National Working Groups (NWGs), established by the Global Centre for Risk and Innovation (GCRI) in over 120 countries, provide structured, inclusive platforms for advancing disaster risk reduction (DRR), innovation acceleration, and systemic resilience-building.

In Uganda, the NWG strengthens national resilience by:

  • Localizing disaster risk foresight frameworks and operationalizing the priorities outlined in the Pact for the Future;
  • Enabling early warning systems, anticipatory governance, and innovation-driven resilience solutions to address Uganda’s vulnerabilities to floods, droughts, food system fragility, biodiversity loss, and urbanization risks;
  • Uniting government institutions, indigenous communities, scientific research centers, private innovators, and displaced and diaspora populations into a cohesive resilience and policy innovation ecosystem;
  • Serving as a nexus of policy, research, and innovation to support systemic risk management, inclusive digital transformation, and sustainable resilience.

The Nexus Ecosystem (NE), developed by GCRI, underpins NWG operations by providing a sovereign-grade, open, and interoperable digital public goods infrastructure.
NE empowers Uganda to deploy disaster risk intelligence platforms, anticipatory modeling, policy simulation environments, and sustainability performance monitoring with sovereignty and transparency.

Together, NWG-Uganda and NE form essential national infrastructures for disaster risk governance, digital sovereignty, responsible innovation, and intergenerational resilience.

We call upon the Government of Uganda, United Nations agencies, multilateral development banks, and international partners to formally recognize, support, and resource NWG-Uganda and the Nexus Ecosystem as strategic instruments for Uganda’s systemic resilience and sustainable development futures.

Excellencies,

We, the undersigned institutions, experts, and stakeholders committed to systemic resilience, responsible innovation, and sustainable risk governance, respectfully submit this appeal for the formal recognition and institutional support of the National Working Group for Uganda (NWG-Uganda) and the Nexus Ecosystem (NE), developed by the Global Centre for Risk and Innovation (GCRI).

Uganda today faces a convergence of systemic risks:
Increasing climate variability, recurring floods and droughts, biodiversity degradation, food security stress, health system vulnerabilities, and urban growth challenges.
These intersecting risks align with the systemic challenges outlined in the Pact for the Future, requiring foresight-driven, inclusive, and innovation-enabled governance solutions.

While Uganda has advanced national frameworks for climate resilience and sustainable development, critical gaps persist in disaster foresight infrastructures, anticipatory policy innovation systems, and integrated digital governance platforms.

The National Working Group for Uganda (NWG-Uganda) addresses these gaps by:

  • Embedding systemic risk foresight, disaster risk reduction integration, and policy innovation frameworks at national and local levels;

  • Strengthening early warning infrastructures, risk scenario modeling, and anticipatory governance aligned with the Emergency Platform operational protocols;

  • Mobilizing distributed capacities across government institutions, universities, indigenous communities, diaspora networks, and private innovation hubs;

  • Institutionalizing future generations’ rights and resilience protections aligned with the Declaration on Future Generations.

NWG-Uganda’s operational foundation is the Nexus Ecosystem (NE) — a sovereign, cloud-agnostic, open-access digital public goods platform that:

  • Provides real-time disaster risk modeling, policy simulation environments, innovation ecosystem mapping, and resilience monitoring systems;

  • Embeds responsible digital governance frameworks aligned with the Global Digital Compact, advancing transparency, ethical AI deployment, cybersecurity, and digital inclusion;

  • Supports development of new resilience metrics aligned with the Beyond GDP Initiative, ensuring well-being, ecological integrity, and risk-adaptive capacity are recognized and integrated into national planning.

Together, NWG-Uganda and NE offer a practical, inclusive, and future-ready mechanism to operationalize systemic resilience-building, digital sovereignty, and innovation governance for Uganda’s long-term development trajectory.

Accordingly, we respectfully request:

  1. Formal Recognition of NWG-Uganda as a critical national infrastructure platform advancing disaster risk foresight, anticipatory innovation, inclusive digital transformation, and future generations protection under the Pact for the Future;

  2. Institutional and Financial Support, enabling NWG-Uganda’s access to multilateral resilience financing mechanisms, anticipatory governance programs, and sovereign digital public goods partnerships;

  3. Recognition of the Nexus Ecosystem (NE) as a sovereign digital public good essential for Uganda’s disaster risk intelligence, policy simulation systems, foresight innovation, and resilience monitoring infrastructures;

  4. Framework Integration, ensuring systematic inclusion of NWG-Uganda and NE outputs into global risk monitoring dashboards, early warning systems, policy simulation platforms, and Pact for the Future resilience monitoring architectures.

Uganda’s systemic resilience challenges demand foresight-enabled, inclusive, and digitally sovereign solutions.
NWG-Uganda and the Nexus Ecosystem provide a scalable, sovereign, and transformative pathway to foster disaster-resilient development, sustainable innovation, and intergenerational equity.

In full alignment with the Charter of the United Nations and the transformational ambitions articulated in the Pact for the Future, we submit this appeal and reaffirm our collective commitment to collaborative action, responsible research and innovation, and inclusive systemic risk governance for Uganda’s future.
