National Working Groups (NWGs), established by the Global Centre for Risk and Innovation (GCRI) in over 120 countries, provide structured, inclusive platforms for advancing disaster risk reduction (DRR), innovation acceleration, and systemic resilience-building.

In Ukraine, the NWG strengthens national resilience by:

  • Localizing global disaster risk foresight frameworks and operationalizing the priorities of the Pact for the Future;
  • Enabling anticipatory governance, early warning systems, and innovation-driven recovery to address Ukraine’s compounded risks, including post-conflict infrastructure resilience, environmental degradation, energy disruptions, cybersecurity challenges, and displacement impacts;
  • Uniting government bodies, scientific institutions, civil society, indigenous networks, diaspora communities, and innovation sectors into a national resilience and policy innovation ecosystem;
  • Serving as a nexus of policy, research, and innovation to support systemic recovery, sustainable rebuilding, and intergenerational resilience.

The Nexus Ecosystem (NE), developed by GCRI, underpins NWG operations by providing a sovereign-grade, open, and interoperable digital public goods infrastructure.
NE enables Ukraine to deploy advanced disaster risk modeling, policy simulation environments, digital reconstruction foresight, and resilience monitoring systems for responsible recovery and sustainable governance.

Together, NWG-Ukraine and NE form essential national infrastructures for disaster risk governance, resilient rebuilding, digital sovereignty, and future generation protection.

We call upon the Government of Ukraine, United Nations agencies, multilateral development banks, and international partners to formally recognize, support, and resource NWG-Ukraine and the Nexus Ecosystem as strategic instruments for Ukraine’s national recovery and long-term systemic resilience.

Excellencies,

We, the undersigned institutions, experts, and stakeholders dedicated to systemic resilience, responsible innovation, and sustainable recovery infrastructures, respectfully submit this appeal for the formal recognition and institutional support of the National Working Group for Ukraine (NWG-Ukraine) and the Nexus Ecosystem (NE), developed by the Global Centre for Risk and Innovation (GCRI).

Ukraine today faces profound and interconnected systemic risks:
Ongoing conflict impacts, infrastructure degradation, environmental devastation, mass displacement, cybersecurity threats, and energy system vulnerabilities.
These systemic challenges, aligned with the critical risks outlined in the Pact for the Future, demand immediate foresight-driven, anticipatory, and innovation-centered governance models.

While Ukraine has demonstrated extraordinary resilience and innovation leadership under unprecedented pressures, recovery and systemic rebuilding require robust, networked, and future-ready governance architectures.

The National Working Group for Ukraine (NWG-Ukraine) directly addresses these needs by:

  • Embedding systemic risk foresight, anticipatory action, and resilience planning into national and regional policy innovation processes;

  • Strengthening early warning infrastructures, dynamic risk scenario simulations, and anticipatory governance frameworks aligned with the operational protocols of the Emergency Platform;

  • Mobilizing distributed expertise across government ministries, scientific communities, digital innovation hubs, displaced populations, diaspora communities, and civil society networks;

  • Institutionalizing intergenerational resilience protection and policy stewardship consistent with the Declaration on Future Generations.

NWG-Ukraine's operational foundation is the Nexus Ecosystem (NE) — a sovereign, cloud-agnostic, and open-access digital public goods platform that:

  • Provides real-time disaster recovery modeling, policy simulation capabilities, innovation ecosystem mapping, and resilience monitoring systems;

  • Embeds responsible data governance, AI ethics, cybersecurity standards, and transparent digital infrastructures in accordance with the Global Digital Compact;

  • Supports the development of resilience and well-being metrics aligned with the Beyond GDP Initiative, vital for future-focused national recovery monitoring.

Together, NWG-Ukraine and NE enable Ukraine to operationalize systemic resilience-building, responsible innovation ecosystems, and anticipatory governance within its national recovery frameworks.

Accordingly, we respectfully request:

  1. Formal Recognition of NWG-Ukraine as a critical national infrastructure platform supporting systemic disaster risk governance, anticipatory innovation, and responsible rebuilding aligned with the Pact for the Future;

  2. Institutional and Financial Support, facilitating NWG-Ukraine’s access to multilateral resilience and recovery funds, anticipatory governance platforms, and sovereign digital cooperation partnerships;

  3. Recognition of the Nexus Ecosystem (NE) as a sovereign digital public good essential for Ukraine’s disaster risk modeling, policy simulation innovation, resilient recovery, and sustainable governance infrastructures;

  4. Framework Integration, ensuring that NWG-Ukraine and NE outputs are systematically integrated into global resilience monitoring systems, early warning architectures, policy innovation dashboards, and Pact for the Future implementation mechanisms.

The scale and complexity of the systemic risks confronting Ukraine require anticipatory, integrated, and digitally sovereign solutions.
NWG-Ukraine and the Nexus Ecosystem provide a scalable, adaptive infrastructure to secure resilient recovery, foster responsible innovation, and safeguard future generations.

In full alignment with the Charter of the United Nations and the transformational ambitions articulated in the Pact for the Future, we submit this appeal and reaffirm our collective commitment to collaborative action, inclusive foresight, systemic resilience, and responsible digital innovation for Ukraine’s future.
