National Working Groups (NWGs), established by the Global Centre for Risk and Innovation (GCRI) in over 120 countries, provide structured, inclusive platforms for advancing disaster risk reduction (DRR), innovation acceleration, and systemic resilience-building.

In the United States, the NWG strengthens national resilience by:

  • Localizing global disaster risk foresight frameworks to advance the priorities set forth in the Pact for the Future;
  • Enabling early warning systems, anticipatory governance, and risk-informed innovation systems to address the U.S.'s exposure to climate extremes, critical infrastructure vulnerabilities, cybersecurity risks, regional inequities, and technology governance challenges;
  • Uniting federal, state, and local agencies, research institutions, indigenous communities, private sector innovators, diaspora populations, and displaced communities into a cohesive resilience and innovation ecosystem;
  • Serving as a nexus of policy, research, and innovation to support sustainable systemic risk governance, digital transformation, and intergenerational resilience.

The Nexus Ecosystem (NE), developed by GCRI, underpins NWG operations by providing a sovereign-grade, open, and interoperable digital public goods infrastructure.
NE can operationalize real-time disaster risk modeling, foresight systems, policy simulation environments, and sustainability performance tracking through trusted, inclusive, and secure platforms.

Together, NWG-USA and NE form essential national infrastructures for disaster risk governance, responsible innovation, and future generation safeguarding.

We call upon the United States Government, UN agencies, multilateral development banks, and international partners to formally recognize, support, and resource NWG-USA and the Nexus Ecosystem as foundational components of the United States’ strategy for resilient innovation, digital integrity, and future-oriented governance.

Excellencies,

We, the undersigned institutions, experts, and stakeholders committed to systemic resilience, responsible innovation, and sustainable digital governance, respectfully submit this appeal for the formal recognition and institutional support of the National Working Group for the United States (NWG-USA) and the Nexus Ecosystem (NE), developed by the Global Centre for Risk and Innovation (GCRI).

The United States today faces increasingly complex systemic risks:
Climate-induced disasters, critical infrastructure vulnerabilities, technological disruption, cybersecurity threats, digital ethics challenges, and regional disparities intensify pressures on social, environmental, and economic stability.
These risks are deeply interconnected with the global systemic threats identified in the Pact for the Future, requiring urgent, anticipatory, foresight-driven action.

While the U.S. has significant disaster risk management and innovation leadership capabilities, there remains a strategic gap in fully integrated, anticipatory, and policy-driven risk foresight infrastructures at national and decentralized levels.

The National Working Group for the United States (NWG-USA) addresses this gap by:

  • Embedding systemic foresight, anticipatory risk governance, and disaster intelligence systems across national, regional, and local governance structures;

  • Strengthening multi-hazard early warning systems, risk scenario simulations, and policy innovation processes aligned with the Emergency Platform operational principles;

  • Mobilizing distributed expertise across federal, state, and local governments, universities, indigenous nations, private sector actors, diaspora communities, and civic technology networks;

  • Institutionalizing intergenerational governance approaches aligned with the Declaration on Future Generations.

NWG-USA's operational foundation is the Nexus Ecosystem (NE) — a sovereign-grade, cloud-agnostic, open-access digital public goods platform that:

  • Provides real-time disaster risk modeling, policy simulation capabilities, innovation ecosystem mapping, and resilience performance monitoring;

  • Embeds responsible digital cooperation principles consistent with the Global Digital Compact, advancing data transparency, AI ethics, and digital sovereignty;

  • Supports the development of Beyond GDP resilience metrics, integrating well-being, environmental stewardship, innovation readiness, and democratic sustainability.

Together, NWG-USA and NE enable the United States to translate the systemic resilience commitments of the Pact for the Future into operational, inclusive, and future-proof national infrastructures.

Accordingly, we respectfully request:

  1. Formal Recognition of NWG-USA as a critical national platform advancing systemic disaster risk governance, anticipatory innovation governance, digital ethics, and future generation protection under the Pact for the Future;

  2. Institutional and Financial Support, enabling NWG-USA to expand through national resilience grants, digital public infrastructure investments, and multilateral innovation partnerships;

  3. Recognition of the Nexus Ecosystem (NE) as a sovereign digital public good essential to the United States’ disaster intelligence, anticipatory governance, policy simulation, and responsible innovation ecosystems;

  4. Framework Integration, ensuring systematic inclusion of NWG-USA and NE outputs into global disaster risk dashboards, early warning systems, policy innovation platforms, and Pact for the Future implementation infrastructures.

The systemic risks confronting the United States demand foresight-enabled, integrated, and digitally sovereign solutions.
NWG-USA and the Nexus Ecosystem offer a tangible, scalable pathway to enhance resilience, foster sustainable innovation, and safeguard the rights, well-being, and dignity of present and future generations.

In full alignment with the Charter of the United Nations and the transformational mandates of the Pact for the Future, we submit this appeal and reaffirm our commitment to collaborative action, systemic foresight, responsible digital innovation, and inclusive risk governance.
