recognize, support, and resource NWG-UAE and the Nexus Ecosystem as essential national and international platforms for systemic risk governance, innovation leadership, and future-ready sustainable development.

Excellencies,

We, the undersigned institutions, experts, and stakeholders committed to systemic resilience, responsible innovation, and sustainable foresight governance, respectfully submit this appeal for the formal recognition and institutional support of the National Working Group for the United Arab Emirates (NWG-UAE) and the Nexus Ecosystem (NE), developed by the Global Centre for Risk and Innovation (GCRI).

The United Arab Emirates today faces interconnected systemic risks:
Extreme heat and climate volatility, water scarcity and desalination dependence, energy system transformation pressures, coastal resilience vulnerabilities, urbanization stresses, and digital sovereignty imperatives.
These systemic challenges reflect the foresight imperatives outlined in the Pact for the Future, necessitating sovereign, anticipatory, and innovation-led governance solutions.

While the UAE is globally recognized as a leader in climate diplomacy, sustainable development innovation, and digital economy transformation, critical opportunities exist to deepen anticipatory governance systems, risk foresight infrastructures, and responsible digital public goods ecosystems.

The National Working Group for the United Arab Emirates (NWG-UAE) addresses these needs by:

  • Embedding systemic risk foresight, anticipatory governance systems, and digital transformation frameworks into national and sectoral strategies;

  • Strengthening early warning systems, dynamic risk scenario simulations, and policy innovation processes aligned with the operational principles of the Emergency Platform;

  • Mobilizing sovereign national capacities across ministries, innovation hubs, academic institutions, diaspora networks, and private sector ecosystems;

  • Institutionalizing future generations stewardship frameworks consistent with the Declaration on Future Generations.

NWG-UAE’s operational foundation is the Nexus Ecosystem (NE) — a sovereign, cloud-agnostic, open-access digital public goods platform that:

  • Provides real-time disaster risk modeling, anticipatory policy simulation, innovation mapping, and systemic foresight infrastructures;

  • Embeds responsible digital governance standards, cybersecurity protections, AI ethics frameworks, and sovereign data architectures aligned with the Global Digital Compact;

  • Supports the measurement of holistic resilience and sustainability metrics aligned with the Beyond GDP Initiative, fostering a resilient, innovation-driven, and sustainable national trajectory.

Together, NWG-UAE and the Nexus Ecosystem provide the UAE with sovereign, interoperable, and future-proof infrastructures capable of advancing systemic resilience, responsible foresight governance, and sustainable digital leadership.

Accordingly, we respectfully request:

  1. Formal Recognition of NWG-UAE as a sovereign platform for systemic risk foresight, anticipatory policy innovation, and sustainable governance transformation under the Pact for the Future;

  2. Institutional and Financial Support, enabling NWG-UAE to integrate into multilateral resilience financing programs, anticipatory governance architectures, and sovereign digital infrastructure ecosystems;

  3. Recognition of the Nexus Ecosystem (NE) as a sovereign-grade digital public good critical for UAE’s disaster intelligence, policy simulation governance, innovation ecosystem development, and systemic resilience monitoring;

  4. Framework Integration, ensuring systematic inclusion of NWG-UAE and NE outputs into global disaster risk dashboards, policy innovation hubs, anticipatory governance frameworks, and Pact for the Future implementation architectures.

The systemic resilience challenges facing the United Arab Emirates and the wider global community demand sovereign, anticipatory, and digitally sovereign infrastructures.
NWG-UAE and the Nexus Ecosystem offer a transformational pathway for securing resilient development, innovation-driven sustainability, and intergenerational foresight governance for the UAE and beyond.

In full alignment with the Charter of the United Nations and the transformational mandates articulated in the Pact for the Future, we submit this appeal and reaffirm our commitment to collaborative action, systemic foresight, responsible digital innovation, and resilient governance futures for the United Arab Emirates.
